The Guiding Opinions on Promoting the Steady Growth, Structural Adjustment and Benefit Increase of the Building Materials Industry (GBF

[2016] No.34) proposed to promote the structural reform of the supply side through measures such as "capacity replacement" and "peak staggering production", so as to promote the transformation, upgrading and healthy development of the building materials industry. In the first few years, this policy has achieved good results in reducing clinker production capacity in relevant areas and reducing air pollution during heating period. However, around 2019, there was a deviation in the implementation of the policy, because some "backward", "inefficient" or even "zombie" production capacity participated in the replacement of production capacity, and the replacement capacity was completely approved according to the kiln diameter, which led to the actual production capacity of some clinker production lines with a replacement approved capacity of 5000 TPD reaching 7000 TPD after completion. The actual production capacity of 4000tpd has reached more than 6000 TPD. After 2020, many enterprises have discovered the "mystery" in the middle, and have begun to increase production and transformation, which has promoted the actual production capacity to increase substantially, resulting in the phenomenon of 30% off-peak shutdown, 40% increase in production capacity, and the actual output has not decreased but increased, and the total energy consumption, pollutant emissions and carbon emissions have not decreased due to off-peak. At the same time, the increase of actual output has further intensified the contradiction between supply and demand, and many regions have to introduce more and more off-peak shutdown days, eventually falling into a vicious circle of "the more off-peak shutdown, the more production transformation; the more production transformation, the more off-peak shutdown days". Some enterprises have invested a lot of money to increase production and transform the "advanced production line", but in exchange for 100 days or even more than 200 days of kiln shutdown, almost becoming a "zombie enterprise".

Whether it is carbon peak before 2030 or carbon neutralization before 2060, the essence is to control the total emissions of carbon dioxide or greenhouse gases. Intensity control is the guarantee of the process, and total control can achieve the goal. The National Development and Reform Commission (NDRC) proposed "strict control of energy consumption intensity" and "reasonable control of total energy consumption" in the Plan for Improving the Dual Control System of Energy Consumption Intensity and Total Amount. The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecological Environment and the Ministry of Housing and Urban-Rural Development jointly issued the "Carbon Peak Implementation Plan for Building Materials Industry", which also specifically mentioned that "based on total amount control, the key is to improve the level of comprehensive utilization of resources". with "days" as the standard can alleviate air pollution in heavily polluted weather, but the reduction of clinker production and total carbon dioxide has not achieved the desired effect. In my opinion, the balance of supply and demand and effective carbon reduction can be achieved through the "double control" of comprehensive energy consumption intensity and total amount of clinker, which can not only promote energy conservation and emission reduction, but also realize the implementation of supply-side reform. It can also make full use of the results of the current work, such as the announcement of clinker production capacity in the industry and information sector, the energy conservation supervision and the investigation of enterprises in key areas of high energy-consuming industries in the development and reform sector. The specific suggested measures are as follows:

1. The energy consumption intensity of a single cement enterprise fully complies with the relevant requirements of the Benchmarking and Benchmarking Levels of Energy Efficiency in Key Areas of High Energy-consuming Industries (GB 16780 – 2021 Edition) issued by the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the General Administration of Market Supervision and the National Energy Administration.

2. The total energy consumption control index can be set by referring to the following formula:

, where: T — the total comprehensive energy consumption target of clinker in the kiln line (ton of standard coal);

A — rated clinker production capacity, which is determined according to the design capacity and the converted capacity of the measured kiln diameter in the annual cement clinker production line list announced by the provincial department of industry and information technology (smaller) (t/d);

B — industrial standard operation days, usually 310 days;

C — Target value of comprehensive energy consumption intensity per unit product of clinker (kg standard coal/ton of clinker), which can select Grade 2 index of comprehensive energy consumption per unit product of clinker 107 kg standard coal/ton of clinker in GB16780-2021;

D — Energy load reduction coefficient (%), which is formulated nationally or regionally according to the decomposition target of energy consumption double-control index, and can be adjusted annually.

3. Combining with the National Energy Conservation Supervision of the Ministry of Industry and Information Technology and the Energy Efficiency List Verification Mechanism of the Development and Reform Commission on Key Areas of High Energy-consuming Industries to ensure the implementation.
