On June 3, the website of Hebei Development and Reform Commission issued the Notice of Hebei Development and Reform Commission on Organizing and Declaring the Second Batch of Projects for the Annual Development and Construction Plan of Wind Power and Photovoltaic Power Generation in 2025. It is proposed to arrange the scale of wind power and photovoltaic power generation guidance plan for 12 cities in Hebei Province to be 20.48 million kilowatts, and it is required that the scale of security and marketization should no longer be distinguished.
Among them, Tangshan City, Chengde City, Zhangjiakou City and Qinhuangdao City have planned to develop a guiding plan with a scale of more than 3GW, and Tangshan has reached a scale of 3.85 GW. In addition, due to the temporary lack of new energy access conditions in Dingzhou City, the access conditions of small photovoltaic power stations on the ground in Xiongan New Area should be determined according to the open capacity of the area when they are declared out of the warehouse, and the scale of the guidance plan in both places is 0.
The notice requires that in order to promote the absorption of wind and solar projects and improve the utilization rate of projects, priority should be given to the declaration of "source-network-load-storage" integrated projects. It is emphasized that the supporting industries and investment landing of wind power and photovoltaic power generation projects should not be mandatory.
The document requires all cities to submit the project competitive allocation commitment and project declaration request documents to the Hebei Development and Reform Commission by June 30, 2025.
It is required to sort out the progress of the approved annual development and construction projects, cancel the projects that do not meet the construction conditions in time, make room for power grid access , and increase the scale of the guidance plan accordingly. The declaration will be supplemented by the end of September.
It is required to speed up the construction of approved projects, and the development and construction projects in 2023 and 2024 will be connected to the grid with full capacity by the end of June and September 2025, respectively . The scale of the guidance plan can be increased accordingly, and the supplementary declaration will be made before the end of September. In order to speed up the construction of a new strong energy province and continuously promote the high-quality development of wind power and photovoltaic power generation projects, We are now organizing the declaration of the second batch of projects of the annual development and construction plan for wind power and photovoltaic power generation in 2025, and the relevant matters are notified as follows:
I. The overall arrangement
takes into account the national and provincial objectives, and solicits the opinions of the municipal and provincial power grid companies. According to the relevant requirements of the Notice on Deepening the Market-oriented Reform of New Energy On-grid Tariff and Promoting the High-quality Development of New Energy (FGJG [2025] No.136), the scale of the guidance plan for wind power and photovoltaic power generation in the whole province is planned to be 20.48 million kilowatts, and the scale of the guidance plan for each city is no longer distinguished between security and marketization. See the annex for details.
2. Requirements
for declaration (1) Municipalities should select the projects to be included in the annual development and construction plan from the approved reserve projects and declare them through the Hebei Energy Development Intelligent Management Platform (hbnygh. Com).
(2) In accordance with the requirements of the Circular of the General Department of the State Energy Administration on the Issuance of the Work Programme for the Special Regulation of Improper Market Intervention in the Field of New Energy and Pumped Storage Energy Development (Guoneng Comprehensive Xinneng [2023] 106), municipalities should organize and carry out competitive allocation of projects fairly and impartially. Priority should be given to projects that have completed the preliminary work of land use pre-examination, approval (filing), approval of construction land, and review opinions of access system of power grid companies. In order to promote the absorption of wind and solar projects and improve the utilization rate of projects, priority should be given to the declaration of "source-network-load-storage" integrated projects. It is not mandatory to require supporting industries and investment landing of wind power and photovoltaic power generation projects. The Commission will conduct spot checks on the competitive allocation of the declared projects, and will not give approval if it finds that the competitive allocation work has not been carried out in accordance with the law and regulations.
(3) The project shall be completed and connected to the grid with full capacity by the end of December 2028. All cities are requested to select and declare the project according to the access situation of the power grid (see the annex for details).
(4) Small ground photovoltaic power stations below 6MW do not occupy the scale of the guidance plan.
3. Working procedures
The declared projects shall be pushed to the Provincial Development and Reform Commission step by step after being examined by counties and municipalities, and the Provincial Development and Reform Commission shall entrust a third-party organization to examine the project declaration materials and solicit the opinions of provincial power grid companies on power grid access. Qualified projects will be issued in accordance with the procedures, and projects that are not qualified for the time being will continue to be retained in the reserve project database. Municipalities
are requested to carry out relevant work as required. First, they should do a good job in project declaration and submit the project competitive allocation commitment and project declaration request documents to the Commission before June 30, 2025. The second is to sort out the progress of the approved annual development and construction projects, cancel the projects that do not meet the construction conditions in time, make room for grid access, increase the scale of the guidance plan accordingly, and supplement the declaration before the end of September. Third, to speed up the construction of approved projects, in accordance with the relevant requirements of the Notice on Organizing and Declaring the First Batch of Projects of the Annual Development and Construction Plan for Wind Power and Photovoltaic Power Generation in 2025 (Ji Fa Gai Energy [2024] 1691), the projects of the Development and Construction Plan in 2023 and 2024 will be connected to the grid with full capacity in advance by the end of June and September 2025, respectively. The scale of the guidance plan can be increased accordingly, and the supplementary declaration will be made before the end of September. If the project has access conditions, it will be included in the development and construction plan for 2025.
