On June 18, the Development and Reform Commission of Yunnan Province, the Department of Industry and Information Technology of Yunnan Province and the Energy Bureau of Yunnan Province jointly issued the Policies and Measures for Promoting the Integration of Photovoltaic Power Generation and Photovoltaic Manufacturing in Yunnan Province (hereinafter referred to as the Measures). According to
the Measures, 10 measures will be taken to promote the high-quality development of photovoltaic industry, promote the integration of photovoltaic power generation and photovoltaic manufacturing, and support the construction of a strong industrial province by supporting the coordinated development of enterprises, supporting enterprises to "go out" and supporting industrial transformation and upgrading.
In order to implement the "3815" strategic development goals, strengthen the "three major economies", promote the high-quality development of photovoltaic industry, promote the integration of photovoltaic power generation and photovoltaic manufacturing, and support the construction of a strong industrial province, the following policies and measures are formulated.
1. Supporting the coordinated development
of enterprises (1) Establishing provincial trade associations. Actively support the establishment of provincial photovoltaic power generation and photovoltaic manufacturing integration development associations, and implement the party building work and business supervision responsibilities of relevant industry associations by industry management departments. Industry associations are encouraged to take the lead in the formulation and revision of relevant standards for photovoltaic manufacturing, photovoltaic power generation and recycling of photovoltaic equipment, and to promote their application in the province and overseas regions such as South Asia and Southeast Asia.
(2) Establishing a photovoltaic industry fund. Conditional States (cities) can set up "photovoltaic power generation + photovoltaic manufacturing" industry investment development fund through the mode of government guidance and market-oriented operation, focusing on supporting and leading the technological innovation and iterative upgrading of photovoltaic industry.
(3) Organizing exchanges and discussions on photovoltaic industry. Provincial departments, relevant state (city) people's governments and provincial industry associations set up exchange and cooperation platforms for photovoltaic industry, organize at least one exchange seminar every six months, and encourage photovoltaic power generation enterprises to cooperate with photovoltaic manufacturing enterprises in equipment, products and other aspects.
2. Supporting enterprises to "go out"
(4) Encouraging enterprises to participate in overseas photovoltaic project development. Enterprises are encouraged to carry out investment and development of overseas photovoltaic projects such as Laos and Myanmar in accordance with the principle of marketization, and to support the return of new energy power abroad through existing financial channels. Complete market-oriented transactions will be realized in 2028. Supporting provincial enterprises to study and determine the internal rate of return on capital of overseas energy investment projects according to the standards of central enterprises.
(5) Supporting inter-provincial and cross-border electricity trade. We will strengthen power interconnection with neighboring countries, accelerate the 500 kilovolt interconnection project between China and Laos, timely promote the high-voltage power interconnection projects between China and Vietnam and Myanmar, and actively build an international power trading platform in Kunming. We will support overseas photovoltaic power generation projects to participate in cross-provincial and cross-border power transactions such as West-to-East Power Transmission and Yunnan Power Transmission, enhance mutual aid capacity, and promote the deepening of cross-provincial and cross-border two-way power trade.
(6) Strengthen government services. We will optimize the "single window" service function of international trade and promote facilitation measures such as "advance declaration", "two-step declaration", "multi-card integration" and "direct arrival". The average processing time of normal export tax rebate for export enterprises will be reduced to 6 working days . Support overseas photovoltaic projects of power generation enterprises to use RMB for settlement. We will do a good job in publicizing and promoting the Guidelines for Overseas Investment in Yunnan Province and update the country dynamics in a timely manner, and strengthen the service guidance of international exchanges, business environment, investment policies, laws and regulations, tax and fee policies, new energy planning and photovoltaic industry policies. Strengthen the capacity building of "going out" overseas comprehensive services, and provide "one-to-one" market development and investment consultation for photovoltaic manufacturing and power generation enterprises intending to invest in neighboring countries.
3. Supporting industrial transformation and upgrading
(7) Supporting green financing development of upstream and downstream enterprises. Support photovoltaic manufacturing enterprises, photovoltaic power generation enterprises, energy storage enterprises and large industrial enterprises to jointly build zero-carbon factories and zero-carbon parks . Those who become national zero-carbon parks, carbon peak pilot parks, green low-carbon industrial parks, eco-industrial parks and other national green low-carbon parks and provincial zero-carbon parks will be supported by provincial special funds. Promote substantive joint ventures between photovoltaic manufacturing enterprises and photovoltaic power generation enterprises . Supporting and encouraging enterprises such as silicon materials, silicon rods, silicon wafers, batteries, components and power generation to establish long-term cooperation mechanisms through strategic alliances, signing long-term orders, technical cooperation and mutual equity participation , so as to guide the development of upstream and downstream enterprises.
(8) Promote the renewal of equipment and the promotion of efficient components. Actively strive for ultra-long-term special treasury bond funds or through provincial-level special funds to support qualified enterprises to update and upgrade a number of production equipment to the international leading level. Support enterprises to carry out digital transformation, build a number of intelligent production lines, digital workshops and smart factories , and create a new model of digital economy empowerment. Support the upgrading of old photovoltaic power station facilities and supporting equipment that have been connected to the grid for more than 8 years. Photovoltaic power generation projects are encouraged to give priority to the use of high-efficiency components .
(Nine) promote the recycling of retired photovoltaic modules and other equipment. We will encourage key regions to build industrial clusters for the recycling of retired photovoltaic equipment, cultivate high-quality enterprises that introduce the recycling of photovoltaic modules, and carry out the recycling or remanufacturing of equipment such as retired photovoltaic modules. Support photovoltaic equipment manufacturing enterprises to establish equipment recycling systems such as photovoltaic modules through independent recycling, joint recycling or entrusted recycling. For retired photovoltaic equipment recycling projects included in the list of green low-carbon advanced technology demonstration projects, special funds for investment in energy conservation and carbon reduction within the central budget shall be applied for at a rate not exceeding 30% of the total investment of the project.
(10) Enhancing the innovation capability of enterprises. Accelerate the construction of innovative R & D platforms such as "Yunnan Silicon Photovoltaic Green Manufacturing Engineering Research Center" and "Yunnan Silicon Material Green Manufacturing Engineering Research Center" , and carry out R & D and transformation of key technologies of silicon photovoltaic. Encourage the functional headquarters of silicon photovoltaic enterprises to set up R & D institutions, support enterprises to build technology R & D centers, product inspection and testing centers and intensive processing bases, and give awards and subsidies in accordance with relevant policies such as scientific and technological innovation and transformation of scientific and technological achievements.
Relevant responsible units should refine the division of work, take the initiative, improve the working mechanism, increase support from project construction, fund arrangement and factor guarantee, and promote the implementation of tasks. These measures shall come into force as of the date of issuance and shall be valid for 3 years. During the implementation period, if the state or our province promulgates or adjusts relevant policies, the provisions shall be followed.
