Photovoltaic 7.74 GW! Yunnan Announces List of the Third Batch of New Energy Projects in 2025

On December 24, the Development and Reform Commission of Yunnan Province and the Energy Bureau of Yunnan Province jointly issued the Notice on the Development and Construction Plan of the Third Batch of New Energy Projects in Yunnan Province in 2025. According to

the notice, 221 projects were included in the development and construction plan of the third batch of new energy projects in Yunnan Province in 2025, including 104 photovoltaic projects with an installed capacity of 7.74 GW . 117 wind power projects, with installed capacity 6.

The notice requires that the construction of photovoltaic projects shall be fully commenced by the end of June 2026; the approval conditions for wind power projects shall be met by the end of July 2026, and the construction shall be fully commenced by the end of October 2026. Projects that fail to pass the examination and approval of the development plan may be submitted again, and the commencement and commissioning time shall be postponed for 3 months . The commencement of new energy projects that do not meet the absorption conditions in the

annex list shall be linked to the time limit for the commencement and commissioning of incremental capacity projects (including chain extension and supplement projects) in the whole province.

At the same time, the Yunnan Development and Reform Commission and the Provincial Energy Bureau will continue to strengthen the start-up and commissioning of dispatching projects, and take measures such as notification and interview for slow-moving States (cities) and project owners. Start the recovery and rectification work in violation of the requirements of relevant documents.

Encourage the adoption of green power direct connection mode, support the joint development of thermal power and new energy, and support the development and construction of new energy for new thermal power project units throughout the province.

The notice clearly States that in the process of formulating the development plan of photovoltaic projects and organizing the market-oriented allocation of resources for new energy projects, matters that violate fair competition, such as supporting industries, should not be taken as preconditions for project development and construction .

Previously, Yunnan Development and Reform Commission and Yunnan Energy Bureau issued the first and second batches of new energy project construction indicators in March and August 2025, respectively. 2. Work requirements

(1) Standardize procedures and accelerate progress. (3) Strengthen daily dispatching supervision. The competent energy departments of relevant prefectures (cities) shall implement the territorial supervision responsibility of the project, establish the mechanism of "daily monitoring, weekly dispatching and monthly notification" of the project, focus on dispatching the Pre-project formalities, the progress of the project construction, the completion of the investment, the progress of the network connection project and the implementation of the support direction, and strengthen the supervision and inspection of the whole process of the project implementation. The Provincial Development and Reform Commission and the Provincial Energy Bureau will continue to strengthen the dispatch of project start-up and commissioning, take measures such as notification and interview for the slow-moving States (cities) and project owners, and start the recovery and rectification work in violation of the requirements of relevant documents.

( 4) Compacting responsibilities for environmental protection and safety in production. Strictly implement the Notice of the General Department of the State Energy Administration of the Office of the State Forestry and Grassland Administration of the General Office of the Ministry of Natural Resources on Supporting the Development of Photovoltaic Power Generation Industry and Standardizing Land Use Management, and the Yunnan Provincial Department of Natural Resources Notice of Yunnan Energy Bureau on Further Supporting Photovoltaic poverty alleviation and Regulating Land Use for Photovoltaic Power Generation Industry and other documents. In the process of formulating the development plan of photovoltaic projects and organizing the market-oriented allocation of resources for new energy projects, matters that violate fair competition, such as supporting industries, shall not be taken as preconditions for the development and construction of projects.

(7) Strictly guard against the risk of clean government. Relevant prefectures (cities) should earnestly fulfill their territorial responsibilities, urge project owners to jointly guard against the risks of clean government in the process of project resource allocation, project approval, development and construction, strictly implement the relevant system of public announcement of project construction, strictly prohibit improper means of interference and intervention in project construction, and promote project development and construction in accordance with the law and regulations.
