On May 21, the National Development and Reform Commission and the National Energy Administration issued the Notice on Promoting the Development of Green Power Direct Connection in an Orderly Way, exploring innovative development models for the integration of new energy production and consumption, and promoting the local consumption of new energy.
According to the document, green power direct connection refers to the mode in which new energy sources such as wind power, solar power and biomass power are not directly connected to the public power grid, and green power is supplied to a single power user through direct connection lines, which can realize the clear physical traceability of power supply.
Direct connection line refers to the special power line directly connected between the power supply and the power user. According to whether the load is connected to the public power grid, it can be divided into grid-connected type and off-grid type. Among them, the grid-connected project is connected to the public power grid as a whole, forming a clear physical interface and responsibility interface with the public power grid, and the power supply should be connected to the user side of the demarcation point between the user and the public power grid.
It should be pointed out that the direct supply of green power to multiple users by direct connection lines shall be stipulated separately. The distributed photovoltaic power supply shall be implemented in accordance with the Management Measures for the Development and Construction of Distributed Photovoltaic Power Generation and other policies. Scope of
the project: New energy projects can be constructed for the newly added load; green power direct connection can be carried out for the existing load on the premise that the existing coal-fired and gas-fired self-owned power plants have paid the renewable energy development fund in full; Export-oriented enterprises with rigid demand for carbon reduction can use the surrounding new energy resources to carry out green power direct connection of stock load; projects that are connected to the grid or whose consumption is limited and cannot be connected to the grid can carry out green power direct connection after changing the procedures.
In addition, the scale of wind power and solar power generation is included in the new energy power generation development and construction plan formulated by the provincial energy authorities.
Encouraging mode: In principle, the load is the main responsible unit for the green power direct connection project, and the power source can be invested by the load, or by the power generation enterprise or the joint venture company established by both parties; if the investment subject is not the same, a multi-year power purchase agreement or an energy management contract agreement shall be signed to clarify the division of property rights, settlement, responsibilities, etc.
Specific proportion: The project shall follow the principle of "determining the source by load", and the proportion of the annual self-generated electricity consumption of the overall new energy of the project to the total available power generation shall not be less than 60%. The proportion of total electricity consumption should not be less than 30% , and the proportion of self-use should be continuously increased to no less than 35% by 2030. The upper limit of the proportion
of on-grid electricity to the total available electricity generation is determined by the provincial energy authorities in accordance with the actual situation, generally not exceeding 20%.
Expenses: The green power direct connection project shall pay the transmission and distribution fees, system operation fees, policy cross-subsidies, government funds and additional fees according to the price of the State Council and the relevant provisions of the competent financial department. All localities shall not reduce or exempt relevant fees in violation of state regulations.
Electricity market: to participate in electricity market transactions as a whole, arrange production according to the results of market transactions, and settle according to the exchange power with the public grid. The project load shall not be purchased by the power grid enterprise.
Responsibility division: The grid-connected green power direct connection project and the public power grid form a clear and definite safety responsibility interface according to the property right demarcation point. The project should take into account the internal source and load characteristics, balance capacity, economic benefits, exchange power with the public grid and other factors, declare the grid-connected capacity independently and reasonably, and negotiate with the grid enterprises to determine the power supply responsibilities and costs other than grid-connected capacity.
Provincial authorities need to further refine the specific requirements such as the distance of local consumption, the proportion of on-grid electricity and the exit mechanism, and guide the project to assess the demand scientifically and reasonably, so as to avoid the situation that the actual operation deviates greatly from the design scheme and the consumption of new energy is less than expected.
