the Opinions on Implementation, new load supporting projects are encouraged to obtain approval (filing) procedures, which have not yet been reported for installation, have not started construction and conform to the industrial policies of the state and autonomous regions. Supporting the construction of wind power and stock load transformation projects: support enterprises with coal-fired self-owned power plants to use the surrounding new energy resources to carry out green power direct connection, and realize clean energy substitution by reducing the output of self-owned power plants." Such enterprises need to pay the renewable energy development fund in full for the construction of green electricity direct connection projects; support export-oriented enterprises with rigid demand for carbon reduction to use the surrounding new energy resources to carry out green electricity direct connection, and such enterprises are identified on the basis of the customs form of commodity export.
Power supply side supports new energy projects such as wind power, photovoltaic power and biomass power generation to carry out green power direct connection around eligible loads, and encourages new energy projects that have not yet been connected to the grid or are unable to be connected to the grid due to the limitation of new energy absorption to carry out green power direct connection after fulfilling the change procedures, and to serve the eligible loads around nearby. The utilization rate of new energy projects should be kept at a reasonable level and not included in the statistical scope of the utilization rate of new energy in the whole region. In terms of
construction scale, according to the principle of "determining the source by load", the green power direct connection project scientifically determines the type and installed scale of new energy power supply, ensures that the annual self-generated power consumption of new energy accounts for no less than 60% of the total available power generation, and no less than 30% of the total power consumption on the load side. 1," Scope
of application The green power direct connection referred to in this Opinion refers to the mode in which new energy sources such as wind power, solar power and biomass power generation are not directly connected to the public power grid, and green power is supplied to a single power user through direct connection lines, and the physical traceability of electricity can be realized. The direct connection line is a dedicated power line between the power supply and the user. The project is divided into grid-connected type and off-grid type. The grid-connected project is connected to the public power grid as a whole, and the power supply is connected to the user side of the demarcation point between the user and the public power grid. If the direct-connected power supply is distributed photovoltaic, the specific measures for the direct supply of green power to multiple users by distributed the construction and operation of the green power direct connection project follow the principles of safety priority, green friendliness, equal rights and responsibilities, and source-load matching, and assume safety, economic and social responsibilities fairly and reasonably, so as to help optimize the energy structure and green low-carbon development in our region. on the load side: encourage new loads that have obtained approval (filing) procedures, have not been reported for installation, have not started construction and are in line with the industrial policies of the state and the autonomous region to build wind power and photovoltaic power stations according to their own electricity demand, so as to realize the nearby consumption of green electricity. (2) The power supply side requires support for new energy projects such as wind power, photovoltaic power and biomass power generation around eligible loads to carry out green power direct connection. New energy projects that have not yet been connected to the grid or are unable to be connected to the grid due to limited consumption of new energy are encouraged to carry out direct connection of green power after fulfilling the formalities for change, so as to serve the surrounding eligible loads nearby and improve the efficiency of new energy utilization. The new energy power generation project in the project is exempted from the power business license, unless otherwise stipulated by the state. The power supply of the project can be invested by the load enterprise itself, or by the power generation enterprise or the joint venture company established by both parties. In principle, the direct special line is jointly invested and constructed by the load and the main power supply. If the power source and load investors are different, both parties shall sign a long-term power purchase agreement or contract energy management agreement, and reach an agreement on key issues such as power facilities construction, property rights division, operation and maintenance, dispatching and operation, settlement relationship and liability for breach of contract. (5) Power grid access requires that the access voltage level of green power direct connection projects should be 110 kilovolts or less, 35 kilovolts, the distance between load and power supply projects should not exceed 20 kilometers, and 110 kilovolts, the distance between load and power supply projects should not exceed 50 kilometers, in principle, within the same city area. If it is really necessary for the project to access 220 (330) kilovolts, the competent energy department of the autonomous region, together with the dispatched agencies of the State Energy Administration, shall organize power grid enterprises and project units to carry out power system safety risk assessment to ensure the safe and stable operation of the power grid. 3. Operation management and price mechanism Safety management, power grid access, dispatching operation, responsibility interface, market participation, measurement and settlement methods of green power direct connection projects shall be implemented in accordance with the "650 Document" of the State. In strict accordance with the requirements of the Notice of the National Development and Reform Commission and the National Energy Administration on Improving the Price Mechanism to Promote the Nearby Consumption of New Energy Power Generation (FGJG [2025] No.1192), the grid-connected green power direct connection project shall fairly bear the cost of stable supply guarantee and participate in the power market on an equal footing. For the implemented green power direct connection project, if the load enterprise is interrupted due to suspension of construction or production, it shall timely match the new qualified stock or new load. If the new load cannot be landed, the supporting new energy project shall not go through the network connection procedures separately. (1) For projects that meet the requirements of the compilation scheme , the load enterprise shall take the lead in compiling an integrated scheme including power supply, load, direct connection line and access system, with special chapters to assess system risk, power safety, power quality, power balance, etc. And feasible technical measures are put forward. For the direct connection line, the crossing and crossing shall be minimized, and if it cannot be avoided, perfect safety measures shall be formulated. The project is constructed in a unified way according to the integrated plan and put into operation synchronously. (See the annex for the reference outline) regions shall conduct a preliminary examination of the implementation plan prepared by the enterprise in conjunction with the departments and units of natural resources, forestry and grass, and power grid companies, and the project after the preliminary examination shall be submitted jointly by the four departments to the competent energy authorities of the autonomous region. The materials to be submitted include but are not limited to project application request, implementation plan, declaration form and supporting documents for load projects. Each city submits the project according to the procedure before the end of each quarter. (3) The competent energy department of the autonomous region will organize the Northwest Regulatory Bureau of the State Energy Administration, the Natural Resources Department, the Forestry and Grass Bureau, the Ningxia Electric Power Company of the State Grid and the third-party organizations to carry out the evaluation of the implementation plan. The scale of new energy will be incorporated into the annual development and construction plan of wind power and photovoltaic power with the consent of the autonomous region government. The construction and operation of wind power, photovoltaic and area shall strengthen the supervision of the construction and operation of the green power direct connection project to avoid the inconsistency of the project approval and construction, which will affect the safety of power supply; it shall carry out dynamic monitoring and regular early warning of the project together with the relevant departments and power grid enterprises, assess the existing major risks, urge rectification and ensure the closed-loop management of risks. The main body of investment assumes the responsibility of the main body of construction, constructs and operates strictly in accordance with the approved implementation plan, and is fully responsible for the economy and safety of the project, so as to ensure the compliance, efficient operation and risk control of the project construction. This implementation opinion shall be implemented as of January 1, 2026 and shall be valid until December 31, 2028. In the course of implementation, if the national policy is adjusted, the national policy shall prevail. Construction conditions and schemes (1) In terms of load, the basic situation of load status, such as industry, scale, energy demand, power supply reliability demand, construction sequence, construction (early stage) or operation, is described. The stock load also needs to explain the rigid demand for carbon reduction of export products (if any) and the payment of renewable energy development fund of self-owned power plants (if any). (2) In terms of power supply, the type of power supply, installed capacity, site layout, land use, ecological and environmental protection, etc. Are clearly defined. (3) In terms of investment and operation, if the power supply and load of the project are not the same investment subject or the establishment of a joint venture company, it is necessary to clarify the division of responsibility subjects for power investment, construction, division of property rights, operation and maintenance, market transactions, dispatching, settlement, breach of contract, etc., and the allocation of related costs; The project participates in the market transaction as a whole, and the deviation assessment results of the market transaction results, how to formulate the sharing mechanism of each subject. (IV) For the access system , the route and voltage level of the direct connection line and the electrical connection topology of all power supply, load and energy storage (if any) shall be specified. For the grid-connected project, the voltage level to be connected to the grid, the planned grid-connected point and other preliminary access system design and the configuration of the secondary system shall be specified. (5) In terms of source-load matching, the specific proportion of "the annual self-generated electricity consumption of new energy accounts for no less than 60% of the total available electricity generation, no less than 30% of the total electricity consumption, and no less than 35% by 2030" shall be clearly implemented and calculated; Calculate the new energy utilization rate, the maximum load peak-valley difference rate and other indicators. (Six) other aspects of regulation capacity building, system risk, power safety, power quality and other response measures. If the access voltage level of the project is 220 kV, a special assessment report on the safety risk of the power system shall be provided. 3. Investment estimation and benefit analysis (1) Financial evaluation The overall investment estimation of the project includes the investment composition of load, power supply, direct connection line, energy storage and other parts; the financial internal rate of return, investment payback period and other indicators are calculated. (2) Benefit analysis Analysis of the social and economic benefits of the green power direct connection project in reducing the cost of energy consumption, reducing carbon emissions and promoting local economic development. 4. Supporting documents provide the Pre-project procedures that have been obtained, such as power supply, load, energy storage (if any), power transmission and transformation project filing, approval documents, project land and other pre-administrative approval procedures. If the power source and load of the project are not the same investor, the power purchase and sale agreement or contract energy management agreement shall be provided. 5.
