(2) The scheme shall specify the main body of investment. The power supply of the green power direct connection project can be invested by the load, or by the power generation enterprise or the joint venture company established by both parties. In principle, the direct connection special line should be invested by the load and the main body of the power supply. If the load and power supply are not the same investment subject, the responsibilities and obligations of different investment subjects should be clearly defined. In principle, the load is the main responsible unit.
(3) The scheme shall meet the requirements of land, environmental protection, technology and policy. Obtain supportive opinions from departments such as natural resources for new energy stations and direct connection lines, and eliminate restrictive factors such as "three districts and three lines" and crossing. Specific technical measures are put forward to ensure construction safety, power safety and power quality.
(IV) The scheme shall match the source and load. The scale of power supply shall be determined according to the principle of "determining the source by load". The annual self-generated power consumption of new energy shall not be less than 60% of the total available power generation; the proportion of the total power consumption of directly connected load shall not be less than 30%, and shall be continuously increased in the following years, and shall not be less than 35% before 2030. Green power direct connection projects are encouraged to generate new energy for self-use in full. If it is really necessary to adopt the mode of surplus electricity access to the grid, the proportion of on-grid electricity to the total available power generation shall not exceed 20%, and the opinions of grid enterprises on grid connection shall be obtained.
3. Consultation and evaluation
(1) The Municipal (State) Development and Reform Commission, together with the relevant units, shall conduct a preliminary examination of the plan to examine whether the project meets the implementation conditions and the integrity of the implementation plan. The projects that have passed the preliminary examination shall be submitted to the Provincial Energy Bureau with the preliminary examination opinions attached.
(2) The Provincial Energy Administration entrusts a qualified third-party organization to carry out the evaluation of the scheme, listens to the opinions of the Provincial Electric Power Company and the Central China Regulatory Bureau of the State Energy Administration, and confirms the reply according to the evaluation and solicitation of opinions. After confirmation, the construction scale of wind power and solar power will be automatically incorporated into the new energy development and construction plan of the current year.
(3) If there is any significant change in the implementation plan of the green power direct connection project, it shall be reported to the Provincial Energy Bureau for re-organization and review.
4. Construction and operation
(1) New energy, direct connection lines, energy storage and other projects in green power direct connection projects shall go through the formalities of approval (filing) in the territory in accordance with the Measures for the Administration of Approval and Filing of Enterprise Investment Projects in Hubei Province. If the investors are the same and the approval (filing) authorities are the same, they may be merged for approval (filing). Wind power projects shall go through approval procedures. New load projects shall go through approval (filing) procedures in accordance with regulations.
(2) The green power direct connection project shall be constructed in accordance with the implementation plan. If the project is a new load, the power supply and direct connection works shall be put into operation synchronously with the load. After completion, the completion acceptance shall be organized in time, and the completion acceptance report shall be submitted to the Provincial Energy Bureau and the Central China Regulatory Bureau of the State Energy Administration.
(3) The green power direct connection project shall declare the load power supply capacity independently, and the power grid enterprises shall fulfill their power supply responsibilities in accordance with the project declaration capacity and relevant agreements. The project regulates the internal power generation and load to ensure that the exchange power between the project and the public power grid does not exceed the declared capacity, and assumes the relevant responsibilities for the interruption of power supply due to its own reasons. For the stable supply services provided by the power system, the corresponding responsibilities shall be fairly assumed in accordance with the requirements of the Development and Reform Price [2025] No.1192.
(4) The main body of load investment shall sign relevant agreements with the main body of power supply investment and power grid enterprises respectively, stipulating such matters as investment and construction, division of property rights, operation and maintenance, dispatching and operation, settlement relationship and liability for breach of contract.
5. Withdrawal mechanism
(1) The municipal and prefectural development and reform commissions shall organize and dispatch the preliminary work of the green power direct connection project, and report to the Provincial Energy Bureau for removal from the annual construction plan for projects that cannot be implemented.
(2) After the green power direct connection project is completed and put into operation, if it cannot continue to operate due to major changes in load, it may apply for change to other loads that conform to the construction type. If it is really impossible to change, after the examination and verification by the county (city, district) development and reform Bureau where the project is located, together with the power grid enterprises, the main body of power supply investment may apply to participate in the competitive allocation of the annual new energy development and construction scale of the province, and convert the directly connected power supply to the public power supply when the conditions are met. Matters not covered in
this Notice shall be implemented in accordance with the relevant provisions of FGNY [2025] No.650.

6. Annex materials
(1) Business licenses and credit certificates of project investors (load enterprises, new energy enterprises).
(2) The investment framework agreement signed by the new load construction unit and the local government. The stock load provides the relevant materials of export-oriented enterprises or the output reduction commitment of self-owned power plants respectively.
(3) Audit opinions on the compliance of new energy sites issued by departments of natural resources, forestry, water conservancy, ecological environment, military affairs and cultural relics at or above the county level.
(4) Letter of commitment of the investor to the indicators such as the proportion of new energy self-use, the proportion of access to the grid, and the proportion of self-use electricity to total electricity consumption.
(5) Opinions of power grid enterprises at or above the county level on grid connection of directly connected power sources (adopting the mode of surplus power grid connection).
