More than 200 million kilowatts of new energy will be added to the country every year to meet the demand for reasonable consumption, and help achieve the goal of carbon peak. In order to fully implement the spirit of the 20th National Congress of the Communist Party of China and all previous Plenary sessions of the 20th National Congress of the Communist Party of China, implement the Energy Law of the People's Republic of China, improve the policies and measures of new energy consumption and regulation, and strongly support the construction of new energy system and new power system, the following opinions are put forward.
First, the overall requirement
is to implement the new energy security strategy of "four revolutions and one cooperation" under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the concept of system, classified measures, diversified absorption, market guidance, security-based, innovation-driven, and improve new energy absorption measures. Optimize system regulation and control, and promote the large-scale development of new energy while achieving high-quality consumption. By 2030, a coordinated and efficient multi-level regulation and control system for new energy consumption will be basically established to ensure the smooth connection, diversified utilization and efficient operation of new energy, and the demand for new electricity consumption will be mainly met by new energy generation. The adaptation capacity of the new power system has been significantly enhanced, the system regulation capacity has been greatly improved, the mechanism of promoting new energy consumption in the power market has been more sound, and the new energy transactions across provinces and regions have been smoother, so as to meet the national demand for reasonable consumption of new energy of more than 200 million kilowatts per year and help to achieve the goal of carbon peak. By 2035, a new power system with a high proportion of new energy will be basically completed , the regulation and control system of new energy consumption will be further improved, the national unified power market will play a fundamental role in the allocation of new energy resources, and new energy will be optimally allocated and efficiently consumed throughout the country to support the realization of the goal of national independent contribution.
2. Guiding the development and consumption
of new energy by classification (1) Coordinating the delivery and local consumption of the new energy base of "Shagohuang". We will fully implement the Party Central Committee's decision-making and deployment on desertification prevention and control and the layout plan for the development of the new energy base for the "Shago Wilderness", and promote both the delivery and local absorption of the new energy base for the "Shago Wilderness". Focus on desert, Gobi, desert, desertification, salinization and other areas, rational distribution of delivery bases, improve the economy of the base. Establish a national strategic responsibility system at the sending and receiving end, and strengthen the responsibility of new energy consumption at the receiving end. Through the integrated development of new energy, the gradient transfer of industries in the eastern region, and the tapping of the potential of absorption in the western region, the new energy base of "Shagohuang" will be promoted to achieve large-scale local absorption.
(2) Optimizing the integrated development and absorption of water, wind and solar bases. Relying on the large hydropower base in southwest China, we should fully consider the characteristics of hydropower regulation and optimize the allocation of new energy. For qualified hydropower transmission channels in stock, new energy sources should be rationally allocated to improve the utilization level of channels. Combining with the development of Yaxia Hydropower Base, the new energy allocation and transmission and consumption scheme are optimized and demonstrated.
(Three) promote the orderly development and absorption of offshore wind power. Implementing the requirements of high-quality development of marine economy, scientifically laying out offshore wind power, continuing to promote offshore wind power development, and orderly promoting the construction of far-reaching offshore wind power bases. Optimize the offshore transmission network as a whole, intensively lay out the submarine cable corridors and landing points, and realize the centralized transmission of offshore wind power bases, mainly in coastal areas.
(4) Promote the development and absorption of centralized new energy in the province scientifically and efficiently. Considering the resource conditions and the growth of electricity consumption, and combining with the implementation requirements of the responsibility weight of renewable energy power consumption, we should scientifically lay out the centralized new energy in the province, optimize the development structure, reasonably grasp the construction rhythm, strengthen the regulation capacity building, enhance the carrying capacity of the power grid, and ensure the efficient consumption of new energy. Do a good job in the pilot survey of new energy resources.
(Five) actively expand the development and absorption space of distributed new energy. Fully tap the potential of distributed new energy resources and expand the development scenarios of distributed new energy. Enhance the self-regulation ability of distributed new energy and increase the proportion of self-use. Revise the evaluation standard for the carrying capacity of distributed new energy grid connection, and release the open capacity of public grid to accept distributed new energy.
3. Vigorously promote the innovative development
of new energy consumption modes and new formats (6) Innovating the integrated development mode of new energy. We will study and formulate policies and measures to promote the integrated development of new energy, support areas rich in new energy resources such as "Shagohuang" to strengthen the coordination of upstream and downstream industrial chains of new energy, and establish an integrated development industrial system. Improve the application level of green power in new energy equipment manufacturing, and realize "making green with green". Overall layout of green hydrogen, ammonia, alcohol and other green fuel production, storage and transportation integration industry, to create a "flexible load". Promote the construction of zero-carbon parks.
(7) Promoting the integration and development of new energy and industry. We will actively promote the coordinated docking of industrial gradient transfer in the eastern region and local consumption of new energy bases, and steadily and orderly promote the transfer of high-energy industries to the western clean energy advantage areas. Encourage traditional industries to innovate technological processes, enhance load flexibility, and use more new energy sources in heating, heating, refrigeration, power and other links. We will support the integrated development of strategic emerging industries such as information technology, high-end equipment manufacturing and new materials with new energy in areas rich in new energy resources. Strengthen the coordinated planning, layout and optimal operation of new energy and computing facilities, and promote the green development of computing facilities.
(8) Supporting the development of new energy consumption and new formats. We will promote the healthy and sustainable development of new energy sources, such as the integration of source, network, load and storage, the direct connection of green power, smart micro-grid, and the incremental distribution network of new energy access, support the access of new energy sources, and enhance the green power consumption of industrial parks, buildings, export-oriented enterprises, high-energy enterprises and the level of power supply security in remote areas. Classified formulation and improvement of support policies, management systems and technical standards, strengthening overall coordination with power grid planning, clarifying the security, economic and social responsibility interface with public power grids, enhancing self-balancing and self-regulation capabilities, and new energy abandonment is not included in statistics.
4. Enhancing the adaptability
of new power systems to new energy sources (9) Accelerating the improvement of system regulation capability. We will actively promote the construction of leading reservoirs and hydropower stations in the basin and the expansion and transformation of hydropower capacity. We should speed up the construction of pumped storage power stations and give full play to the multiple roles of peak shaving and valley filling. We will vigorously promote the appropriate distribution of peak-shaving gas and electricity in new (Ten) improve the capacity of the power grid to accept new energy. Accelerate the construction of a new power grid platform with main distribution and micro coordination, and enhance the carrying capacity of the power grid. We will optimize the flow of electricity across the country, further expand the allocation of new energy resources, and steadily increase the scale of trans-provincial and trans-regional transmission channels. Make full use of the complementary characteristics of inter-regional and inter-provincial regulation resources and new energy output, rationally distribute flexible mutual aid power grid projects, and enhance mutual aid capacity. Strengthen the construction of the main grid and enhance the grid-connected capacity of new energy. We will vigorously promote the construction, transformation and intelligent upgrading of distribution networks, and accelerate the building of new distribution systems adapted to large-scale distributed new energy access. Promote the coordinated development of smart micro-grid and large power grid according to local conditions. (11) Optimizing the new energy regulation and control mode. Construct a new power dispatching system, further clarify the regulatory relationship and responsibilities of dispatching agencies, power grids at all levels, centralized new energy and distributed new energy, strengthen the strength of municipal and county-level dispatching agencies, and comprehe nsively improve the ability of considerable, measurable, adjustable, controllable and intelligent regulation. Explore the coordinated regulation and control mode of "Shagehuang" new energy base, water scenery base and offshore wind power base cluster, and accelerate the transfer of integrated output curve of new energy and in-station energy storage. Revise the power dispatching management system and strengthen the supervision of power dispatching. (12) Strengthen the security management of new power systems. Strengthen the security and stability analysis of power grid in the planning stage of new energy base and the security and stability management of power grid in the operation stage. Deepen the risk management and control of active distribution network operation, and establish and improve the risk identification, monitoring and control system. We will improve the network-related security management system for new energy and new grid-connected entities, strengthen the full-cycle management and control of network-related security performance and parameters, strictly implement the network-related performance evaluation procedures, standardize grid-connected access and operation management, and strengthen network security management and control. 5. Improving the national unified power market system to promote new energy consumption (13) Expanding the multi-level market-oriented system of new energy consumption. To adapt to the fluctuation characteristics of new energy output, shorten the medium and long-term trading cycle, achieve flexible and continuous trading, promote the multi-year power purchase agreement mechanism, and stabilize the long-term consumption space. Give full play to the functions of the spot market, strengthen the connection with the demand-side response mechanism, guide the system to regulate resources to actively participate in the regulation, improve the user-side participation in the spot market trading mechanism, and stimulate the user-side flexible regulation potential. Rationally set up power ancillary services trading varieties, improve the cost to the user side of the dredging mechanism, and promote the smooth operation of the system in the process of large-scale development of new energy. To consolidate the "basic plate" of new energy consumption across provinces by medium and long-term transactions between provinces, to flexibly respond to the short-term consumption demand of new energy by spot transactions between provinces and mutual aid transactions between provinces in the region, and to promote the normalization of new energy power transactions across power grid operating areas. (Fourteen) improve the rules system for new energy to participate in the electricity market. We will promote the establishment of trading rules for participating in the market in the integrated mode of "Shagehuang" and water, wind and solar new energy bases, support new subjects such as distributed new energy, energy storage and virtual power plants to participate in the electricity market through aggregation and direct trading, and study and promote new energy, users and other subjects to participate in direct trading in the trans-provincial and trans-regional electricity market; Promote the construction of market quotation mode in line with the characteristics and distribution pattern of new energy generation. We will improve mechanisms such as price limits in the electricity market and give full play to the role of price signals in guiding the consumption of new energy. Actively promote the high-quality development of the green certificate market, promote the synergy of the "electricity-certificate-carbon" market, and scientifically reflect the environmental value of new energy. (15) Innovating the price mechanism to promote the consumption of new energy. Establish and improve the price formation and adjustment mechanism of new energy transmission across provinces and regions, and encourage all kinds of power sources in new energy transmission bases to form power transmission prices as a whole. Enhance the flexibility of inter-provincial and inter-regional channel transmission price mechanism, and study the relevant price mechanism of offshore wind power transmission project. Implement and improve the electricity price mechanism to promote the consumption of new energy nearby. We will improve the pricing mechanism for the capacity of regulatory resources such as coal power, pumped storage and new energy storage. We will accelerate the effective transmission of market price signals to end users, improve the retail market price mechanism that reflects time-of-use value differences, and study the establishment and improvement of a time-of-use electricity price mechanism for residents. 6.
