4. Constructing a new power dispatching system

Explore new modes of collaborative operation and control, such as "Shago wasteland", water scenery, and new power formats.

To build a power dispatching and control system with integrated intelligent perception, centralized analysis and decision-making, distributed monitoring and control, and efficient coordination at the cloud edge. Optimize the production organization mode of dispatching, and improve the real-time regulation and control of power grid and the level of security and stability. We will actively promote the regulation and control capacity building of new grid-connected entities such as distributed new energy and new energy storage, and realize the coordinated and optimal dispatch of multiple and massive resources. 5. Enhancing the ability

Strictly implement the guidelines for power system security and stability, and optimize the "three lines of defense". Strengthen the management of users' network and enhance users' awareness of network security. We will improve the technical supervision system of the power industry, actively cultivate the technical service market of the power industry, and improve the technical supervision mechanism related to the network.
(13) Strengthen the ability of risk identification and management of power grid security. Fully drawing lessons from the international blackout accident, according to the principle of "comprehensive assessment, first drop, then control, dynamic management", the provention and control mechanism of power grid security risk covering all elements of the main distribution microgrid is established. Deepen the research on the dynamic characteristics and fault evolution mechanism of the new power system. Strengthen power grid operation monitoring, early warning, prevention and control, and strengthen power network security defense. Establish and improve the power grid data security management system, and continuously improve the level of power grid data security protection.
(Fourteen) strengthen the construction of power grid emergency response capacity. We will build a power emergency response system featuring "government-enterprise coordination, internal and external linkage, and multiple guarantees", strengthen the coordination and interaction between primary energy sources such as coal and natural gas and power emergency response, and comprehensively enhance the power emergency response capacity. To formulate a bottom-guaranteed power supply scheme for the power grid under extreme conditions, enhance the power supply guarantee capability of the power grid to cope with natural disasters and key areas, key parts and important users, and optimize and improve the black start measures of the power grid. We will improve the contingency plan for large-scale blackouts and conduct regular emergency drills.
6. Promoting the Development
of Power Grid Enabling by New Quality Productivity (15) Strengthening the Key Technologies of Power Grid. Facing the application scenarios of "Shage wasteland", water scenery, high altitude and deep sea, we will tackle key technologies such as large-capacity flexible DC, new energy island transmission and low-frequency transmission, and pilot long-distance transmission of 100% new energy bases. High-performance power equipment such as large-capacity circuit breakers and ultra-long distance AC and DC GIL will be developed and applied to speed up the engineering verification and popularization of grid-type technology.
(16) Promote the development of artificial intelligence technology and digital technology enabling power grid. Promote the integration of digital technology and data elements into power grid business, and promote the in-depth application of artificial intelligence technology in power grid planning and construction, equipment management, regulation and operation, power supply services, security and defense. Combined with the development of advanced technologies such as quantum communication, IOT perception and 5G-a/6G, the application scenarios in the field of power grid will be expanded. Promote the integration and development of network infrastructure and power grid.
(17) Strengthen the guidance of power grid technical standards. We will build a new standard system for power grid platforms, strengthen the layout of standards in frontier technology areas, and simultaneously formulate key technical standards around major scientific and technological innovations in power grids. We will improve the technical standards for the security and stability of the power system and the intelligent dispatching of the power grid, and establish a system framework for the technical standards for the construction of the network, the new format of the network and the regulation and control.
7. Promoting all-round service of power grid for people's livelihood
(18) Enhancing the ability of urban and rural power service security. We should crack the blocking points of people's livelihood, actively carry out the standardized transformation of power supply facilities in urban villages and old urban districts, and strengthen the power supply guarantee in non-direct power supply districts. Speed up the completion of rural distribution network short board, to achieve steady improvement in power supply reliability and voltage qualification rate. Strengthen the construction and transformation of coal-to-electricity supporting power grid and power supply guarantee to support the continuous and stable operation of clean heating in the northern region. We should guide the coordinated layout of distributed generation and urban and rural power grids, enhance the ability of power grids to accept, allocate and regulate distributed new energy, and strengthen the role of distributed new energy in improving people's livelihood.

Promote the integration of vehicles, piles (stations) and networks, scientifically link up the layout of charging facilities and the construction and transformation of distribution networks, and support the orderly construction of high-power charging facilities. Optimize the process of charging pile installation and connection, promote the construction of new residential charging facilities to meet the standards, and improve the conditions of building piles in residential areas and rural areas. Promote intelligent charging and discharging facilities in an orderly manner, gradually expand the application scope of vehicle-network interaction, and improve the friendly interaction between power grid and charging and discharging behavior.
(Twenty) optimize the business environment of electricity consumption. We will create a modern business environment for electricity consumption in an all-round way, further consolidate and upgrade the "30" service, and expand the scope of "zero investment" in low-voltage power supply to all kinds of private economic organizations below 160 kilowatts. Standardize the implementation of the "three provinces" service, actively and accurately meet the needs of users for telegraph installation, and explore the whole process of digital intelligent electricity service. We will study and establish a mechanism for accepting electricity in one place and coordinating it in many places, so as to promote the efficient operation of electricity consumption across provinces. Strengthen power quality management. We will further improve the service quality and efficiency of the 95598 power supply hotline and meet the people's demand for electricity with high quality.
8. Strengthen the supervision and management
of power grids (21) Optimize the management mechanism of power grid planning. We will improve the power grid planning and management system, coordinate and optimize inter-provincial and inter-regional transmission channels and backbone grids, carry out regular and rolling power system design, and guide local governments to scientifically formulate distribution network planning. All kinds of grid-connected entities actively participate in ensuring reliable power supply and safe operation of the power grid.
