On December 9, the Department of Industry and Information Technology of Shandong Province, the Development and Reform Commission of Shandong Province, the Department of Natural Resources of Shandong Province, the Department of Housing and Urban-Rural Development of Shandong Province, the Department of Commerce of Shandong Province, the Department of Ecological Environment of Shandong Province, the Supervision Bureau of Shandong Province and other seven departments jointly issued the Notice on Doing Well the Work Related to the Steady and Orderly Development of the Cement Industry (hereinafter referred to as the Notice).
In order to further implement the relevant work arrangements for the steady growth of the building materials industry, promote the stable operation of the cement industry as soon as possible, improve the overall efficiency level of the industry, and promote the orderly, stable and healthy development of the industry, the following points deserve our attention.
1. By the end of 2024, the shutdown and demolition of the cement clinker production lines of 2500 tons/day or less to be withdrawn in the whole province will be completed, and the acceptance will be completed by January 2025. According to the statistics of China Cement Network, there are six production lines of 2500t/d and below in Shandong at present.
They are the 2500t/d production line of Shandong Lianhe Wangqi Cement Co., Ltd., the 2500t/d production line of Yantai Qixia Zhonglian Cement Co., Ltd., and the 2500t/d production line of Qufu Zhonglian Cement Co., Ltd; 2500t/d production line of Shandong Lutai Environmental Protection Building Materials Co., Ltd.; 2500t/d production line of Longkou Fanlin Cement Co., Ltd.; 2500t/d production line of Shandong Shanlu Environmental New Materials Co., Ltd. The above production lines will be shut down and dismantled soon.
2. Emphasize strengthening the role of industry associations, strengthening the organization, implementation and daily supervision of peak-staggering production, clarifying the roles of relevant departments at the municipal and provincial levels, taking measures such as interviewing and restricting the transfer of production capacity for enterprises that violate the regulations, and no longer arranging for the declaration of security incentive projects before the completion of the rectification of the interviewed enterprises.
The Notice clearly requires how to strictly normalize peak staggering production, and the corresponding punishment measures are implemented by the government departments, which strengthens the deterrence of violations and is conducive to the effective implementation of normalized peak staggering production. And then to promote the smooth and orderly development of Shandong cement industry to provide protection.
3. Encourage leading cement enterprises to carry out cross-regional and cross-ownership mergers and reorganizations, enhance industry concentration and resist vicious competition. Support enterprises to carry out capacity optimization docking work, gradually reduce the release of excessive capacity, and achieve capacity optimization.
According to the data of China Cement Network, the TOP5 capacity concentration of Shandong cement industry is 64.83%, and there is still much room for improvement. Accelerating mergers and acquisitions in the industry is conducive to enhancing industrial concentration and promoting the steady development of the industry.
4. Promote the standardized and orderly development of bulk cement circulation and improve the clean transportation level of bulk cement and ready-mixed products. Strengthen the control of dust and mobile source pollution of foreign cement and clinker in port loading and unloading, storage and transportation, cement preparation and other links. While requiring clean transportation in the circulation of cement in
Shandong Province, it also requires strengthening the pollution control of foreign cement in loading, unloading and transportation, which is conducive to ensuring the fairness of market competition and promoting the high-quality development of the industry. Recently, there is a rising trend of imported clinker from abroad, so it is necessary to strengthen the provention and control of pollutants in circulation.
The following are the core contents of the Notice:
First, speed up the withdrawal of inefficient and backward production capacity. Complete the task of shutdown and withdrawal, complete the shutdown and demolition of 2500 tons/day or less cement clinker production lines to be withdrawn in the province by the end of 2024, and complete the joint acceptance report and on-site supervision and inspection by January 2025. The transfer of grinding capacity that has been eliminated shall be restricted, and the grinding capacity listed in the announcement list of elimination of cement mills with a diameter of 3.2 meters or less (except for the supporting mills of special cement clinker production lines) shall no longer participate in the capacity replacement of new projects from January 1, 2025. It is strictly forbidden to increase the production capacity of cement clinker and grinding, speed up the renewal of production process, technology and equipment, and guide the orderly withdrawal of inefficient production capacity. Strictly implement the national industrial policies and industry management norms such as "Access Conditions for Cement Industry", "Guiding Opinions on Promoting the Withdrawal of Backward Production Capacity by Using Comprehensive Standards in accordance with the Law and Regulations", "Implementation Measures for Capacity Replacement in Cement Glass Industry", and resolutely eliminate backward and excess production capacity. To simplify the procedures for transferring production capacity across provinces, the transfer of production capacity located in key areas of national air pollution prevention and control or within the same corporate enterprise group shall be reported to the competent departments of industry and information technology at all levels in the province.
2. Strict normalization of peak staggering production. Strengthen unified coordination, give full play to the role of industry associations, strengthen the organization, implementation and daily supervision of peak-staggering production, increase the disclosure of peak-staggering production information, regularly publish the implementation of peak-staggering, and ensure consistency. Strengthen the implementation constraints, give appropriate constraints to the enterprises that violate the regulations of peak staggering production, and for the enterprises that fail to implement the peak staggering production for the first time, the municipal departments of industry, information technology and ecological environment shall jointly and publicly interview the enterprises and
put forward the rectification requirements. Enterprises that have not been corrected or failed to correct after two interviews at the municipal level shall be jointly interviewed by the provincial departments of industry, information technology and ecological environment. Strengthen the implementation, for enterprises that do not correct or fail to correct after interview, the supporting grinding capacity indicators shall not be transferred in the same year, and the next year shall depend on the rectification situation. The interviewed enterprises shall specify in the list of cement clinker production lines updated and announced in the next year that their production lines shall be restricted to be traded as capacity replacement indicators. Each city should take the implementation of peak staggering production as an important consideration index for evaluation and financial support. Through the online monitoring platform for pollutant discharge, the ecological environment departments of each city shall keep abreast of the implementation of peak-staggering production of enterprises, investigate and punish the illegal acts of excessive discharge, falsification of monitoring data and discharge of pollutants in violation of the provisions of pollutant discharge permits according to law, and incorporate the implementation of peak-staggering production of cement enterprises into the performance evaluation system of key industries in heavily polluted weather. The industrial and information technology departments of each city will no longer arrange for the declaration of guarantee and reward projects before the completion of the rectification of the enterprises interviewed.
3. Promoting the transformation and development of the industry. Strengthen industry integration, improve the coordination mechanism of key enterprises of the government and associations, encourage leading cement enterprises to carry out cross-regional and cross-ownership mergers and reorganizations, enhance industry concentration, strengthen industry self-discipline, and resist vicious competition. Promote transformation and upgrading, promote the green transformation of production methods and products in the cement industry, develop low-carbon cement products and new materials such as new carbon-fixing cementitious materials, and encourage leading enterprises in the industry to develop producer services. Encourage capacity optimization, support cement enterprises to carry out capacity optimization docking work, encourage enterprises with large capacity scale, high energy efficiency and environmental performance to sign long-term clinker supply agreements with other enterprises on the basis of strict implementation of peak staggering production, reduce the opening time of some cement kilns, reduce the release of excessive capacity, and gradually achieve the goal of optimizing capacity.
Fourth, improve the management level of the industry. To strengthen industry management and improve the quality responsibility system, relevant departments should work together to strictly supervise the quality of cement in accordance with the mandatory requirements of national technical specifications. Strengthen the supervision of product quality and safety in production and sales, strictly examine the production license of industrial products, and investigate and punish quality violations according to law. Strengthen the supervision and management of the use link, and urge the construction, supervision and construction units to implement the daily inspection system of the construction site. Promote the orderly development of bulk cement circulation and improve the level of clean transportation of bulk cement and ready-mixed products. We should strengthen environmental supervision, strengthen the control of dust and mobile source pollution of foreign cement and clinker in port loading and unloading, storage and transportation, cement preparation and other links, strengthen industry self-discipline, give full play to the role of bridge and link of industry associations, increase communication and coordination among enterprises, and enhance overall competitiveness. Organize and carry out docking activities between upstream and downstream enterprises to open up marketing channels and improve operational efficiency and profitability.
