1. Industry development policies and regulations

(1) Ten departments jointly promote the high-quality development

of green building materials industry on January 10, 2024. The Implementation Plan clearly States that by 2026, the annual business income of green building materials will exceed 300 billion yuan, with an average annual growth of more than 10% in 2024-2026. More than 30 characteristic industrial clusters have been cultivated, more than 50 demonstration projects of green building materials have been built, no less than 100 cities have implemented government procurement policies, 12000 certificates of green building materials have been issued, and the ability of green building materials to lead the high-quality development of building materials and ensure the improvement of building quality has been further enhanced. We will encourage the establishment of green building materials parks with coupled development in areas where industrial solid wastes such as tailings, waste rocks, waste residues, industrial by-product gypsum and agricultural solid wastes are concentrated, and encourage the establishment of "waste-free parks".

In recent years, the national level has strengthened the management and supervision of mine safety issues through relevant policies and regulations, which has greatly guaranteed the personal safety of mine workers. On January 17, 2024, the Work Safety Committee of the State Council issued Document No.1 of 2024, "Hard Measures to Prevent and Curb Major Production Safety Accidents in the Field of Mines", focusing on preventing and curbing major production safety accidents in the field of mines. During the two sessions, the State Administration of Mine Safety Supervision deployed more closely to prevent and resolve major safety risks in mines. However, due to the complexity of the mine situation, the cumbersome operation of the production line and many dangerous factors, mine safety accidents can not be completely avoided, and accidents still occur from time to time throughout the country. On April 24, 2024, in order to further promote the intelligent construction of mines and promote the transformation of mine safety management mode to pre-prevention. Seven departments, including the State Administration of Mine Safety Supervision, the Ministry of Emergency Management, the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance and the Ministry of Education, have formulated and issued the Guiding Opinions on Further Promoting Mine Intelligent Construction and Promoting Mine Safety Development. Intelligent construction is an important measure to promote the development of mine safety and ensure the safety of national energy resources. Through the establishment of a complete mine intelligent standard system, it is more important to promote fewer and unmanned mining operations, effectively prevent and control major safety risks, and greatly improve the intrinsic safety level of mines.

(3) Improving the management system

of mineral resources On March 12, 2024, the Ministry of Natural Resources issued the Notice on Improving the Implementation and Management of Mineral Resources Planning (hereinafter referred to as the Notice). Fully implement the national resource security strategy, give full play to the leading and supporting role of mineral resources planning, serve the overall situation of mineral resources management reform and the strategic action of prospecting breakthroughs, better guide the rational exploration and mining of mineral resources, help to increase reserves and production, and promote the green transformation and high-quality development of mining industry. Among them, the orderly release of sand, stone and soil mining rights in centralized mining areas is especially encouraged, which indicates that the management of sand, stone and soil resources in China will be more standardized and scientific. 2024, the Ministry of Natural Resources issued the latest Legislative Work Plan for 2024, in which the drafting of the Regulations on the Implementation of the Mineral Resources Law is particularly noticeable. The Regulations on the Implementation of the Mineral Resources Law are coming, and the development of the industry will enter a new stage of standardization and legalization. This legislative action will provide a clear legal framework for our resource development activities, while strengthening resource protection and promoting the green and low-carbon transformation of the industry. 2024, Wang Guanghua, Minister of Natural Resources, signed Decree No.13, promulgating the Measures for the Management of Exploration and Mining Information of Mining Rights Owners (hereinafter referred to as the Measures). The Measures will come into effect on July 1, 2024. There are 30 articles in the Measures, which mainly specify the filling in, publicity, verification, identification of the subject of serious dishonesty and the management of the abnormal list of mining rights holders. The formulation and implementation of the Measures is of great significance to the implementation of the requirements of the reform of the ecological civilization system, the optimization of the business environment in China's mining industry, and the promotion of high-quality development of the mining industry.
