2. Strengthen planning guidance

(1) Deeply carry out a general survey of photothermal power generation resources. Establish a scientific and systematic resource survey content and method system, integrate basic data such as solar energy observation, land resources, topography and water resources, evaluate the level of photothermal resources, implement site construction constraints, link up land spatial planning, and form a comprehensive and systematic photothermal power generation resource database. Establish a dynamic management mechanism of census results database, update basic information in time, and ensure the timeliness and practicability of census results. (2) Do a good job in the planning and layout of photothermal power generation. To adapt to the situation and needs of large-scale development of photothermal power generation, we should clarify the position and role of photothermal power generation in the new power system, improve the research technology system of photothermal development planning, and scientifically carry out the research on the layout of photothermal power generation planning on the basis of resource survey. Provinces and regions are encouraged to formulate development plans for photothermal power generation according to local conditions, taking into full account the role of photothermal power generation in regional power balance and regulation of supporting power sources, in the light of national energy development strategy, ecological and environmental protection requirements, regional resource endowments, regional energy development needs, power system characteristics and electrothermal coupling needs. (3) Do a good job in the coordinated layout of photothermal power generation and industrial development. Make full use of the support and regulation ability of photothermal power generation, carry out research on the coordinated layout of photothermal power generation and industry in different industries, and put forward the coordinated layout scheme of photothermal power generation and related industries. We will encourage new energy integration projects with photothermal power generation as the supporting and regulating power source to be closely integrated with new high-energy industries such as mineral resources development and smelting, computing power centers, power battery manufacturing, and lithium extraction from salt lakes, and explore new forms of energy consumption through new energy sources such as power coordination, direct connection of green power, and integration of source, network, load, and storage, so as to achieve renewable energy. 3. Actively cultivate the application market

4. Give full play to the supporting and regulating role

Accelerate the research and development of key technologies, materials and equipment, support the head enterprises of photothermal power generation and scientific research institutions to form R & D consortia, focus on the fields of high-efficiency condensation, heat absorption and heat exchange, large-scale long-term high-temperature heat storage, high-efficiency energy conversion, high-flexibility photothermal units, intelligent control, and so on. Develop new large-opening trough collectors, high-precision heliostats, low-cost and long-life heat storage materials, new turbines and other key domestic equipment, and comprehensively improve the level of China's photothermal core technology autonomy and key equipment localization. We will strengthen basic research on photothermal applications, break through scientific theories such as high-parameter "light-heat-electricity" conversion and efficient thermal energy storage, and encourage disruptive technological innovation.

Explore the research and application of photothermal and coal-electricity coupling carbon reduction technology, and encourage the construction of photothermal and coal-electricity coupling technology projects in areas with suitable resources and construction conditions. We should scientifically plan layout of the coordinated development of the photothermal industry chain, actively build a complete industrial chain, give full play to the leading role of the modern industrial chain, promote the deep cooperation between the upstream and downstream of the photothermal industry chain, and form an industrial pattern of complementary advantages and coordinated development. We will accelerate the promotion of strong and complementary chains in the photothermal industry chain, promote the deep integration of capital and industry chain, build photothermal industrial parks or industrial clusters in key areas, and promote cost reduction and efficiency enhancement of the photothermal industry through industrial agglomeration and coordinated development. Accelerate the construction of standardization system of photothermal industry, improve the standardization level of the whole process of photothermal industry design, manufacturing, construction, operation and maintenance, and actively participate in the formulation of international standards.

(13) Actively promote the "going out" of the industry and enhance the level of international cooperation in photothermal power generation.Make full use of the bilateral and multilateral cooperation mechanism of energy, give full play to the technological innovation and equipment advantages of China's solar thermal industry, strengthen mutual recognition with relevant national standards, and develop diversified solar thermal power generation products and technical services that meet local resource endowments and market demand. Strengthen external publicity, encourage domestic enterprises to cooperate with local enterprises in technology, joint ventures and other forms in accordance with their own development strategies, explore and build "the Belt and Road" flagship projects of photothermal power generation, and pay attention to preventing various risks, so as to promote the long-term sustainability of cooperation projects.

Six, improve the policy guarantee mechanism

(Fifteen) promote the fair participation of photothermal power generation in the electricity market. We will implement the requirements for the market-oriented reform of the on-grid price of new energy, encourage relevant provinces to formulate detailed rules for the implementation of new energy participation in the electricity market to support the development of solar thermal power generation, and introduce a sustainable development price settlement mechanism that can not only adapt to market competition, but also ensure stable operation. The qualified solar thermal power generation capacity can be compensated according to the reliable capacity, and the relevant provinces are encouraged to explore the construction of the reliable capacity assessment method for solar thermal power plants, which will be linked up with the relevant requirements of the state after the establishment of the reliable capacity compensation mechanism. Photothermal power generation projects are encouraged to participate in annual medium and long-term electricity transactions within and across provinces and regions, and photothermal power generation is supported to actively participate in various ancillary service markets and gain profits.

(Sixteen) establish and improve the incentive mechanism for photothermal power generation. Systematically evaluate the construction and operation experience of the first batch of photothermal demonstration projects, establish an industry-wide information sharing mechanism, and promote the coordinated development of photothermal power generation industry. Systematically evaluate the operation status, peak shaving effect and system support capacity of new energy base and source network load storage supporting photothermal power generation, and establish a project incentive mechanism based on the evaluation results.

(17) Increase the green income of photothermal power plants. Make good use of the national greenhouse gas voluntary emission reduction trading market, green certificate market and new energy sustainable development price settlement mechanism, and do a good job of supporting policy convergence. Solar thermal power generation projects can independently choose green income sources. If they intend to participate in green certificate trading, the corresponding electricity quantity shall not apply for national certified voluntary emission reduction (CCER) and shall not be included in the price settlement mechanism for sustainable development of new energy. If they intend to apply for CCER, the untraded green certificate corresponding to the emission reduction shall be cancelled after the completion of emission reduction verification and registration; Projects incorporated into the sustainable development price settlement mechanism in accordance with the provisions of the state shall not obtain green certificate income repeatedly.

(18) Strengthen the guarantee of land and other factors and the guarantee of policy implementation. To coordinate the layout of new energy development as a whole, we should rationally lay out and reserve photothermal sites in various projects, such as large wind and solar bases, integration of source, network, load and storage, high proportion of renewable energy supply industrial parks, as well as independent energy supply systems with photothermal power generation, pilot projects of photothermal and coal-electricity coupling, and cogeneration of heat and power. The land for photothermal heat collection area can be obtained by leasing.

Relevant provincial energy authorities should actively promote the development of photothermal power generation, organize and carry out provincial photothermal power generation resources survey, layout planning and other work, promote the implementation of photothermal power generation related tariff mechanism, auxiliary service rules and other safeguards, strengthen the overall coordination of project construction, and ensure the smooth implementation of the project.
