Several Measures

for Promoting the High-quality Development of Incremental Distribution Network (Draft for Soliciting Opinions)

The Guiding Opinions of the General Office of the State Council on Deepening the Reform of the Electric Power System and Accelerating the Construction of a New Power System, and the Guiding Opinions of the State Energy Administration of the National Development and Reform Commission on the High-qua lity Development of Distribution Networks under the New Situation (Development and Reform Energy [2024] 187) and other documents require that the construction of a new power system be firmly promoted and new energy sources be promoted. Several measures to promote the high-quality development of incremental distribution network are notified as follows.

1. Promoting the incremental distribution network to fully absorb new energy

(1) Supporting the power consumption enterprises in the incremental distribution network to build "full self-use" distributed new energy projects relying on the factory buildings, roofs or surrounding plots that meet the requirements of new energy construction, and the corresponding scale is not included in the scale management of distributed new energy in autonomous regions and League cities.

(2) Power consumption enterprises in incremental distribution networks may apply for the construction of source-network-load-storage integration and green power supply projects in industrial parks in accordance with the relevant requirements of the Rules for the Implementation of Source-Network-Load-Storage Integration Projects in Inner Mongolia Autonomous Region and the Rules for the Implementation of Green Power Supply Projects in Industrial Parks in Inner Mongolia Autonomous Region.

2. Supporting the construction of new energy storage

in incremental distribution network (3) Incremental distribution network should take new energy storage as the supporting infrastructure planning and construction of power grid to meet the needs of safe and stable power supply and flexible regulation capacity of incremental distribution network.

(4) Encourage the construction of independent new energy storage facilities in the incremental distribution network to operate as an independent market entity. When charging, as a power user, it can conduct power transactions with power generation enterprises in the incremental distribution network, and can also purchase electricity from the autonomous region-level power grid by participating in autonomous region-level power market transactions for charging; when discharging, as a power generation enterprise, it can conduct power transactions with power consumption enterprises in the incremental distribution network. If an independent new energy storage facility transmits electricity to an incremental distribution network, the corresponding charging capacity shall not bear the transmission and distribution price, government funds and additional charges.

(5) Encourage power consumption enterprises in incremental distribution networks to build new energy storage facilities on the user side by themselves to meet their own power demand, and shall not supply power to other power consumption enterprises. User-side new energy storage facilities and their affiliated power consumption enterprises are regarded as the same market entity, and as power users to carry out electricity transactions, charging electricity is included in the unified settlement of electricity consumption of the power consumption enterprises.

3. Encouraging the development of multi-scenario integration applications

relying on incremental distribution networks (6) Encouraging incremental distribution networks and

(7) Encourage the planning and construction of multi-energy complementary projects in incremental distribution networks. In addition to coal-fired self-owned power plants, back-pressure cogeneration units and other power projects prohibited by national scale control or policies, the incremental distribution network is encouraged to build power sources for the purpose of comprehensive utilization of resources, energy saving, carbon reduction and emission reduction, and all the generated electricity should be absorbed in the incremental distribution network.

(8) Encourage the innovation and development of new business entities in the power field within the incremental distribution network. We will encourage the construction of virtual power plants in incremental distribution networks, aggregate new energy storage, distributed new energy, adjustable load and other regulatory resources, and use advanced technologies such as digitalization and intellectualization to participate in power system operation and power market transactions. Power consumption enterprises in the incremental distribution network are encouraged to make full use of self-built new energy and various regulation resources to build a small smart micro-grid system with a certain level of intelligent dispatching and self-balancing ability, which is connected to the incremental distribution network.

4. Improving the policy

of incremental distribution network price and market transaction (9) Incremental distribution network and autonomous region-level power grid carry out electricity transaction according to the relationship of "interconnection between networks", and settle according to the rules and relevant requirements of electricity market transaction. The autonomous region-level power grid does not charge high reliable power supply fees to the incremental distribution network.

(10) After the incremental distribution network establishes a power selling company in accordance with the relevant provisions of the Measures for the Administration of Power Selling Companies, it may act as an agent for power users (including new energy storage facilities) in the distribution area to participate in the power market transactions at the autonomous region level in accordance with the law. Power users (including new energy storage facilities) in the incremental distribution network can choose to be represented by the incremental distribution network selling company or participate in the autonomous region-level electricity market transactions in other ways.

5. Strengthen supervision and management

(11) The competent energy departments of the League cities shall organize relevant units to supervise and manage the power supply behavior of incremental distribution networks, and deal with violations of relevant laws and administrative regulations on power management according to law; For those who fail to meet the electricity demand of users in the distribution area, the competent energy department of the League City shall, after verification and confirmation, cancel the qualification of the project owner in accordance with the relevant policies of the incremental distribution business management of the state and the autonomous region.
