The Opinion clearly States that we should tap the potential of energy conservation and carbon reduction in the field of industry and information technology, and promote carbon reduction and efficiency and green low-carbon transformation in key industries. Among them, it is proposed to select a number of zero-carbon factories from 2026 to do a good job of benchmarking.
The Opinion clearly States that from 2026, a number of zero-carbon factories will be selected to lead the benchmarking. By 2027, a number of zero-carbon factories will be cultivated and constructed in the fields of automobile, lithium battery, photovoltaic , electronic and electrical appliances, light industry, machinery and computing facilities, and the industrial ecology of zero-carbon factories covering energy supply, technology research and development, standard formulation and financial support will be initially constructed, so as to promote the construction of zero-carbon factories. Effectively adapt to international trade rules and enhance the low-carbon competitive advantage of the industry.
By 2030, the construction of zero-carbon factories will be gradually expanded to the fields of iron and steel, non-ferrous metals, petrochemical industry, building materials, textiles and other industries, exploring new ways of decarbonization of traditional high-energy industries, popularizing comprehensive service modes and system solutions such as design, financing, transformation and management of zero-carbon factories, and promoting the construction of zero-carbon factories. Greatly improve the product life cycle and the whole industry chain management capabilities, to achieve a steady decline in factory carbon emissions.
The Opinions introduces in detail the construction path of zero-carbon plants: first, improve the carbon emission accounting management system to achieve scientific carbon calculation; second, accelerate the green and low-carbon transformation of energy consumption structure, improve the level of renewable energy utilization and electrification, and achieve carbon reduction at the source; third, improve the efficiency of energy utilization, accelerate technological transformation and equipment renewal, and achieve decarbonization in the process; The fourth is to carry out carbon footprint analysis of key products , drive the upstream and downstream of the whole industry chain to implement energy-saving and carbon reduction measures, and achieve collaborative carbon reduction. The fifth is to improve the level of digitalization and intelligence, carry out precise measurement and fine management and control of energy consumption and carbon emission data, and achieve intelligent carbon control; The six is to carry out carbon offset and information disclosure to achieve zero carbon emissions and continuous improvement.
In terms of green and low-carbon transformation of energy consumption structure, the Guiding Opinion States that under the premise of ensuring the safe supply of energy and electricity, factories should be encouraged to achieve zero-carbon power, heat, hydrogen energy and fuel supply. Develop and utilize distributed photovoltaic , decentralized wind power and biomass power generation according to local conditions, explore direct connection of green power, and increase the proportion of renewable energy use. Conditional factories are encouraged to build industrial green micro-grids . Integrated application of photovoltaic , wind power, waste heat recovery, new energy storage , high-efficiency heat pump, etc., to achieve efficient complementary utilization of multi-energy. We will actively develop integrated projects such as green hydrogen, ammonia and alcohol, and promote clean low-carbon hydrogen applications such as industrial by-product hydrogen and renewable energy hydrogen production.
