On November 7, Sichuan Provincial Department of Economy and Information Technology, Sichuan Provincial Department of Ecology and Environment, Chongqing Municipal Commission of Economy and Information Technology, and Chongqing Municipal Bureau of Ecology and Environment jointly released the 2023-2024 Staggered Peak Shutdown Plan for the Cement Industry in Sichuan and Chongqing.
First, to strengthen the responsibility
of the cement industry in Sichuan and Chongqing, the structural contradiction of serious overcapacity is still prominent, and the task of air pollution prevention and control is still arduous. The economic, information and ecological environment departments of cities (prefectures), districts and counties should guide the cement enterprises to further enhance their ideological awareness and strengthen their political positions. We should conscientiously implement Xi Jinping's thought of ecological civilization, firmly establish new development concepts, adapt to the normalization requirements of cement peak staggering production, scientifically plan, classify guidance, differential control and implement responsibilities, strengthen the linkage between Sichuan and Chongqing, rationally shorten the operation time of cement clinker plants, effectively reduce excess capacity, and promote the development of cement production. of cement industry 2. Scientifically optimizing peak-staggering production time
All cement clinker production lines in Sichuan and Chongqing should carry out peak-staggering production. The annual off-peak production benchmark days of each cement clinker production line is 140 days + X days (X is the number of kiln shutdown days adjusted in real time according to factors such as environmental protection energy consumption, carbon reduction and environmental sensitive period). The time for peak staggering production during the hot summer days of the Spring Festival, rainy season, major activities and air pollution prevention and control in autumn and winter is included in the total number of days of peak staggering production in that year.
3. Classified implementation of differentiated management and control
(1) Clinker production lines for coordinated disposal of municipal solid waste throughout the year are exempted from peak staggering production. If the relevant departments have other requirements in key periods such as emergency response to heavily polluted weather and guarantee of major activities, they shall be implemented in accordance with their requirements.
(II) Cement enterprises, enterprises producing special cement and production lines co-processing carbide slag and solid hazardous waste in key industries with performance evaluation of heavy pollution weather in Sichuan and Chongqing shall be exempted from peak staggering according to the actual situation, which shall be implemented in accordance with the implementation rules of normal peak staggering production of Sichuan and Chongqing Provincial Cement Association.
(3) The above-mentioned differential peak-staggering production reduction and exemption policies shall not be superimposed. Cement clinker production lines whose performance evaluation of key industries in heavy polluted weather in Sichuan and Chongqing is below B level shall not enjoy the above-mentioned peak-staggering production reduction and exemption policy
. Reasonably arrange off-peak production time to ensure cement market supply and staff income. During the period of peak staggering production, cement enterprises should coordinate the maintenance and technical transformation of cement kilns and environmental protection facilities, focus on improving the production environment and deepening environmental governance. Key enterprises should give full play to their leading role, continue to promote the modernization of industry governance system and governance capacity, and achieve the unity of environmental, economic and social benefits.
5. Strengthen supervision, inspection and punishment
. Sichuan and Chongqing provincial departments regularly inspect or spot check the implementation of peak staggering production in cement enterprises every year, and make public announcements. The competent economic and information departments of cities (prefectures), districts and counties shall, in conjunction with the ecological environment departments, inspect the implementation of peak-staggering production of cement enterprises in the region every six months, urge enterprises to conscientiously implement relevant laws, regulations and mandatory standards, and strengthen the inspection of the operation of environmental protection facilities of enterprises, and report the situation of peak-staggering production. The competent economic and information department at the provincial level shall interview the enterprise; if the enterprise refuses to make corrections, the competent economic and information department at the provincial level shall cancel the preferential policy for peak staggering for the next year, restrict the transaction of its production line as a capacity replacement index, and cancel the qualification of the enterprise and its employees to be recommended first in all kinds of evaluation. Enterprises with records of environmental violations during the year shall not enjoy preferential policies for peak staggering in the next year.
6. To give full play to the role
of the association, the Cement Association of Sichuan and Chongqing should vigorously guide, coordinate and urge relevant enterprises to strengthen self-discipline. Sichuan-Chongqing Cement Association is responsible for drafting the detailed rules for the implementation of differentiated peak-shifting production in the cement industry and submitting them to the provincial departments of economy, informatization and ecological environment for approval; entrusted by the provincial departments of economy, informatization and ecological environment, Sichuan-Chongqing Cement Association regularly verifies and reports the implementation of peak-shifting production, coordinates enterprises to stabilize market supply and prevent price hikes.
This document shall be implemented as of the date of issuance, and the Notice of the Department of Economy and Information Technology of Sichuan Province and Other 4 Departments on Normalized Peak-Staggered Production of Cement in Sichuan-Chongqing Region (CJXMT [2021] No.149) shall be abolished at the same time.
