The circular pointed out that the building materials industry is an important basic industry of the national economy and a traditional pillar industry of Shandong Province. Digital transformation has been accelerated, and the numerical control rate of key processes in major industries has reached more than 70%. To improve the level of energy efficiency, the proportion of production capacity above the benchmark level of energy efficiency in cement and ceramics industry will reach 30%, the proportion of production capacity above the benchmark level of energy efficiency in flat glass industry will reach 20%, and the production capacity below the benchmark level of energy efficiency in building materials industry will complete technological transformation or be eliminated.
We will guide the orderly withdrawal of inefficient production capacity and strictly prohibit new production capacity for cement and flat glass. Actively play the role of trade associations, strengthen industry self-discipline, and promote quality and efficiency. The key task is to
break through key common technologies. Focus on the R & D and application of common core technologies, support qualified enterprises to actively participate in the "unveiling of the list" and undertake key R & D tasks. The cement industry has concentrated on tackling the technology of replacing fuels in cement kilns and the technology of internal circulation boiling calcination.
Promote the renewal of advanced equipment. In accordance with laws and regulations, mandatory standards and policy requirements in the fields of safety, environmental protection, quality and energy, we will strengthen supervision over key energy-using units and high-consumption and low-efficiency enterprises. Leading enterprises and third-party organizations are encouraged to jointly carry out resource integration and merger and reorganization to further optimize the industrial layout.
Improve the intrinsic safety level of enterprises. Strengthen the safety management of building materials industry, urge enterprises to implement the main responsibility, do a good job in personnel safety training, and improve the safety awareness of all employees in enterprises. Regularize the supervision of safety production in cement industry, prevent major safety risks, and promote the safe and stable development of the industry. I. Development Goals
In 2024-2026, the structure of the cement industry in Shandong Province will be further optimized and the endogenous power will be further enhanced. Intelligence has reached a higher level, the numerical control rate of key processes has reached more than 70%, the proportion of raw material substitution has increased to 3%, the energy consumption per unit product of cement clinker has been reduced by more than 3%, the production capacity of cement clinker has reached 30% of the benchmark level of energy efficiency, and all the renovation and transformation below the benchmark level of energy efficiency have been completed. Production lines that fail to complete energy-saving transformation on schedule or whose energy efficiency is still lower than the benchmark level after transformation are eliminated and withdrawn.
2. Main tasks
(1) Resolving excess capacity
1. Cement clinker and grinding capacity should not be increased in disguised form in the name of energy saving, consumption reduction, environmental protection and other projects, so as to ensure that the cement production capacity of the whole province is only reduced but not increased. To speed up the elimination and withdrawal of inefficient production capacity, except for special cement clinker and chemical supporting cement clinker production lines, all cement clinker production lines of 2500 tons per day or less will be integrated and withdrawn by the end of 2024.
2. Adhere to the normal peak staggering production of cement, promote energy conservation and emission reduction, reduce pollutant emissions, and play an active role in the prevention and control of air pollution. Strengthen industry self-discipline, improve the level of fine management of enterprises, effectively reduce costs, and promote the orderly development of the cement industry. 3. (2) Optimizing the product structure
4. Supporting the development of high-quality, high-durability cement and concrete, focusing on the development of special cement for high-speed, high-speed rail, marine, nuclear power, tunnel and other projects. Accelerate the integration and development of the industry, guide cement production enterprises to extend to sand and gravel aggregates, commercial concrete, ready-mixed mortar, prefabricated building parts and other fields in accordance with the "cement plus" development model, and transform to integrated building materials service providers.
5. Develop all kinds of fiber cement coated boards, modeling decorative boards, structural super-thick boards, thermal insulation decoration, anti-explosion and fire-proof composite boards with various building functions. Research and development of all kinds of prefabricated building insulation and structural integration composite external wall panels, standardized, universal, easily removable, reusable partition panels, roof panels, floor panels and their node design and structural structure. 6. Take the cascade utilization of limestone resources as the core, and develop the calcium-based new material industry at different levels. Accelerate the development of calcium-based new material industries such as high-activity calcium oxide, calcium hydroxide, light calcium carbonate, nano-calcium carbonate and food-grade calcium carbonate, and extend downstream related industries to better enhance the value of resources.
7. Research and development of new carbon fixation products preparation technology, using fly ash, steel slag, carbide slag, red mud, slag, coal gangue, calcium-containing construction waste and other solid wastes as raw materials to produce carbon fixation aggregate, carbon fixation brick and carbon fixation stone products. Construction of demonstration production lines, improvement and upgrading of carbon dioxide mineral solidification technology, and broadening the application channels of solid waste.
Accelerate
the digital transformation of cement production lines, make full use of advanced modern information and intelligent technologies such as "industrial brain" and 5G, and realize the overall upgrading of production processes. Promote intelligent manufacturing equipment, focusing on the application of new intelligent equipment such as unmanned transport vehicles, inspection robots, intelligent inspection and testing equipment. 9. Promote cement production enterprises to adopt information technology to reconstruct production management system, and use big data, industrial Internet platform and other means to carry out quality process control, production process control, energy control control and safety control, so as to realize the interconnection of upstream and downstream in the whole process of manufacturing and application.
10. Select a number of benchmarking enterprises for intelligent manufacturing in the cement industry to transplant and promote the transformation experience and model in the industry. We will carry out the cascade cultivation of digital transformation in the cement industry, cultivate typical demonstration cases in key directions such as intelligent factories and intelligent application scenarios at different levels, and play a leading role. By 2026, we will strive to cultivate 30 typical cases at the provincial level and 10 typical cases at the national level.
(4) Promoting green and low-carbon development
11. Increasing the proportion of clean energy such as solar energy and wind energy in the cement industry. Enhance the energy "self-sufficiency" ability of cement enterprises and reduce their dependence on fossil energy and external electricity. Strengthen the cascade utilization of waste heat resources, support and encourage cement enterprises to use their own facilities and sites to implement waste heat and pressure utilization, and build distributed photovoltaic, wind power generation, energy storage and other facilities. We will encourage the application of alternative energy sources such as hydrogen energy, biomass fuels, waste textile fabrics, waste tires and garbage derived fuels in cement kilns, and intensify efforts to tackle key problems in the utilization of alternative fuels.
12. Increase the solid waste disposal capacity of the existing production line, ensure the stable supply of solid waste, and effectively exert the solid waste disposal capacity. Optimize the production process of co-disposal, carry out research on reducing the concentration of carbon monoxide in co-disposal waste gas, and reduce the energy consumption of burning. Enhance the ability of cement kilns to co-dispose of urban garbage and sludge, and ensure the construction needs of "waste-free" cities and green towns.
13. Carry out research on the technology of preparing low-carbon cement by classification and separation to reduce the clinker coefficient in cement. Develop and produce masonry cement, promote the replacement of ordinary admixture by ultra-fine powder with industrial solid wastes such as blast furnace slag and fly ash as the main raw materials, and increase the proportion of solid waste resources replacing clinker in cement.
14. To implement the requirements of the State's Opinions on Promoting the Implementation of Ultra-low Emission in Cement Industry, formulate and issue the consolidation and upgrading plan for the transformation of ultra-low emission in cement industry in the whole province, and speed up the completion of the shortcomings of combined denitrification technology and clean transportation in cement kilns. Support enterprises to strive for A-level environmental performance, and new reconstruction and expansion projects meet the requirements of A-level environmental performance indicators.
(5) Accelerating the renewal of
equipment and technology 15. Accelerating the elimination of backward and inefficient equipment and old equipment, and promoting the energy efficiency upgrading of key energy-using equipment. 16. Focusing on emission reduction, carbon reduction, energy saving and consumption reduction, the relevant production processes such as raw material preparation, kiln control, grinding and crushing were upgraded. We will promote the technological transformation of low-resistance cyclone preheater precalcining system, high-efficiency grate cooler, modular assembly integration of cement kiln lining system, roller press for raw material final grinding, oxygen-enriched oxy-fuel combustion, advanced energy-saving grinding and cement packaging automation.
17. Concentrate on tackling the technologies of circulating boiling calcination in cement kiln and green hydrogen calcination of cement clinker. Focus on the development of high belite cement, limestone calcined clay low carbon cement and other products. We will further improve the carbon capture, utilization and storage projects that have been put into operation, upgrade the technical level and provide technical support for their popularization and application.
3. Safeguard measures
(1) Strengthen organizational leadership. Relevant departments should strengthen coordination, refine work measures, focus on the implementation of various tasks, regularly evaluate the implementation of the plan, study and solve major problems in the implementation process, and timely adjust strategies to ensure the orderly transformation and upgrading of the cement industry.
(2) Strengthen quality supervision. Promote the construction of standardized laboratories in enterprises, implement the requirements of General Portland Cement (GB 175-2023), and improve the quality of cement products. Strengthen the publicity and promotion of standards to ensure the effective implementation of standards.
