The State Development and Reform Commission and the State Energy Administration recently issued the Measures for the Management of Energy Planning (hereinafter referred to as the Measures), and the responsible comrades of the State Energy Administration were interviewed and answered questions from reporters.
Ask: What is the background and purpose of the promulgation of the Measures? In recent years, on the basis of the practice of planning work, China has successively promulgated energy planning management policies such as "Provincial Energy Development Planning Management Measures" (National Energy Planning [2016] No.46) and "Energy Planning Management Measures" (National Energy Development Planning [2019] No.87), which have effectively guided the preparation of a series of plans focusing on five-year energy planning. At the same time, with the change of the development situation, the planning work is also facing some new situations and new requirements, which need to be improved with the times, such as the need to supplement the consistency assessment requirements of macro-policy orientation. The Third Plenary Session of the Twentieth Central Committee of the Communist Party of China made systematic arrangements for improving the national strategic planning system. The Energy Law of the People's Republic of China clearly stated that "energy planning should play a leading, guiding and normative role in energy development", and set up a special chapter on "energy planning" to clarify the energy planning system, compilation procedures and related requirements. In order to further strengthen the management of energy planning, standardize the preparation of planning and ensure the effective implementation of planning, we have revised and promulgated the Measures in accordance with the relevant provisions of the Energy Law and in light of the actual situation of energy planning in recent years.
Ask: What are the main contents of the Measures? Chapter I General Provisions clarifies the compilation basis, planning system, scope of application, planning subject, planning relationship and planning effectiveness. The second chapter is planning compilation, which expounds the list management of planning compilation catalogue, planning compilation procedures, main contents of planning, planning cohesion mechanism, and the relevant requirements of incorporating engineering projects into planning. The third chapter, planning approval, standardizes the procedures and requirements for energy planning approval, as well as the requirements for provincial energy planning approval. Chapter IV Planning Release and Implementation clarifies the contents of planning announcement and publicity, interpretation, organization and implementation, dynamic monitoring, supervision and supervision. The fifth chapter is the adjustment of planning evaluation, which puts forward the relevant requirements of mid-term evaluation, summary evaluation and planning adjustment. The sixth chapter is Supplementary Provisions, which defines the implementation time, interpretation department and validity period.
Ask: What aspects does the Measures regulate the energy planning system?
First, we should strictly compile the catalogue list management. To strengthen the management system of energy planning catalogue list, planning not included in the catalogue list shall not be compiled in principle, and planning shall not be compiled in principle if the implementation period of daily work or tasks is less than three years.
The second is to standardize the planning procedures. The contents of the plan should include the basis and situation of development, guiding ideology, basic principles, development goals, main tasks, regional layout, key projects, safeguards, etc. Planning preparation procedures include preliminary research, drafting, soliciting opinions, linking up, argumentation, approval, publication, etc. In particular, the Measures further regulate the requirements for project compliance, including compliance with laws, regulations and relevant policies, the basis for preliminary work in principle, and the economic evaluation in the light of energy market and prices.
Third, strengthen the relevant requirements for planning approval. The Measures clarify the approval procedures and requirements for various types of energy planning, including the preparation of instructions, demonstration reports, legitimacy review opinions, fair competition review opinions, and macro-policy orientation consistency assessment opinions. Among them, the National Energy Administration, on the basis of fully docking the key contents of the plan, organizing experts or entrusting professional institutions to conduct research, consults with the National Development and Reform Commission to organize and carry out provincial-level comprehensive energy planning approval.
The four is to clarify the implementation and adjustment mechanism of the plan. The Measures clarify the implementation mechanism, adjustment procedures and adjustment methods of national, regional and provincial energy planning.
Ask: What are the requirements of the Measures in improving the scientific and standardized level of planning?
One is to carry out scientific research. The preliminary research work of planning should coordinate energy security and green transformation, adhere to the unity of goal orientation and problem orientation, strengthen multi-scheme comparison and multi-angle demonstration, and give full play to the supporting role of scientific research Institut ions and think tanks.
The second is to solicit opinions extensively. In the process of planning, the opinions and suggestions of relevant departments, relevant enterprises and industry organizations, as well as relevant experts, are widely listened to in various ways, and the opinions of departments, industry expectations, the wisdom of the masses and grass-roots experience are fully reflected in the energy planning.
Third, do a good job of cohesion demonstration. Strengthen the connection between various types of energy planning, as well as between energy planning and other related planning, energy market and related policies. The National Energy Administration strengthens the guidance of provincial energy planning by docking planning ideas, strengthening the convergence of indicators and projects. Before the plan is submitted for approval, experts shall be organized or professional institutions with relevant qualifications shall be entrusted to conduct evaluation and demonstration.
Ask: What are the provisions of the Measures in strengthening the implementation of the plan?
One is to enhance the effectiveness of planning. The Measures make it clear that energy planning is an important basis for guiding energy development, laying out major projects, rationally allocating public resources, guiding the investment of social capital and formulating relevant policies, an important basis for enterprises to carry out prophase work of projects, and a basis for relevant departments to review relevant energy projects. Unapproved provincial-level comprehensive energy plans and other provincial-level energy plans that are not consistent with the requirements shall not be used as the basis for the energy development of the province, autonomous region or municipality directly under the Central Government, as well as for the preliminary work and approval (approval) of engineering projects. The agency dispatched by the National Energy Administration shall supervise the implementation of the plan in its jurisdiction.
The second is to strengthen planning, implementation, monitoring and evaluation. The energy planning department is responsible for the implementation of the plan, formulates the implementation plan according to the work requirements, organizes the dynamic monitoring of the implementation of the plan, and timely studies and solves the problems related to the implementation of the plan. The National Energy Administration formulates annual guidance on energy work, decomposes the main indicators of the plan into annual indicators, and makes a comprehensive balance of the year. The energy planning department is responsible for organizing the mid-term evaluation and summary evaluation of the implementation of the plan, focusing on the evaluation of the implementation progress and existing problems, and putting forward suggestions for promoting the implementation of the plan.
Third, standardize the adjustment and revision of planning.When the energy planning really needs to be adjusted after evaluation and demonstration, it shall be submitted to the original approval authority for approval in accordance with the relevant requirements (except as otherwise stipulated by the state) before the planning can be adjusted and revised, including revising some of the contents of the original planning, issuing opinions on the implementation of the planning, and supplementing the adjustment items. After evaluation and demonstration, provincial energy planning can adjust energy engineering projects and other related matters within the scope of total scale and layout.
