In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, promote the green development of manufacturing industry, forge new industrial competitive advantages in the process of implementing the target task of carbon peak and carbon neutralization, accelerate the construction of a modern industrial system, and promote new industrialization, the Ministry of Industry and Information Technology and other seven departments issued guidance on accelerating the green development of manufacturing industry.

It is pointed out that by 2030, the green low-carbon transformation of manufacturing industry has achieved remarkable results, the green development level of traditional industries has leaped as a whole, the industrial structure and layout have been significantly optimized, the proportion of green low-carbon energy utilization has been significantly increased, the level of comprehensive utilization of resources has been steadily improved, the intensity of pollutants and carbon emissions has been significantly reduced, and the total amount of carbon emissions has been achieved. To promote the green development of manufacturing industry, forge new industrial competitive advantages in the process of implementing the target task of carbon peak and carbon neutralization, accelerate the construction of modern industrial system and promote new industrialization, the following suggestions are put forward.

1. General requirements

(1) Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, the guiding ideology

thoroughly implements the spirit of the 20th National Congress of the Party, bases itself on the new stage of development, completely, accurately and comprehensively implements the new concept of development, speeds up the construction of a new pattern of development, and promotes the construction of a new pattern of development. 2. Accelerating the green and low-carbon transformation and upgrading

of traditional industries (3) Promoting the green and low-carbon optimization and reconstruction of traditional industries. We will accelerate the optimization and adjustment of the product structure, energy consumption structure and raw material structure of traditional industries and the reengineering of technological processes, so as to enhance their position and competitiveness in the global division of labor. We will build a clean, efficient and low-carbon industrial energy consumption structure, implement the action of clean and efficient utilization of coal by quality and classification, and promote the reduction and substitution of coal in key energy-using industries in an orderly manner. We will encourage qualified enterprises and parks to build industrial green micro-grids, promote the efficient complementary utilization of multi-energy, and use renewable energy on a large scale and in a high proportion nearby; We will accelerate the electrification of terminal energy use, broaden the field of electric energy substitution, and increase the proportion of green power consumption. Promote the substitution of green hydrogen, low (no) volatile organic compounds, renewable resources, industrial solid waste and other raw materials, enhance the supply capacity of natural gas, ethane, propane and other raw materials, and increase the proportion of green low-carbon raw materials. Promote short process technology in iron and steel, petrochemical, non-ferrous metals, textile, machinery and other industries. We will improve the long-term mechanism for resolving excess capacity through marketization and legalization, and promote the withdrawal of backward production capacity in accordance with the law and regulations. (4) Accelerate the transformation of green and low-carbon technologies in traditional industries. Regularly update and publish the green low-carbon technology-oriented catalogue of manufacturing industry, select and promote key common technologies with high maturity, good economy and remarkable green effect, and promote enterprises, parks and key industries to comprehensively implement a new round of green low-carbon technology transformation and upgrading. Supporting large enterprises to implement the whole process of systematic transformation and upgrading around the needs of green and low-carbon transformation of product design, manufacturing, logistics, use and recycling. Give full play to the leading role of chain owners, help small and medium-sized enterprises in the upstream and downstream of the industrial chain to identify the shortcomings of green low-carbon transformation, and organize and implement technological transformation step by step in a planned way. Industrial parks and industrial agglomeration areas are encouraged to carry out the overall transformation and upgrading of layout agglomeration, green structure and link ecology according to the requirements of the construction of green industrial parks, and to organize enterprises in the parks to continuously implement green low-carbon technology transformation. (5) Guiding regional green and low-carbon layout optimization. Adhere to the national chess game, take into account the regional industrial base, resource endowment, environmental carrying capacity and other factors, and promote traditional industries to form a new pattern of green low-carbon transformation of clustering and differentiation. We will implement major regional strategic positioning such as the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River Economic Belt, the construction of the Great Bay Area of Guangdong, Hong Kong and Macao, the integrated development of the Yangtze River Delta, the ecological protection and high-quality development of the Yellow River Basin, combine green development with industrial transformation, and strengthen cross-regional industrial division and cooperation, scientific and technological innovation, and optimal allocation of factors. Give full play to regional characteristics and advantages, comprehensively balance productivity, energy, resources, market demand and other factors, support the central and western and northeastern regions to undertake industrial transfer in an orderly manner, and avoid low-level redundant construction. Promote the green and coordinated promotion of regional industries, focusing on the development of industrial coupling modes such as steel co-production, refining and chemical integration, forestry-pulp-paper integration, carbon sequestration and other industries, as well as the integration modes of metallurgical and building materials industries such as co-disposal of domestic waste and heating to urban residents, and encourage conditional areas to strengthen resource coupling and recycling. 3. Promoting the development

of green and low-carbon emerging industries from a high starting point (6) Accelerating the completion of green and low-carbon shortcomings in emerging industries. Focus on the bottleneck links that restrict the green development of emerging industries, speed up the completion of shortcomings and weaknesses, and focus on solving the worries of sustainable development of emerging industries. In the field of new generation information technology, we should guide data centers to expand the proportion of green energy utilization, promote the application of low-power chips and other technology products, and explore the construction of market-oriented green low-carbon computing power application system. In the field of new energy, we will accelerate the research and development and industrial application of new solid waste comprehensive utilization technologies such as waste photovoltaic modules and wind turbine blades. In the field of new energy vehicles, we should improve the comprehensive utilization system of waste power batteries and promote standardized recycling and graded resource utilization. In the field of new materials, we will carry out R & D and application of technologies such as intensive utilization of associated minerals and tailings, large-scale utilization of industrial solid waste, and high-value utilization of renewable resources, so as to enhance the support capacity of strategic mineral resources such as rare earth and rare metals. In the field of high-end equipment, we will accelerate the innovation and industrial application of key remanufacturing technologies such as additive manufacturing, flexible forming, non-destructive testing and disassembly, and promote the remanufacturing of high-tech and high value-added equipment. In the field of environmental protection equipment, key core technologies should be strengthened to meet new needs such as the treatment of new pollutants. In the field of aerospace, we will actively develop new energy aircraft such as electric aircraft. In the field of ship and marine engineering equipment, we will accelerate the development and demonstration application of green intelligent ships powered by liquefied natural gas (LNG), methanol, ammonia and batteries, and promote the pilot projects of electrification transformation of inland and offshore ships.

(7) Focus on forging the advantages of green low-carbon industry. Based on the huge market space brought by the green low-carbon transformation of economy and society, we should vigorously develop green low-carbon industries and increase the proportion of green low-carbon industries such as green environmental protection, new energy equipment and new energy vehicles. Areas with good industrial foundation and prominent agglomeration characteristics should be encouraged to optimize the layout of industrial chains, gather various resource elements, enhance the ability of cluster governance, promote the development of industries from agglomeration to cluster, and cultivate a number of advanced manufacturing clusters with international competitiveness in the green and low-carbon fields. Strengthen the division of labor and cooperation in the green low-carbon industrial chain, support leading enterprises to strive for leading manufacturing enterprises, accelerate the extension of the industrial chain, create a number of single champion manufacturing enterprises in the key links of the industrial chain, cultivate a number of specialized and new "Little Giant" enterprises, and strive to enhance the competitiveness of the whole industrial chain.Promote the deep integration of industrial Internet, big data, artificial intelligence, 5G and other emerging technologies with green low-carbon industries, explore the formation of technologically advanced and commercially feasible application models, and form new momentum for industrial growth.

(8) Prospective layout of future industries in green and low-carbon fields. Focusing on the needs of energy revolution and industrial transformation under the goal of "double carbon", we plan to lay out future energy and manufacturing industries such as hydrogen energy, energy storage, bio-manufacturing, carbon capture, utilization and storage (CCUS). Focusing on the demand for hydrogen in petrochemical, steel, transportation, energy storage, power generation and other fields, we will build a technical equipment system for the whole industrial chain of hydrogen energy production, storage, transportation and utilization, so as to improve the economy of hydrogen energy technology and the completeness of the industrial chain. Focus on various application scenarios of energy storage in power supply side, grid side, user side and other power systems, develop new energy storage multi-technology, create energy storage technology product matrix required by new power system, and realize large-scale application of multi-time scale energy storage. Give full play to the environment-friendly advantages of bio-manufacturing, such as strong selectivity, high production efficiency and less waste, focus on light industry fermentation, medicine, chemical industry, agriculture and food, and establish a technical system for creating core strains and key enzymes for bio-manufacturing. Focus on CCUS technology life cycle energy efficiency improvement and cost reduction, carry out CCUS and industrial process coupling, carbon dioxide bioconversion and utilization technology research and development and demonstration.

4. Fostering a new form

of green integration of manufacturing industry (9) Promoting the deep integration of digitalization and greening. Give full play to the technological advantages of block chains, big data and cloud computing, establish a traceability system for recycling links, and promote the new mode of "industrial Internet + recycling of renewable resources". We will accelerate the establishment of a digital carbon management system and encourage enterprises and parks to coordinate the collection, monitoring, intelligent analysis and fine management of energy data and carbon emission data. We will promote the software packaging of green low-carbon technologies and support the development of special software, big data models and industrial APPs in the field of green low-carbon.

(10) Promoting the deep integration of green manufacturing and modern service industries. Following the trend of deep integration of modern service industry and manufacturing industry, we should further promote service-oriented manufacturing in the field of green and low-carbon, and build a high-quality and efficient green manufacturing service system. Large enterprises should be guided to make use of their own experience in green product design, green supply chain management and extended producer responsibility system to provide green promotion services for upstream and downstream enterprises. Green low-carbon equipment manufacturing enterprises are encouraged to change from providing "products" to providing "products + services". We will actively cultivate specialized green low-carbon public service platforms and service institutions, develop and promote green manufacturing solutions, and provide services such as green diagnosis, measurement and testing, R & D and design, integrated application, operation management, inspection and testing, evaluation and certification, and personnel training. We will deepen the innovation of green financial services, guide financial institutions to standardize supply chain financial services in supply chain scenarios, and provide green and low-carbon transformation financing services for upstream and downstream enterprises in the industrial chain.

(11) Promoting the deep integration of green consumption demand and green product supply. Focusing on the green consumption demand in energy production, transportation, urban and rural construction and other fields of society, we should increase the supply of green products, foster a new mode of deep integration of supply and demand, realize the synergy between supply and demand, and support the green and low-carbon transformation of the economy and society. We will comprehensively implement the green design of industrial products, and use product design concepts and methods with prominent green attributes such as harmlessness, intensification, reduction, low-carbon and recycling to build a green product supply system in the industrial field from basic raw materials to terminal consumer goods. We will accelerate the establishment and improvement of green product standards, labeling and certification systems covering major industrial sectors, study ways to increase government procurement of green products, and promote the application of green products such as photovoltaic and thermal products, new energy vehicles and ships, and green building materials. Large retail enterprises and e-commerce platforms are encouraged to enrich green consumption scenarios, optimize the purchase and use environment, and establish incentive mechanisms for purchase and sale.

5. Enhancing the basic capacity

of green development of manufacturing industry (12) Building a green low-carbon technology innovation system. In order to meet the market demand, we should integrate the deployment of green low-carbon technology to tackle key problems, transform and apply, and cultivate the main body, so as to guide all kinds of innovative elements to gather in the green low-carbon field, and realize the transformation of innovative efficiency into new industrial competitive advantages. Relying on the industrial infrastructure reengineering project and the major technical equipment research project, we will promote the key basic materials, basic components and subversive technologies closely related to the green low-carbon transformation in an orderly manner, and accelerate the breakthrough of a number of landmark major equipment such as green power equipment, rail transit and construction machinery. Strengthen the dominant position of enterprises in scientific and technological innovation, cultivate leading enterprises in green and low-carbon science and technology, and specialize in new "Little Giant" enterprises. We will accelerate the construction of innovative consortia and original technology sources in key areas of green and low carbon. We will build a number of national industrial measurement and testing centers in iron and steel, petrochemical, household appliances and other industries, and carry out research and development of key green and low-carbon measurement technologies and equipment. We will lay out and build manufacturing innovation centers, test and verification platforms and pilot platforms in the green and low-carbon fields, and accelerate the engineering and industrialization of scientific and technological achievements. We will improve the mechanism for technology application and promotion, organize and formulate guidelines for the docking of supply and demand, and carry out technical exchanges.

(Thirteen) improve the green development policy system. Guided by precision, coordination and sustainability, we should improve fiscal, taxation, financial, investment and price policies to support green development, innovate policy implementation methods, and gradually establish a long-term mechanism to promote green development of manufacturing industry. Through existing financial channels, we will focus on supporting major green low-carbon technology and equipment, green low-carbon industrial infrastructure construction and other directions and fields. We should give full play to the role of the national platform for industrial and financial cooperation, rely on the special working mechanism for expanding medium and long-term loans to manufacturing industry, establish and improve the normal working mechanism for financial resources to support the green and low-carbon transformation of manufacturing industry, establish a green and low-carbon technological transformation project bank and benchmarking enterprise bank, increase financial support for green finance and transformation, and make good use of structural monetary policy tools such as carbon emission reduction support tools. Existing government investment funds are encouraged to cultivate and incubate new industries, new formats and new models in the green and low-carbon fields in a market-oriented manner. Give full play to the positive incentive role of tax preferential policies, implement tax preferential policies on the promotion and application of green technology, resource conservation and recycling, and ensure that eligible market participants should enjoy them. We will improve the management system for industrial energy conservation, improve relevant policies and regulations, and urge enterprises to strengthen compliance construction and use energy rationally in accordance with the law and regulations. Considering the level of energy consumption and environmental protection performance, we should improve the ladder electricity price system and water price policy. We will improve the supporting system of the national carbon emissions trading market, study and expand the coverage of the industry in an orderly manner, and coordinate and promote the construction of carbon emissions trading, energy rights trading, green electricity green certificate trading and other markets.

(Fourteen) improve the green low carbon standard system. Strengthen the top-level design and normative management of standards, promote the convergence and matching of various standards at all levels, and strengthen the implementation and application evaluation of standards. Give full play to the role of relevant standardization technical organizations, speed up the formulation of national standards, industry standards and group standards for carbon emission basis, accounting and reporting, low-carbon technology and equipment in accordance with the principles of demand-oriented, advanced and applicable, and urgent use first, and complete the revision of more than 500 carbon peak standards by 2030. We will continue to improve the standards for energy conservation, water conservation, comprehensive utilization of resources and environmental protection equipment, steadily upgrade the standards for green factories, green products, green industrial parks and green supply chains, and coordinate the promotion of digital enabling green low-carbon standards. Strengthen the research and comparative analysis of international standards, promote the transformation and application of advanced international standards in China, actively participate in the formulation of international standards and rules, and promote the transformation of China's green low-carbon standards into international standards.

(Fifteen) optimize the green low carbon benchmarking system. Give full play to the leading role of green low-carbon benchmarking, build a benchmarking cultivation system linking the "comprehensive benchmarking" of green manufacturing with the "single benchmarking" in the field of subdivision, and build a leading force for the green development of manufacturing industry. To formulate gradient cultivation and management measures for green factories, give full play to the basic and guiding role of green factories in the green and low-carbon transformation of manufacturing industry, vertically form a three-level linkage mechanism for green factories at the national, provincial and municipal levels, and horizontally drive enterprises in the park and upstream and downstream supply chains to create green factories through green industrial parks and green supply chain management enterprises. By 2030, the output value of green factories at all levels will account for more than 40% of the total manufacturing output value. Green factories are encouraged to further tap the potential of energy conservation and carbon reduction and create "zero carbon" factories. Deeply carry out the cultivation of green design demonstration enterprises for industrial products, and constantly explore green low-carbon paths and solutions. We will continue to select and publish "leaders" in energy efficiency, "leaders" in water efficiency, enterprises with standardized conditions for renewable resources, enterprises with standardized conditions for environmental protection equipment, and pilot enterprise parks for industrial wastewater recycling, so as to tap the potential of energy and resource conservation from the whole industrial process.

6. Organizing and implementing

(16) Strengthening overall coordination. Strengthen inter-departmental cooperation, promote the formation of joint efforts, and coordinate the solution of major problems. We will increase the guidance and evaluation of key work such as the cultivation of local green low-carbon industries, technological transformation and upgrading, and carbon peak in the industrial sector, and encourage innovative support policies to rationally set up policy transition periods. Relevant industry associations, professional think tanks and third-party organizations play an active role as bridges and links to promote the promotion of green low-carbon technologies, products and services, and to promote green low-carbon development in key industries and important areas.

(17) Deepening international cooperation. Make use of the existing bilateral and multilateral mechanisms to strengthen the exchange and docking of green development strategies, plans, policies, standards and conformity assessment. We will deepen exchanges and cooperation with other countries in green technology, green products, green equipment, green services and product carbon footprint management, promote China's new energy, new energy vehicles, green environmental protection and other technical equipment to go out in an orderly manner, encourage the construction of Sino-foreign cooperative green industrial parks where conditions permit, and make China's contribution to global green development.

(18) Strengthen personnel training. Supporting universities and research institutes to add specialties urgently needed in green and low-carbon fields, and encouraging enterprises to carry out "order-based" training of talents with universities and research institutes. Relying on the manufacturing talent support plan, the excellent engineer firewood plan and various high-level talent plans, we will introduce and cultivate high-level talents at home and abroad in the field of green and low carbon. Support local governments to carry out vocational skills training in green and low-carbon areas.

(19) Do a good job in propaganda and guidance. Organize and carry out activities such as National Ecological Day, Environment Day, Energy Conservation Publicity Week, Low Carbon Day and China Water Week, strengthen public opinion guidance of various media and public welfare organizations, intensify publicity of relevant policies and regulations, advanced technologies and typical cases for green development of manufacturing industry, and promote a number of advanced experiences and measures that can be used for reference and replicated.
