Pei Xiaofei: Thank you for your question. In the past 10 years, China's air quality has undergone historic changes, becoming the fastest improving country in the world. However, in autumn and winter, due to the increase of total emissions of major air pollutants and adverse meteorological conditions, heavy pollution weather will still occur frequently in some regions.

One is on-site inspection to play a deterrent role. We selected the backbone of law enforcement and monitoring technology throughout the country, arranged two rounds of on-site supervision and assistance every month, and found that there were 425 problems in some enterprises, such as fraud, excessive emissions, illegal emissions, and inadequate implementation of emission reduction measures in heavily polluted weather. Among them, 537 violations of laws and regulations with serious nature and bad influence, such as interference with automatic monitoring, falsification of detection reports and falsification of account records, were handed over to the judiciary, 25 were held in administrative detention and 3 were held in criminal detention, thus maintaining the main tone of strict law enforcement.

The second is to push online and urge local inspection. Through remote push identification clues, it guided local self-examination to find and solve more than 10000 environmental problems. Promote local governments to establish and improve the working mechanism of up-down linkage, and implement the main responsibility of ecological environment protection and environmental quality improvement step by step.

Third, make good use of technology to accurately identify problems. We use satellite remote sensing, air quality monitoring network, automatic monitoring of pollution sources, electricity monitoring and other technical means to integrate all kinds of data and information, build algorithm models, and accurately identify problem clues. At present, the accuracy of problem identification has reached more than 85%.

Supervision and assistance have played an important role in pollution reduction and environmental quality improvement. It is preliminarily estimated that supervision and assistance will promote pollutant emission reduction of about 393,000 tons in 2023.

I understand that this is because as the battle against pollution continues to intensify, the quality of the ecological environment has improved to a key point from quantitative change to qualitative change. General Secretary Xi Jinping has made scientific guidance, emphasizing the need to maintain the strategic strength of ecological civilization construction and properly handle the "five major relationships"; emphasizing the need to achieve the synergy of pollution reduction and carbon reduction as the main starting point to promote the comprehensive green transformation of economic and social development, and to coordinate the promotion of carbon reduction, pollution reduction, green expansion and growth. We should deeply grasp the characteristics of environmental pollutants and carbon emissions, reduce emissions through structural adjustment, technological innovation and co-governance, and give full play to the role of carbon reduction action in improving the quality of the ecological environment. The Ministry of Ecology and Environment, together with relevant departments and local governments, has made positive progress and achieved stage results by promoting the synergy of pollution reduction and carbon reduction. The first is to form a work promotion pattern of departmental collaboration and coordination between the upper and lower levels. The Ministry of Ecology and Environment and other seven departments jointly issued the Implementation Plan of Pollution Reduction and Carbon Reduction Synergy, which strengthens the coordination of objectives, regions, fields, tasks, policies and supervision. To formulate detailed implementation measures, clarify the responsible departments and expected results, and promote synergy in key areas such as industry, transportation, urban and rural construction, agriculture and ecological construction. At present, 31 provinces (autonomous regions and municipalities) and Xinjiang Production and Construction Corps have introduced synergistic work programs for pollution reduction and carbon reduction.

Second, the coordinated governance of pollution reduction and carbon reduction has been carried out in an all-round way and achieved remarkable results. It can be said that the breadth and depth of collaborative governance are constantly strengthening and expanding, and the coverage is becoming wider and wider. For example, we should vigorously promote the construction of large-scale wind power photovoltaic base projects, promote the green development of manufacturing industry, and increase the proportion of railway and water transport. Especially in the field of ecological environment, relying on the existing ecological environment management system, we should promote energy saving, consumption reduction and resource utilization of sewage treatment, optimize the technical route of soil pollution remediation, encourage green and low-carbon remediation, organize and compile a list of air pollutants and greenhouse gases, and condense the major scientific and technological needs of pollution reduction and carbon reduction. We will carry out carbon monitoring and assessment, promote coordinated management of fixed emission sources, and integrate supervision and law enforcement. According to comprehensive estimates, in the ten years from 2013 to 2022, while the emissions of sulfur dioxide and nitrogen oxides decreased by 85% and 60% respectively, the intensity of carbon emissions decreased by 34.4%, and the synergistic effect has been well confirmed.

Third, the atmosphere of reform and exploration, first trial and collaborative innovation has become increasingly strong. The Ministry of Ecology and Environment supports Zhejiang to build a collaborative innovation zone for pollution reduction and carbon reduction, and actively explores the collaborative governance model. Zhejiang has carried out innovative pilot projects in 6 districts, 17 counties and 38 parks in the province, and has achieved a number of replicable and popularizable practical results. Last year, Zhejiang integrated the concept and measures of pollution reduction and carbon reduction synergy into the design and construction of Hangzhou Asian Games venues.
