6. Strictly control the access to environmental impact assessment of projects, strictly control the production and use of high VOCs content coatings, inks, adhesives, cleaning agents and other construction projects, and increase the proportion of low (no) VOCs content products. We will implement the source substitution project, increase the substitution of raw and auxiliary materials with low (no) VOCs content in key industries such as industrial painting, packaging and printing, shoes, leather and bags manufacturing, bamboo and wood products, and electronics, and strive to achieve the "replacement" of solvent-based industrial coatings, inks, adhesives and cleaning agents. We will consolidate the effectiveness of the construction and renovation of VOCs treatment facilities, the treatment of VOCs unorganized emissions, and the comprehensive treatment of waste gases from storage tanks and loading facilities, and continue to carry out the investigation and remediation of VOCs enterprises and oil storage, transportation and marketing, so as to effectively reduce VOCs pollution emissions. 7. Continue to promote the implementation of double control of pollutant emission concentration and total emission of key industrial enterprises, and impose penalties according to law for those exceeding the double control emission standards, including A, B (including B-) and leading enterprises that have been included in the environmental performance rating. Reduce the performance level strictly according to the regulations. 8. For enterprises in key industries such as long-process iron and steel, foundry pig iron and coking, differentiated peak-shifting production management and control shall be implemented according to the environmental performance level and compliance with the law. The control measures will be implemented in two stages during the comprehensive control of air pollution in autumn and winter. The first stage is from October 23 to December 31, 2025, and the second stage is from January 1 to March 31, 2026. The control measures will be implemented in proportion in the two stages. Peak-staggering production management and control requirements shall be incorporated into the contents of pollutant discharge permits according to regulations, and shall be managed in accordance with the law and regulations. For industrial enterprises that meet the requirements and need to be included in the safeguard category, with the consent of the municipal government, the Provincial Department of Ecology and Environment shall examine and verify them, and submit them to the Ministry of Ecology and Environment for the record, they may be exempted from peak staggering production.

(1) Long process iron and steel industry (excluding coking plants in iron and steel integrated enterprises)

① Blast furnace, sintering, pelletizing, converter, lime kiln and other processes of Class A enterprises shall not be staggered.

② For Grade B, B-, C and D enterprises, the production of blast furnace, sintering, pelletizing, converter, lime kiln and other processes shall be limited by more than 20%, 30%, 40% and 50% respectively (based on the production capacity of blast furnace and converter, the proportion of shutdown shall be determined by the number and time of shutdown of production facilities).

③ For independent steel rolling enterprises, the production of steel rolling section shall be limited by more than 20% (the proportion of shutdown shall be determined by the quantity and time of shutdown of production facilities).

④ Involving crude steel production enterprises, while strictly implementing the crude steel output control policy (peak staggering production and crude steel output control measures, according to the principle of strict implementation).

(2) Foundry pig iron industry

① Grade A enterprises, production facilities shall not be staggered.

② For Grade B and C enterprises, the production of blast furnace, sintering, lime kiln and other processes shall be limited by more than 20% and 40% respectively (the production facilities shall be shut down, and the proportion of shutdown shall be determined by the quantity and time of shutdown of production facilities).

③ For Grade D enterprises, the blast furnace, sintering, lime kiln and other processes are shut down.

(3) Coking industry

① Grade A enterprises, production facilities shall not be staggered.

② For Grade B, C and D enterprises, the coke oven load is reduced to less than 90%, 80% and 70% of the design production load respectively (calculated by coking time and product output).

③ Enterprises adopting dry coke quenching method (realizing "dry for dry" and removing wet coke quenching device) can reduce the production load of coke oven by 10%.

(4) Carbon industry

① Class A enterprises, production facilities shall not be staggered.

② For Grade B and C enterprises, the production shall be limited by more than 30% and 50% respectively (calculated by the shutdown time of production facilities).

③ Grade D enterprise, stop production.

(5) Carbon black industry

① Class A enterprises, production facilities shall not be staggered.

② For Grade B enterprises, the production shall be limited by more than 20% (calculated by the shutdown time of production facilities).

③ Grade C and Grade D enterprises shall stop production.

(6) Brick and tile industry

① A-level and leading enterprises, production facilities are not allowed to stagger the peak.

② Grade B enterprise, stop production for 64 days.

③ Non-leading enterprises without independent heat source shall stop production for 80 days.

④ Grade C and D enterprises and other non-leading enterprises shall stop production.

(7) Refractory industry

① Grade A and leading enterprises, production facilities shall not be staggered.

② Grade B enterprise, stop production for 48 days.

③ Class C and non-leading enterprises shall stop production for 80 days.

④ Grade D enterprise, stop production.

(8) Ceramic industry

① A-level and leading enterprises, production facilities shall not be staggered.

② Class B and non-leading enterprises shall stop production for 48 days.

③ Grade C and Grade D enterprises shall stop production.

(9) Lime kiln industry (excluding lime kiln processes in long-process steel and foundry pig iron enterprises)

① Grade A enterprises, production facilities shall not be staggered.

② Grade B and C enterprises shall stop production for 48 days and 80 days respectively.

③ Grade D enterprise, stop production.

(10) Cement (11) Grinding station (slag powder) industry

① Leading enterprises, production facilities shall not be staggered.".

② Among the non-leading enterprises, if the task of ultra-low emission transformation is completed in an all-round way, 50% of the batching and grinding processes will be stopped, and if the task is not completed, the production will be completely stopped.

(12) Foundry industry (including the foundry process of pig iron enterprises)

① Grade A and B enterprises, production facilities shall not be staggered.

② For Grade C enterprises, 50% of the electric furnace smelting process is shut down.

③ For Grade D enterprises, the electric furnace smelting process is shut down.

(13) If there are illegal acts related to gas environment in coal washing, rock mineral wool, concrete mixing, gypsum board and other industries

during the period of tackling key problems, the production shall be suspended for two months.

9. If the enterprises of iron and steel, coking and cement (including grinding stations) really need to carry out continuous assessment and monitoring during the first stage due to the transformation of ultra-low emissions and are unable to implement peak staggering control measures, the same enterprise shall be compensated for peak staggering during the first stage after the completion of assessment and monitoring. To ensure that the emission reduction meets the requirements of peak staggering control, the enterprises that really need to carry out continuous assessment and monitoring during peak staggering control shall be examined and determined by the local county (city, district) government and reported to the Municipal Environmental Protection Commission for implementation. For people's livelihood enterprises involving residential heating and urban infrastructure operation guarantee, if it is really necessary to adjust the control measures for peak staggering production, the local people's government at the county level shall formulate equivalent replacement measures for pollutant discharge and submit an application, which shall be adjusted according to the actual situation after approval by the municipal government.(Leading departments: Municipal Bureau of Ecological Environment, Municipal Bureau of Industry and Information Technology; Responsible units: People's governments of relevant counties, cities and districts, Administrative Committee of Linfen Economic Development Zone)

10. Continue to carry out special investigation of scattered and polluted enterprises, consolidate the responsibility of territorial remediation, implement "three batches" classification disposal of closure and banning, upgrading and transformation, integration and relocation of enterprises found, and strictly and dynamically zero. Conduct spot checks on the rectification work, and find that problems such as incomplete banning and resurgence of dead ash are strictly accountable in accordance with the law. 11. Implement parametric management and control on all relevant production processes and production and discharge links to ensure that the treatment facilities are in place, the recovery devices are in normal operation, and CO emissions are effectively reduced. Problems such as illegal discharge of CO pollutants and failure to implement control requirements shall be investigated and dealt with in accordance with the law and regulations. 12. Complete the ultra-low emission transformation of coal-fired boilers above 35 steam tons/hour in an all-round way, consolidate the effectiveness of the completed ultra-low emission transformation, strengthen the management of pollution prevention and control facilities, and ensure stable emission standards. All gas-fired boilers should adopt low-nitrogen combustion technology or be equipped with high-efficiency denitrification devices to ensure stable emission of nitrogen oxides. Biomass boilers should be equipped with special boilers, cloth bags and other high-efficiency dust removal facilities, and it is forbidden to burn coal and domestic waste. We will accelerate the construction of central heating networks and eliminate coal-fired boilers and bulk coal within the coverage of the networks. We will continue to improve the level of treatment and transformation of industrial furnaces and kilns, accelerate the substitution of clean energy for industrial furnaces and kilns, and accelerate the substitution of clean low-carbon energy or the use of factory waste heat and central heating for heating furnaces, heat treatment furnaces and drying furnaces that use highly polluting fuels such as coal and heavy oil. 13. Strictly implement the requirements of comprehensive environmental pollution control plan for key industrial parks of provinces and municipalities, and continue to carry out comprehensive environmental pollution control in seven key industrial parks (industrial development zones) including Linfen, Hongdong, Xiangfen, Quwo, Houma, Huozhou and Yaodu. 14. Strengthen dust control in the whole process of logistics transportation, loading and unloading, transfer, storage and unorganized discharge of industrial enterprises, and special control of dust pollution in mining, storage, transportation and processing of mining enterprises, and improve dust control facilities. Improve the level of dust control, realize the fully enclosed storage of materials, install fog guns and other efficient dust suppression equipment for loading and unloading operations, strictly implement the closed management of transport vehicles, strictly prohibit throwing and dripping, strengthen the daily cleaning and cleaning of the plant area, keep the ground free of dust and scattered materials, and comprehensively improve the environmental cleanliness of the plant area. Investigate and deal with all kinds of dust problems in a comprehensive and timely manner, and effectively control dust pollution in industrial and mining enterprises. We will intensify efforts to control dust on roads around industrial parks, industrial agglomeration areas and key industrial and mining enterprises to reduce the impact of dust pollution. (III) Strengthen mobile source pollution reduction

15. Strengthen the control of heavy and medium-sized vehicles entering urban built-up areas, and those that do not meet the requirements will not be allowed to pass. It is forbidden for non-new energy logistics transport vehicles, concrete mixers and dregs trucks to enter urban areas for transportation. During the warning period of heavy polluted weather, the requirements of mobile source pollution control measures in Linfen Heavy Polluted Weather contingency plan (revised in 2024) were strictly implemented to effectively reduce the pollution emissions of transport vehicles during heavy polluted weather. 16. Strictly control the low-emission areas of non-road mobile machinery, and strictly prohibit the use of non-road mobile machinery below the national III emission standard. New energy loaders, forklifts, pile drivers and other three types of construction machinery are used in the construction sites of the built-up areas of the joint defense and control counties, and new energy vehicles and machinery are used in the internal operation vehicles and machinery of industrial enterprises. Continue to implement the registration of non-road mobile machinery codes, and strictly ensure that all should be registered. Strictly implement the elimination requirements of non-road mobile machinery in national I and below emission standards, and implement dynamic zero clearance. 17. Comprehensively consolidate the effect of clean transformation of non-road mobile sources of industrial enterprises in the whole city, and continuously promote the clean transformation of enterprises in key industries. By the end of December, the new energy transformation of railway freight yards, coal shipping stations and internal operation vehicles and machinery of mining enterprises in joint defense and control counties will be completed, and the new energy transformation of internal operation vehicles and machinery in coal (mining, washing, etc.), iron and steel, coking, thermal power, cement (including grinding stations) and non-ferrous industries in other counties outside joint defense and control counties will be completed.
