Power generation enterprises settle accounts according to the transaction price of the provincial market plus the sharing part . The transmission price and line loss discount for emergency dispatching shall be implemented in accordance with the standards approved by the competent price department under the State Council. These Measures shall come into force on October 1, 2025 and shall be valid for 5 years. Chapter

I General Provisions

Article 1 In order to improve the power emergency mechanism and standardize the management of power emergency dispatch across provinces and regions, These Measures are formulated in accordance with the Energy Law of the People's Republic of China, the Electric Power Law of the People's Republic of China, the Regulations on Power Grid Dispatching Management and other laws and regulations. Article

2 The term "trans-provincial and trans-regional power emergency dispatch" (hereinafter referred to as "emergency dispatch") as mentioned in these Measures refers to the bottom-up dispatch measures for optimizing the resources of the whole network in the pre-day and intra-day stages to ensure safety and supply demand in power operation in case of emergencies such as non-sudden faults and abnormalities. Article

3 The National Development and Reform Commission shall be responsible for the management of emergency dispatch, and shall guide and coordinate emergency dispatch across provinces and regions. The National Energy Administration and its dispatched agencies are responsible for supervising the implementation, settlement and information disclosure of emergency dispatch. Article

4 The competent power operation departments of all provinces (autonomous regions and municipalities), the State Grid Corporation and the Southern Power Grid Corporation shall be responsible for guiding and coordinating the power dispatching agencies, power enterprises and users in their respective regions and operating areas, and shall do a good job in emergency dispatching. Article

II Organization and Implementation

Article 6 Power dispatching institutions at the national and regional levels shall be responsible for the organization and implementation of emergency dispatching within their jurisdiction in accordance with their dispatching functions and powers. Relevant subordinate dispatching agencies, power enterprises and users should strictly implement emergency dispatching. Article

7 The organization and implementation of emergency dispatch shall be based on the premise of not causing safety risks to the sender and the gap in the balance of power and electricity. Emergency dispatch should avoid normal organization and implementation. All parties concerned should properly handle the problems encountered in the implementation of emergency dispatch. If there is a risk of power operation safety, the emergency dispatch should be stopped immediately, and the power dispatching organization should take effective measures to ensure the safety of power operation according to its duties and regulations. Article

8 Provincial power dispatching agencies shall, in accordance with the requirements of the competent power operation departments of their respective provinces (districts and municipalities), formulate power production plans taking into account such factors as power generation capacity, demand forecasting, reasonable reserve according to regulations, and trans-provincial and trans-regional power transmission, so as to calculate the security margin and balance margin of the power grid as the boundary for emergency dispatching. In the security scenario, the safety margin is lower than specified value as a necessary condition for startup; in the supply scenario, the equilibrium margin is lower than zero as a necessary condition for startup. When there is a demand for security and supply at the same time, emergency dispatch shall be organized and implemented in accordance with the principle of security priority. Article

9 Unified dispatch and hierarchical management shall be adhered to, and emergency dispatch shall be carried out according to the jurisdiction of dispatch and the relationship between dispatch and management. According to the requirements of the provincial (district, city) power operation authorities, provincial power dispatching agencies shall submit emergency dispatching applications when the necessary conditions for start-up are met. When the resources in the region can solve the problem, the regional power dispatching organization shall organize the implementation of emergency dispatching after the inter-provincial market-oriented means in the region; when the resources in the region can not solve the problem, the application of the relevant provincial power dispatching organization shall be transferred to the national dispatching organization. According to the transferred emergency dispatch application, the state-level dispatching organization organizes and implements the emergency dispatch within its jurisdiction after the cross-regional market-oriented means. Article

10 Emergency dispatch shall be linked up with market-oriented transactions in an orderly manner. In principle, the quotation, quotation and transaction path of the inter-provincial and inter-regional electricity spot market shall be taken as the reference basis, and the amount of electricity for emergency dispatch shall not exceed the scale declared by the recipient in the electricity spot market or in the inter-provincial incremental transactions and not traded. Article

11 The trans-provincial and trans-regional power adjustment implemented by power dispatching agencies in response to emergencies such as sudden faults and abnormalities in power grids does not fall within the scope of emergency dispatching. Article

12 The State Grid, China Southern Power Grid and West Inner Mongolia Power Grid shall give priority to allocating resources through market-oriented means across operating areas. When market-oriented means cannot completely solve the problem, emergency dispatch across operating areas shall be carried out according to needs, and the receiving party shall submit an application for emergency dispatch to the sending party, which shall be jointly implemented by both parties. Article

13 On the basis of the comprehensive use of market-oriented regulation means and emergency dispatch measures, if there is still a need for security and supply in the operation of electric power, the National Development and Reform Commission shall take into account the actual operation of electric power throughout the country as a whole, base itself on ensuring the safety of people's livelihood and the safety of large power grids, and shall be responsible for ensuring the safety of electric power. To organize the competent departments of power operation in relevant provinces (districts and municipalities), the State Grid Corporation and the Southern Power Grid Corporation to carry out emergency allocation of power across provinces and regions. Chapter

III Price Mechanism and Settlement Management

Article 14 The on-grid electricity price of emergency dispatch in the sending province shall be determined according to the market transaction price of the same period in the sending province plus the system operation fee of the corresponding electricity quantity in the previous month. Where the electricity spot market operates continuously, the market transaction price shall be determined according to the real-time price of the spot market within the province; where the electricity spot market does not operate continuously, the market transaction price shall be determined according to the average price of the medium and long-term market transaction within the province last month. Article

15 The electricity price on the landing side of the receiving province for emergency dispatch shall be determined according to the upper limit of the settlement price in the inter-provincial spot market or the upper limit of the clearing price in the southern regional spot market. Article

Article

18 The competent power operation departments of all provinces (autonomous regions and municipalities) shall, in conjunction with relevant parties, guide power grid enterprises and power trading institutions to clarify the distribution and apportionment of emergency dispatching electricity and electricity charges on the power generation and user sides of the outgoing provinces and the user sides of the incoming provinces in accordance with the principle of "who supports, who profits, who benefits and who bears". Power grid enterprises and power trading institutions shall separately collect electricity and electricity charges related to emergency dispatch according to regulations. Emergency dispatching electricity is not included in the assessment of ancillary service cost allocation and deviation electricity. Article

19 If the sending party and the receiving party reach an agreement on the settlement price of the emergency dispatching electricity quantity across the business area, the settlement shall be made according to the agreed price. If no agreement has been reached, the settlement shall be made with reference to the price mechanism stipulated in these Measures. Article

20 For emergency dispatching across business areas, the dispatching institutions of both sending and receiving parties shall provide emergency dispatching records to the corresponding trading institutions, and after the clearing of the sending and receiving trading institutions, the trading institutions of both sending and receiving parties shall issue their own settlement basis, and the power grid enterprises of both sending and receiving parties shall complete the settlement work in their respective business areas. Article

21 Power dispatching institutions shall comprehensively and accurately record the relevant information of emergency dispatching, and disclose the reasons for starting, starting and ending time, and execution results with reference to the relevant requirements and procedures for information disclosure in the power market. Power trading institutions shall implement the disclosure of emergency dispatching information and disclose settlement information. Power dispatching agencies and power trading agencies shall do a good job of interpretation according to their duties. Chapter

IV Safeguard Measures

Article 22 Power dispatching institutions shall strengthen the compliance management of work, ensure the fairness and impartiality of emergency dispatching, do a good job in the connection between emergency dispatching and other power production businesses, and do a good job in information disclosure with power trading institutions. Article

23 Power grid enterprises shall speed up the construction of inter-provincial power flexible mutual aid projects, enhance the dispatching mutual aid capability, and provide services such as power transmission, calculation of operating costs of relevant systems, and settlement of electricity charges for emergency dispatching. Power trading institutions shall issue relevant settlement basis for emergency dispatch. Article

24 The State Grid Corporation of China and the China Southern Power Grid Corporation shall, in accordance with these Measures, improve the detailed rules for the implementation of emergency dispatch in their operating areas and report them to the National Development and Reform Commission for implementation. The competent power operation departments of all provinces (autonomous regions and municipalities) shall, in conjunction with relevant parties, improve the supporting policies for emergency dispatch in the region. Article

25 The State Grid Corporation of China and China Southern Power Grid Corporation shall submit the implementation of emergency dispatch to the National Development and Reform Commission and the National Energy Administration on a monthly basis. Chapter

V Supplementary Provisions

Article 26 The State Development and Reform Commission shall be responsible for the interpretation of these Measures. In the process of emergency dispatch, major situations should be reported to the National Development and Reform Commission in a timely manner. Article

27 These Measures shall come into force on October 1, 2025 and shall be valid for 5 years.
