On November 7, Sichuan Provincial Department of Economy and Information Technology, Sichuan Provincial Department of Ecology and Environment, Chongqing Municipal Commission of Economy and Information Technology, and Chongqing Municipal Bureau of Ecology and Environment jointly released the 2023-2024 Staggered Peak Shutdown Plan for the Cement Industry in Sichuan and Chongqing.
Starting from November 7, all cement clinker production lines in Sichuan and Chongqing shall carry out peak-shifting production, and the annual peak-shifting production benchmark days of each cement clinker production line shall be 140 days + X days (X is the number of kiln shutdown days adjusted in real time according to factors such as environmental protection, energy consumption, carbon reduction and environmental sensitive period). The time for peak staggering production during the Spring Festival, hot summer days, rainy season, major activities and air pollution prevention and control in autumn and winter is included in the total number of days of peak staggering production in that year.
(1) Clinker production lines for coordinated disposal of municipal solid waste throughout the year shall be exempted from peak staggering production. If the relevant departments have other requirements in key periods such as emergency response to heavily polluted weather and guarantee of major activities, they shall be implemented in accordance with their requirements.
(II) Cement enterprises, enterprises producing special cement and production lines co-processing carbide slag and solid hazardous waste in key industries with performance evaluation of heavy pollution weather in Sichuan and Chongqing shall be exempted from peak staggering according to the actual situation, which shall be implemented in accordance with the implementation rules of normal peak staggering production of Sichuan and Chongqing Provincial Cement Association.
(3) The above differential peak-shifting production reduction and exemption policies shall not be superimposed, and cement clinker production lines with performance evaluation below B level in key industries with heavy pollution weather in Sichuan and Chongqing shall not enjoy the above peak-shifting production reduction and exemption policies.
In order to reduce the occurrence of haze, in 2015, the Ministry of Industry and Information Technology and the Ministry of Environmental Protection jointly issued the Notice on the Comprehensive Trial Implementation of Winter Cement Peak-Staggered Production in Northern Heating Areas, which opened the way of peak-staggered production in the cement industry in the north. After several years of continuous improvement, in 2020, the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment jointly issued the Notice on Further Improving the Normalized Peak-Staggered Production of Cement, which promotes the normalization of the region and time of peak-staggered production of cement in China, and clearly requires that all cement clinker production lines should carry out peak-staggered production.
Entering the middle of November, the northern heating season is coming, and many cement enterprises are also ushering in the winter peak staggering. Henan, Shandong and other major cement provinces have officially entered the state of winter peak staggering and shutdown since November 15. Peak-shifting production in
cement industry also meets the requirements of China's carbon peak target. On November 7,
2022, the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecological Environment and the Ministry of Housing and Urban-Rural Development jointly issued the Implementation Plan of Carbon Peak in Building Materials Industry. The Plan mentions that cement peak staggering production should be improved. Classified guidance, differential management and control, precise measures to arrange peak staggering production, promote the orderly development of national cement peak staggering production, effectively avoid the superposition of cement production emissions and heating emissions.
