(1) Peak-staggering production arrangement

A-level enterprises will implement independent emission reduction from November 15, 2023 to March 15, 2024;
Class B enterprises shall implement peak staggering and shutdown from November 15, 2023 to January 20, 2024 and from February 10, 2024 to March 15, 2024; Grade
C enterprises will implement peak load shifting and shutdown from November 15, 2023 to January 31, 2024 and from February 11, 2024 to March 15, 2024;
Grade D enterprises will implement peak load shifting and shutdown from November 15, 2023 to March 15, 2024.
2. Cement clinker production lines undertaking residential heating tasks shall implement "fixed production by heat", operate according to the minimum production load on the premise of guaranteeing heating tasks, and make up for the number of days of kiln shutdown from March 16, 2024. In addition, the supplementary shutdown time and the off-peak shutdown time in non-heating season shall not be offset; for the cement clinker production line with the treatment of domestic waste and sludge in the original state of more than 400 tons/day and less than 600 tons/day, 2/3 of the off-peak production shutdown time of the production line shall be implemented according to the enterprise environmental performance rating results; The cement clinker production line with the total amount of domestic waste and sludge in the original state of more than 600 tons per day and the production line with the total amount of toxic and harmful wastes per day higher than 6% of the cement clinker production capacity shall implement 1/2 of the kiln shutdown time of the production line according to the enterprise environmental performance rating results.
Enterprises should scientifically formulate peak-staggering production plans according to the actual situation, specify the specific shutdown time of cement kiln co-disposal production line, and submit them to industrial and information departments and ecological environment departments. Whether the disposal of the above cement kiln co-disposal production line is true or not, the experts will be organized to verify the situation on the spot.
3. Cement grinding process (including independent grinding station) and special cement enterprises using carbide slag production line and aluminate, sulphoaluminate, white silicate, etc. The above three types of production lines shall be limited (stopped) according to the results of enterprise environmental performance rating and emergency control measures for heavily polluted weather.
(2) According to the notification spirit of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on the normalization of peak-staggering production in the cement industry in the non-heating season of 2024, during the non-heating season from March 16 to November 14, 2024, the provincial cement industry in the whole province will be arranged for peak-staggering production. The provincial building materials industry association can organize the provincial cement enterprises to independently agree on the peak staggering production plan, and report the implementation of the peak staggering production to the Department of Ecology and Environment of the Provincial Department of Industry and Information Technology.
3. Safeguard measures
(1) The Provincial Department of Industry and Information Technology, together with the Provincial Department of Ecology and Environment, is responsible for supervising the implementation of peak staggering production and carrying out supervision and inspection from time to time. For enterprises that do not implement the arrangement of off-peak production time, interviews shall be conducted when necessary; for those that do not correct after interviews, their environmental performance level shall be reduced or their relevant production line capacity index replacement transactions shall be restricted, and the preferential policies for off-peak production in the heating season of the next year shall be cancelled if the circumstances are serious.
(2) The competent departments of industry and information technology of provincial municipalities, Jiyuan Demonstration Zone and the Bureau of Ecological Environment (sub-bureau) shall jointly formulate the implementation plan (or work plan) for the peak-staggering production of cement enterprises in the region, and jointly supervise the strict implementation of the peak-staggering production. During the implementation of peak staggering production in the whole province, we will timely grasp the implementation of peak staggering production and energy saving and emission reduction in cement enterprises in the whole province by collecting environmental monitoring data, electricity consumption data or joint field visits and inspections. And regularly (monthly during the implementation of peak-staggering production) report to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment on the implementation of peak-staggering production of cement clinker production lines in the province. For enterprises that fail to carry out the task of peak staggering production in accordance with the requirements of the Notice, relevant departments at all levels should immediately urge relevant enterprises to rectify and implement it in place

(3) Henan Building Materials Industry Association is specifically responsible for organizing and implementing the work of peak staggering production in cement enterprises throughout the province, and should effectively formulate emergency safeguard plans. Establish a supervision mechanism for the implementation of peak staggering production. During the implementation of peak-staggering production in the whole province, the implementation of relevant work shall be reported to the Provincial Department of Industry and Information Technology and the Department of Ecological Environment before the 10th day of each month, and the implementation of enterprises shall be made public through the website of the Provincial Building Materials Industry Association and subject to social supervision.
(4) All relevant enterprises in the province should firmly establish the overall situation concept, strengthen the implementation consciousness, consciously implement the relevant policy requirements and standards, actively fulfill their social responsibilities, and earnestly strengthen industry self-discipline; We should make overall arrangements for production and operation, adjust production plans in advance, and seamlessly link equipment maintenance, facilities maintenance, technological transformation, staff training and other work with peak staggering production, so as to ensure the stability of employment and treatment of workers, ensure orderly market supply and maintain good market order.
