The National Development and Reform Commission and the National Energy Administration issued the Measures for the Management of Trans-provincial and Trans-regional Power Emergency Dispatching

2025-10-14 15:10:54

When there are security risks and power balance gaps in power operation, priority should be given to allocating resources and forming prices through market-oriented means such as cross-provincial and cross-regional medium and long-term power transactions and spot transactions. When market-oriented means can not completely solve the problem, power dispatching agencies organize and implement emergency dispatching in the pre-day and intra-day stages.

On October 13, the State Development and Reform Commission and the State Energy Administration issued a circular on the issuance of the Measures for the Management of Inter-provincial and Inter-regional Electric Power Emergency Dispatch, which proposed that when there are safety risks and gaps in the balance of electric power and electricity in the operation of electric power, the State Development and Reform Commission and the State Energy Administration issued a circular on the issuance of the Measures for the Management of Inter-provincial and Inter-regional Electric Power Emergency Dispatch. Priority should be given to the allocation of resources and the formation of prices through market-oriented means such as cross-provincial and cross-regional electricity medium and long-term transactions and spot transactions. When market-oriented means can not completely solve the problem, power dispatching agencies organize and implement emergency dispatching in the pre-day and intra-day stages. In terms of

price mechanism and settlement management, the Notice clearly States that the on-grid price of emergency dispatch in the sending province shall be determined according to the market transaction price of the same period in the sending province plus the system operation fee of the corresponding quantity of electricity last month. Where the electricity spot market operates continuously, the market transaction price shall be determined according to the real-time price of the spot market within the province; where the electricity spot market does not operate continuously, the market transaction price shall be determined according to the average price of the medium and long-term market transaction within the province last month. The electricity price on the landing side of the receiving province for

emergency dispatch shall be determined according to the upper limit of the settlement price in the inter-provincial spot market or the upper limit of the clearing price in the southern regional spot market. If the landing price of the

receiving province minus the grid price of the sending province, the transmission price of each link and the line loss discount are positive, the related costs shall be included in the system operation cost of the sending province, which shall be shared by the users and power generation enterprises of the sending province, with the sharing ratio of 80% and 20%; If the provincial landing price minus the provincial on-grid price, the transmission price of each link and the line loss discount is negative, the relevant costs shall be included in the provincial system operation costs and shared by the provincial users. Power generation enterprises settle accounts according to the transaction price of the provincial market plus the sharing part . The transmission price and line loss discount for emergency dispatching shall be implemented in accordance with the standards approved by the competent price department under the State Council. When the emergency dispatch of trans-provincial

and trans-regional DC special project is opposite to the actual physical power transmission, the trans-provincial and trans-regional transmission cost and line loss discount of emergency dispatch are used to offset the transmission cost and line loss discount of trans-provincial and trans-regional DC special project. The competent power operation departments of

provinces (districts and municipalities) shall, in conjunction with relevant parties, guide power grid enterprises and power trading institutions in accordance with the principle of "who supports, who profits, who benefits and who bears" . To clarify the distribution and apportionment methods of emergency dispatching electricity and electricity charges in the power generation and user side of the sending province and the user side of the receiving province. Power grid enterprises and power trading institutions shall separately collect electricity and electricity charges related to emergency dispatch according to regulations. Emergency dispatching electricity is not included in the assessment of ancillary service cost allocation and deviation electricity. If the sending party and the receiving party reach an agreement on the settlement price of the emergency dispatching electricity quantity

across the business area, the settlement shall be made according to the agreed price. If no agreement has been reached, the settlement shall be made with reference to the price mechanism stipulated in these Measures.

These Measures shall come into force on October 1, 2025 and shall be valid for 5 years. Chapter
