On May 15, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued opinions on the continuous promotion of urban renewal.
First, the overall requirement
is to adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, thoroughly implement the spirit of the 20th National Congress of the CPC and the Second and Third Plenary Sessions of the 20th Central Committee, comprehensively implement the important expositions of the General Secretary of Xi Jinping on urban work, adhere to the general tone of steady progress, change the way of urban development and construction, and strive to build a well-off society in an all-round way. Establish a sustainable urban renewal model and policies and regulations, vigorously implement urban renewal, promote urban structure optimization, function improvement, context continuity, quality improvement, and build a livable, resilient and smart city. In
our work, we should adhere to the people-centered concept, fully implement the concept of people's city, build good houses, good communities, good communities and good urban areas, adhere to the concept of system, respect the law of urban development, establish the awareness of full-cycle management, and constantly enhance the systematicness, integrity and coordination of the city; Adhere to planning guidance, give full play to the strategic guiding role of development planning, strengthen the basic role of territorial spatial planning, and enhance the supporting role of special planning; adhere to overall development and security, prevent and respond to risks and challenges in urban operation, and comprehensively improve urban resilience; adhere to the principle of protection first, protection as much as possible, and use to promote protection, and strengthen the protection of urban cultural heritage in the whole process and all links of urban renewal; We should persist in seeking truth from facts, adjust measures to local conditions, do our best and act according to our capabilities, and refrain from engaging in "face-saving projects" and "image projects" that waste people and money.
The main objectives are: by 2030, important progress will be made in the implementation of urban renewal action, the system and mechanism of urban renewal will be continuously improved, the transformation of urban development and construction mode will achieve initial results, the foundation of safe development will be more solid, the service efficiency will be continuously improved, the living environment will be significantly improved, the economic format will be more abundant, and the cultural heritage will be effectively protected. The style and features are more prominent, and the city has become a high-quality living space for the people.
2. Main tasks
(1) Strengthen the renovation and utilization of existing buildings. Steadily promote the transformation of dangerous housing, accelerate the demolition and transformation of D-level dangerous housing, through reinforcement, reconstruction, reconstruction and other ways, actively and steadily implement the transformation of C-level dangerous housing on state-owned land and non-complete housing in state-owned enterprises and institutions. Urban buildings with potential seismic safety hazards and reinforcement value are classified and strengthened in batches. Where the protected objects such as immovable cultural relics and historical buildings are involved, they shall be maintained and used in accordance with relevant laws and regulations, and the "one house, one policy" shall put forward a renovation plan, strictly prohibiting the illegal demolition and renovation of historical and cultural blocks, traditional villages, cultural relics and historical buildings in the name of dangerous housing. We will continue to promote energy-saving renovation of existing residential buildings and public buildings, strengthen the management of building insulation materials, and encourage residents to carry out interior decoration of urban housing. Strengthen the renovation and utilization of old factory buildings, inefficient buildings, traditional commercial facilities and other stock houses, promote the transformation and mixed use of building functions, and rationally convert land use according to the dominant functions of buildings in accordance with the law and regulations.
(2) Promoting the renovation of old residential areas in cities and towns. Renovate aging pipelines such as gas in residential areas, renovate pedestrian walkways, exhaust flues and ventilation shafts in buildings, make every effort to eliminate potential safety hazards, and support the installation of elevators in buildings where conditions permit. Renovate the residential area and its surrounding environment, improve the supporting infrastructure such as parking, charging, fire protection and communication, and add public service facilities such as meals and housekeeping. Strengthen the quality and safety supervision of the renovation of old residential areas, and consolidate the responsibilities of the participating units. Combining with the transformation, we should improve the long-term management mechanism of residential areas, pay attention to guiding residents to participate in and supervise, and jointly maintain the transformation results. Implementing the renovation of old residential areas and dangerous housing as a whole, formulating comprehensive protection, renovation and renovation plans on the basis of excavating the value of cultural heritage and protecting traditional features, and continuously improving the living environment, facilities, service functions and cultural values of old residential areas.
(Three) carry out complete community construction. We will improve basic public service facilities, convenient commercial service facilities and public activity venues in the community, build a safe, healthy, well-equipped and well-managed complete community, and build a quarter of an hour convenient life circle in the city. We will carry out the construction of embedded service facilities in urban communities, make up for the shortcomings of public service facilities according to local conditions, and optimize the layout of comprehensive service facilities. Residents, planners and designers should be guided to participate in community construction.
(4) Promoting the renovation and transformation of old blocks, old factories and villages in the city. Promote the functional transformation, business upgrading and vitality enhancement of old blocks, and create a number of dynamic blocks according to local conditions. Renovate and upgrade commercial pedestrian streets and old commercial blocks, improve supporting facilities, optimize traffic organization, improve the quality of public space, enrich commercial formats, innovate consumption scenarios, and promote cultural tourism industry to enable urban renewal. We will encourage the renovation of old factories in a market-oriented manner, strengthen the protection and utilization of industrial heritage, revitalize and utilize idle and inefficient factories, factories and facilities, and implant new formats and functions. Actively promote the transformation of villages in cities, do a good job in the early stage of the protection of historical and cultural features, do not carry out large-scale demolition and construction, "one village, one policy" to implement the transformation by means of demolition and new construction, renovation and upgrading, and combination of demolition and renovation, so as to effectively eliminate potential safety risks and improve living conditions and living environment. We will accelerate the implementation of urban village reconstruction projects with strong willingness of the masses, balanced urban funds and mature compensation schemes. Promote the overall implementation of renovation and transformation of old railway stations and surrounding old blocks.
(Five) improve urban functions. Establish and improve a multi-level and full-coverage public service network, make full use of the stock of idle housing and inefficient land, give priority to filling the shortcomings of public service facilities in the field of people's livelihood, and reasonably meet the needs of the people. We will actively and steadily promote the construction of "dual-use" public infrastructure. We will improve the urban medical emergency service system and strengthen temporary resettlement and emergency material support. Promote the transformation of aging and child-friendly, and speed up the construction and transformation of barrier-free environment in public places. We will increase the supply of inclusive childcare services and develop comprehensive, inclusive and diversified pension services. Build and transform the national fitness facilities around the masses according to local conditions. Promote the upgrading of consumer infrastructure. We should actively expand urban public space and scientifically lay out new public cultural space.
(Six) strengthen the construction and transformation of urban infrastructure. Comprehensively investigate the potential risks of urban infrastructure. Promote the overall development and comprehensive utilization of underground space. We will accelerate the construction and renovation of underground pipeline networks and underground comprehensive pipeline corridors, such as urban gas, water supply, drainage, sewage and heating, and improve the long-term management system for construction, operation and maintenance. We will promote the upgrading of urban water supply facilities, strengthen the construction and renovation of urban domestic sewage collection, treatment, recycling and sludge treatment and disposal facilities, and accelerate the establishment of an integrated operation and maintenance mechanism for sewage treatment plants and networks. We should coordinate urban flood control and waterlogging control, establish and improve the operation and management mode of urban water system, drainage network, surrounding rivers, lakes, seas and reservoirs, speed up the construction and transformation of drainage and waterlogging prevention facilities, build a sound urban flood control and drainage system, and enhance emergency response capacity. Promote the upgrading of domestic waste treatment facilities. We should strengthen the construction of public fire fighting facilities and moderately advance the construction of disaster prevention projects. We will improve urban transport infrastructure, develop fast trunk traffic, life distribution traffic and green slow traffic, and speed up the construction of parking facilities. Optimize the planning and design of urban freight network and improve the hierarchical distribution facilities system. We will promote the construction of new urban infrastructure, deepen the application of building information model (BIM) technology, and implement the construction of urban infrastructure lifeline safety projects.
(seven) restore the urban ecosystem. We should adhere to the integrated promotion of mountain management, water management and city management, and build a continuous and complete urban ecological infrastructure system. We will speed up the repair of damaged mountains and coal mining subsidence areas and eliminate potential safety hazards. Promote the construction of sponge cities, protect and restore urban wetlands, consolidate the effectiveness of urban black and odorous water treatment, and promote the construction of urban soil and water conservation and ecologically clean small watersheds. Strengthen the risk control and remediation of soil pollution in construction land to ensure the safe reuse of contaminated land. We will continue to promote the construction of urban green ring, green corridor and green wedge greenway, improve the application level of native plants, protect urban biodiversity, increase community parks and pocket parks around the masses, and promote the opening and sharing of park green space.
(Eight) protect and inherit the history and culture of the city. Link up the national cultural relics census and carry out a solid survey of urban cultural heritage resources. Implementing the requirement that "the old city can no longer be demolished", investigating the old city and its historical and cultural blocks in an all-round way, finding out the base number of cultural heritage resources in old urban districts, old blocks and old factories, and delimiting the strictest scope of protection. We will carry out impact assessment of cultural heritage and establish and improve the pre-protection mechanism of "investigation before construction" and "archaeology before transfer". Strengthen the management of demolition of old houses, do not arbitrarily demolish old buildings and ancient dwellings with protection value, and prohibit the demolition of real and fake buildings. Establish a protection and implementation mechanism with residents as the main body, promote the restoration of historical and cultural blocks and the renovation of immovable cultural relics and historical buildings, and explore ways and means to make rational use of cultural heritage. Place names with important historical and cultural values and reflecting the historical context of China should be protected, and non-standard place names should be properly cleaned up. Strengthen the management and control of key areas and important areas of urban renewal, and strictly manage super-large public buildings and super-high-rise buildings.
3. Strengthen support and guarantee
(1) Establish and improve the implementation mechanism of urban renewal. Innovation and improvement of demand-oriented and project-driven urban renewal system and mechanism. We will comprehensively carry out urban physical examination and evaluation, and establish a working path for finding problems, solving problems, evaluating results, and consolidating and upgrading. According to the territorial spatial planning and the results of urban physical examination and evaluation, formulate and implement the special urban renewal plan, determine the objectives, key tasks, construction projects and implementation sequence of urban renewal action, and establish and improve the planning and implementation system of "special planning-district planning-project implementation plan". Strengthen the guiding role of urban design in the implementation of urban renewal projects, and clarify the design and management requirements of different scales such as housing, residential areas, communities, urban areas and cities. Continuously improve the management system of project construction and implementation adapted to urban renewal.
(Two) improve the land use policy. We should adhere to the principle of "projects follow planning and land elements follow projects", strengthen land security, establish and improve a unified system of land and space use control and planning permission covering all types of land and space, coordinate new and stock construction land, and handle the adjustment of land and space planning in accordance with procedures and laws. Promote the mixed development and utilization of land and the rational conversion of land use according to law, clarify the positive list, negative list and control requirements of land use conversion and compatible use, and improve the transitional policy of land use conversion. Make full use of the inefficient land in stock, improve the recovery mechanism of idle land use rights, and optimize the centralized transformation of sporadic land, the transfer of volume ratio or incentive policies. We will support the use of inefficient land in stock to build affordable housing, develop industries and improve public service facilities.In addition to the provisions of the contract for the assignment of the right to the use of state-owned land or the decision on the allocation of land, which stipulate that the government shall recover the right to the use of land and that the transfer of land without authorization is prohibited by laws and administrative regulations, the owners of the right to the use of state-owned land are encouraged to renew and transform inefficient land by themselves or by means of transfer, equity or joint venture. Optimize the rules of land price collection. Promote the establishment of the right to use construction land on the surface, above ground or underground of the land. Improve the real estate registration system related to urban renewal.
(3) Establishing a safety management system for the whole life cycle of housing use. Implementing the main responsibility and supervision responsibility of housing use safety, strengthening the daily inspection and physical examination of housing safety, and timely detection and disposal of potential safety hazards. Explore the market-oriented means to innovate the housing quality and safety guarantee mechanism. We will improve the policy of special maintenance funds for residential buildings and promote the establishment and improvement of the mode of raising, managing and using public funds for the safety management of existing houses.
(Four) improve diversified investment and financing methods. We will increase investment and other support from the central budget and support eligible projects through ultra-long-term special treasury bonds. The central finance should support the implementation of urban renewal action. Local governments should increase financial input, promote the integration and overall use of relevant funds, support eligible urban renewal projects by issuing local government special bonds under the premise of controllable debt risk, and strictly prohibit illegal debt financing. Implement tax and fee reduction and exemption policies related to urban renewal. All kinds of financial institutions are encouraged to actively participate in urban renewal and strengthen credit support on the premise of compliance with the law, controllable risks and sustainable business. We will improve the market-oriented investment and financing model, attract social capital to participate in urban renewal, and promote eligible projects to issue real estate investment trusts (REITs), asset securitization products and corporate credit bonds in the infrastructure sector.
(Five) establish a sustainable model of urban renewal with government guidance, market operation and public participation. Give full play to the role of street communities and mobilize the enthusiasm of the people to participate in urban renewal. Carry out urban management into community work. Owners of property rights should be encouraged to renew themselves, enterprises should be supported to revitalize idle and inefficient stock assets, and state-owned capital should play a better role in driving them. We should guide the participation of business entities, support professional forces and service institutions in various fields to participate in urban renewal, and improve the system of experts participating in public decision-making. Establish and improve the system and mechanism of construction, operation and governance to adapt to urban renewal. Strengthen the construction of social risk assessment and contradiction resolution mechanism for urban renewal.
(Six) improve regulations and standards. We will accelerate the legislative work related to urban renewal and improve laws and regulations on urban planning, construction, operation and housing management. We will improve the technical standards applicable to urban renewal, and formulate and revise the standards applicable to fire protection and supporting public facilities. Strengthen the capacity building of scientific and technological innovation in urban renewal, vigorously develop new technologies, new processes and new materials, and accelerate the popularization and application of scientific and technological achievements.
4. To strengthen the organization and implementation
under the centralized and unified leadership of the Party Central Committee, the relevant departments in all regions should implement the present opinions in accordance with the actual situation. Provincial Party committees and governments should determine the objectives and tasks of urban renewal actions in the region and do a good job of linking up the upper and lower levels. Urban Party committees and governments should earnestly fulfill their responsibilities, build a working pattern of city-level overall planning, departmental linkage and hierarchical implementation, strengthen policy co-ordination, strengthen financial support, steadily and orderly implement urban renewal actions, vigorously guard against formalism and put an end to "frills". The Ministry of Housing and Urban-Rural Construction should play a leading role, strengthen overall guidance and coordination support with relevant departments, and improve the system and policy. Support local exploration and innovation according to local conditions, and establish and improve a sustainable urban renewal mechanism.
