It is of great significance to comprehensively promote the construction of a beautiful China. Article 23 of Chapter IV of

the Regulations clearly States that in the supervision work, the relevant departments shall be consulted on the policies and regulations involved and their application according to the needs of the work. Relevant departments should put forward clear and clear opinions in accordance with the law, in a timely and objective manner. In the interpretation, it is pointed out that in order to promote precise and scientific supervision in accordance with the law, the regulations are clear, and the relevant departments are consulted on the policies and regulations involved and their application according to the needs of the work. In the supervision of

ecological environment protection, the production, operation, investment and construction of cement enterprises are the focus of the supervision work, which also involves the relevant policies and regulations and their application. For a cement investment and construction project located in Beijing, Tianjin, Hebei and surrounding areas, when implementing relevant policies and regulations on capacity replacement, the inspector considered that the project should implement 2:1 capacity reduction substitution according to the requirements. The Regulations not only put forward that the relevant departments should be consulted on the policies and regulations involved and their application according to the needs of the work. It also puts forward hard requirements for the opinions put forward by the relevant departments. Opinions must be clear and clear, that is, they must not be "principled" or conclusions with hypothetical preconditions.

Of course, it should not happen that the relevant departments change the effective administrative license of capacity replacement without informing the enterprises concerned as reflected by the enterprises concerned. The

investment project has been completed before the inspection, because the project is located in the key area of national air pollution prevention and control, capacity replacement is quite strict, can not be replaced from outside the province into capacity, key areas do not allow new capacity. At present, the rectification of investment projects has been delayed, which has evolved into a "historical" legacy. According to the requirements of the Regulations, the task of rectification should effectively provention and control the risks of ecological environment and society, and advance steadily. cement investment project and their application shall be considered to seek the opinions of the competent authorities for capacity replacement, and the competent authorities shall timely and objectively put forward clear and clear opinions on the application of capacity replacement in accordance with the law and regulations.
