I. Main Work and Experience
of the Association in the Past Six Years Since the Eighth Congress of China Cement Association, the cement industry has experienced an extraordinary course of development. During this period, the COVID-19 epidemic raged, the development of the national economy was greatly affected, and China's cement production also dropped rapidly from 2.38 billion tons to 18.
Faced with the current complex and changeable market competition environment, serious overcapacity, lack of self-discipline in the industry, and serious decline in economic efficiency, we earnestly studied the spirit of the 18th, 19th and 20th National Congresses of the Communist Party of China. We should conscientiously implement the spirit of the Central Economic Work Conference over the years, take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, constantly strengthen political awareness, overall situation awareness, core awareness and alignment awareness, thoroughly implement the new development concept, connect with the actual situation of the industry, take the problem as the orientation, and aim at the main contradictions existing in the industry, so as to dare to act and act. A series of measures have been put forward and taken in due course. Under the leadership and support of the Ministry of Social Work, the Ministry of Civil Affairs, the Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecological Environment, the General Administration of Market Supervision and Administration of the Central Committee of the Communist Party of China and the China Building Materials Federation, and with the active cooperation and participation of the vice-presidents, executive directors, governing units and the vast number of cement enterprises and member units. We will conscientiously implement industrial policies and strive to promote structural reform on the supply side, organically integrate and apply the elimination of backward production capacity with the development of peak staggering production, and carry out industry self-discipline, so as to continuously promote the high-quality development of the industry. After six years of ups and downs in the development of the
cement industry, green low-carbon has become the main theme of the development of the industry, self-discipline and efficiency is the most important task of the industry, and the goal of high-quality and healthy development has been agreed by the industry. Looking back on the development of the industry in the past six years, we look forward to a better future for the cement industry. The main practices of the work in recent
years are summarized as follows:
(1) Always adhere to the implementation of industrial policies, focus on "capacity reduction and steady growth", and promote the healthy development
of the industry. In the past six years, under the influence of the international and domestic economic situation, the contradiction between supply and demand in China's cement industry has become more and more prominent. The core problem is "overcapacity", which is becoming more and more serious, and the utilization rate of capacity is getting lower and lower year by year. Resolutely implementing the policy of capacity replacement and normal peak staggering production is essential for the industry to reduce capacity, stabilize growth, promote the healthy development of the industry, and achieve "stable growth and increase efficiency".
In view of the continuous decline in cement demand in recent years and the increasingly prominent contradiction between excess and excess in the industry, the China Cement Association actively promoted and participated in the revision of the capacity replacement policy, organized and held a seminar on the "Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry". The opinions and suggestions of enterprises are widely listened to and professional reports are formed and submitted to the Department of Raw Materials Industry of the Ministry of Industry and Information Technology. Suggestions put forward in the report on further increasing the replacement ratio, strictly controlling the replacement conditions, and strengthening supervision and management have been adopted. The association actively organizes and participates in Basu Conch Cement Co., Ltd., Fujian Yongding Xingxin Cement Co., Ltd., Oriental Hope Chongqing Cement Co., Ltd. Huayuan Market economy is a demand-oriented economy, and the total amount and structure of supply must be adapted to the current demand. In 2020, the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment jointly issued the Notice on Further Improving the Normalized Peak-Staggered Production of Cement, which plays an important role in the steady growth of the cement industry under the new situation. China Cement Association has actively promoted and promoted the promulgation of the policy of normalized peak-shifting production, formulated and issued the Detailed Rules for the Implementation of Peak-shifting Production in the Cement Industry, made annual statistics on the work plan of peak-shifting production in the cement industry of all provinces, municipalities and autonomous regions in summer, and compiled and issued the annual summary and statistical analysis report of peak-shifting production in the industry. Publicize the implementation of peak staggering production plans on the official website of the association. China Cement Association has fully implemented the Work Program for Steady Growth of Building Materials Industry issued by the Ministry of Industry and Information Technology and other eight departments, and has organized a series of meetings, such as the "Conference on Steady Growth of Leaders of Large Cement Enterprises in Northern China", "Conference on Steady Growth of Leaders of Key Large Cement Enterprises", "Seminar on Green, Low Carbon and High Quality Development of Cement Industry". It focused on the key contents and objectives of green low-carbon transformation and supply-side structural reform, reached seven consensus, and issued an initiative to the whole industry. In accordance with the spirit of the meeting and the seven consensus opinions, China Cement Association drafted and compiled the Work Program on Promoting the Supply-side Structural Reform of the Cement Industry Focusing on Green and Low Carbon Transformation and Guiding the Withdrawal of Excess Capacity, and actively promoted the implementation of various measures of the Work Program. (2) Always adhere to guiding industry self-discipline, focusing on anti-monopoly, anti-dumping and anti-unfair competition, and leading the stable development of the industry. Industry self-discipline is the cornerstone of the stable development of the cement industry. China Cement Association firmly implements the principles and policies of the Party Central Committee and the State Council in practical work, consciously combines the work of the Association with the Party's and the state's policies and the development of the industry, and takes the realization of stable economic growth of the industry as the entry point and foothold of all work to achieve stable development of the industry. At the meeting of the Political Bureau of the Central Committee of the Communist Party of China, we should strengthen industry self-discipline and prevent vicious competition of involution. Strengthen the mechanism of survival of the fittest in the market and smooth the exit channels of backward and inefficient production capacity. China Cement Association responded positively and took the lead in organizing the "Symposium on Strengthening Self-discipline of Cement Industry and Promoting High-quality Development" in the cement industry, and issued a special document to local cement (building materials) associations and vice president units to solicit suggestions on policies and measures to strengthen self-discipline of the industry, drafted the "Research Report on Strengthening Self-discipline of Cement Industry" and submitted it to the Department of Raw Materials Industry of the Ministry of Industry and Information Technology. With regard to anti-monopoly, anti-dumping and anti-unfair competition in the cement industry, China Cement Association actively communicates with the General Administration of Market Supervision, coordinates and communicates issues related to the interests of enterprises and the development of the industry, such as monopoly and anti-dumping, and puts forward opinions and suggestions to create a good policy atmosphere for the stable development of the industry. Industry self-discipline is reflected in the work of the association. In the past six years, the association has held 12 + 3 major enterprise forums, industry top 50 forums, high-quality development conferences and regional and large enterprise symposiums and research meetings more than a dozen times. Industry self-discipline is an important topic of the conference, and has gradually formed industry self-discipline in the industry. Associations and enterprises work together to establish a consensus on a good industry ecology by means of regional coordination and linkage, with large enterprises taking the lead and small and medium-sized enterprises cooperating. After a continuous decline in industry efficiency, the industry efficiency has gradually improved since the fourth quarter of 2024, and the loss of enterprises is rapidly shrinking. In order to promote industry self-discipline and achieve steady growth of industry benefits, the leaders of the association actively visited and investigated, and communicated with the leaders of local provinces, municipalities, local industry authorities, local associations and leading enterprises. It is clear that the cement industry should continue to adhere to the theme of high-quality development, take the supply-side structural reform as the main line, and comprehensively implement the new development concept. We should firmly grasp the trend of low-carbon intelligent development in the industry, lead the development with the goal of "double carbon", promote the elimination of backward production capacity and green low-carbon transformation to a new level, and achieve the goal of "being suitable for industry and benefiting mankind". (3) Always adhere to the leading position of the association, take the problem as the orientation, give full play to the role of the association, China Cement Association, as an industry association linking enterprises and the government, resolutely implement the Party's and the state's line, principles, policies and decision-making arrangements, safeguard and reflect the interests of the industry. The interests and demands of most member enterprises lead and promote the development of the industry through innovative work and services. China Cement Association has actively organized and implemented the "14th Five-Year Plan for the Development of Raw Materials Industry", "Action Plan for Promoting Industrial Energy Efficiency" and "Implementation Plan for Carbon Peak in Building Materials Industry". During the "14th Five-Year Plan" period, the cement industry has made great progress in green, energy saving and low carbon. The relevant indicators of the newly revised "Energy Consumption Quota for Cement Unit Products" have been greatly improved, and about 30% of the clinker production lines have reached the benchmark level of energy consumption, taking the lead in achieving the carbon peak target by 2020. The ultra-low emission indicators and technical means are leading in the world. China Cement Association has always believed that the contradiction between structural adjustment and industrial development should be solved and alleviated by policies, the upgrading of industrial technology and equipment and the expansion of cement kiln functions should be promoted by scientific and technological progress, and the industrial upgrading should be standardized and promoted by standard innovation. In the past six years, the Cement Association has submitted nearly 70 opinions and suggestions on policies, regulations and standards to the Ministry of Industry and Information Technology, the National Development and Reform Commission, the Ministry of Ecology and Environment, the General Administration of Market Supervision and Administration and other departments, and recommended 6 advanced technologies in the industry to be included in the recommended catalogue issued by relevant departments. Participate in the formulation of industry standards, formulate and issue 38 standards of associations and groups, and continuously improve the standard system of cement industry. For the common problems of the industry, the association takes the initiative, does not look on, does not throw away, does not wait. Over the past six years, the association has organized hundreds of industry meetings, issued initiatives, formulated detailed rules and issued plans, effectively constructed a good culture of the cement industry, and gradually established the industry values of "industry interests are greater than enterprise interests, and enterprise interests are contained in industry interests". Through this series of work, the prestige and status of the cement association in the industry have been greatly enhanced, and the organization and coordination ability of the association has been significantly improved. The "leading" orientation of the association is not only the "leading" of industrial policy, industry planning, development direction and work objectives, but also the implementation of the "leading" function in all aspects, such as scientific and technological innovation, staff skills training, market self-discipline, industry culture construction and corporate social responsibility construction. At present. The "cohesion" of China Cement Association is getting stronger and stronger, and the "credibility" of China Cement Association is also getting higher and higher, and an unprecedented good situation has emerged! "To grasp innovation is to grasp development, and to seek innovation is to seek the future.". After more than 20 years of rapid development, China's cement industry has stood in the center stage of the world's cement industry, leading the development of the world's cement industry. At present, the cement industry has gradually changed from the incremental market to the stock market, and the scale structure of market demand is undergoing major changes. In order to achieve sustainable development, the cement industry is in urgent need of developing new quality productivity. Over the past six years, the "Two Mountains Theory" of the General Secretary of Xi Jinping Party has been deeply rooted in the hearts of the people, and at the 75th General Assembly of the United Nations general debate, China made a commitment to the world to achieve the "two carbon" goal. China's cement industry actively implements and promotes the industry to achieve green manufacturing, intelligent manufacturing and high-end manufacturing in an all-round way. With the comprehensive development of scientific and technological innovation in the cement industry, a number of scientific and technological achievements have won national science and technology awards, and a number of national R & D and innovation centers have been established. Major breakthroughs have been made in key technical equipment such as Over the past six years, with the implementation of the newly revised "Energy Consumption Quota for Cement Unit Products" standard and the promotion of ultra-low emissions in the cement industry, significant progress has been made in energy saving and emission reduction in the cement industry, clinker production lines that have reached the benchmark level of energy consumption have been upgraded year by year, and pollutant emissions have declined rapidly. In particular, nitrogen oxides have dropped from nearly 3 million tons per year at the beginning of the 14th Five-Year Plan to less than 500000 tons per year last year. The cement industry actively responded to the dual-carbon target, and the association organized the drafting and release of research reports such as the Action Plan for Peaking Carbon Dioxide Emissions in the Cement Industry, the Current Situation and Peaking Path of Carbon Emissions in the Cement Industry, and the Road Map for Carbon Neutralization in China's Cement Industry, which effectively led the dual-carbon work in the cement industry. China Building Material Group, Anhui Conch Group, Beijing Jinyu Group and " cement industry have accelerated the pace of green development. It has become one of the important industries to improve the urban environment. There are nearly 400 production lines of cement kilns co-processing garbage, sludge, hazardous waste and general industrial solid waste, with an annual disposal capacity of nearly 26 million tons. There are 295 enterprises, 443 clinker production lines and 4 special cement production lines, which have been selected as national green factories. As the core carrier of circular economy, the cement industry has been actively carrying out comprehensive utilization of resources. According to incomplete statistics, China uses about 700 million tons of various industrial waste residues as cement admixtures every year. The cement industry actively implements the spirit of documents such as the 14th Five-Year Plan for the Development of Intelligent Manufacturing and the Action Plan for the Digital Transformation of Intelligent Manufacturing in the Building Materials Industry. Leading cement enterprises such as China Building Materials, Conch Cement, Jidong Cement, Huarun Cement, Huaxin Cement and Hongshi Cement took the lead in exploring intelligent transformation, and new technologies such as intelligent logistics, driverless, digital mine, AI kiln grinding experts and robots were gradually popularized in cement plants, resulting in the emergence of Huaikan South, Quanjiao Conch and Tongchuan Jidong. A large number of practical cases of intelligent factories have proved that intellectualization has become the only way for the cement industry to face the future high-quality development. In a word, scientific and technological progress promotes the innovation, upgrading, transformation and upgrading of the whole cement industry, and is the basic driving force for the development of new productivity in the cement industry. (V) We always insist on strengthening the construction of the association's organizational system, putting the responsibility and ability improvement in the first place. China Cement Association always insists on putting the improvement of leading, coordinating and service ability in the first place. Therefore, we attach great importance to the construction of the association's organizational system. To strengthen the construction of the organizational system of the National Cement Association, to give full play to the role of the trade association, to improve the internal system and mechanism, and to comprehensively enhance the leading and coordinating service ability of the staff of the association, as the basic responsibility of doing well the work of the association and fulfilling the mission of the industry, firmly establish that members are the foundation of the association and enterprises are the root of the industry. To reflect the demands of members and enterprises and to make suggestions and suggestions to the government are the requirements of the work of the association. During the eighth session of the Council, China Cement Association formulated the Guiding Opinions on Further Strengthening the Standardized Organizational Construction of the National Cement Industry Association System, which proposed five aspects of standardized organizational construction, namely, Party building, organizational construction, system construction, cultural construction and capacity building. Under the leadership of local civil affairs departments and Party construction management departments, local cement (building materials) associations have actively carried out the standardized organization construction of associations. In order to adapt to the development of the industry, China Cement Association has optimized and adjusted the internal departments of the association according to the actual work needs, focusing on strengthening the research and services of scientific and technological innovation, policy research, enterprise services, international exchanges and information consultation. According to the actual business needs, the internal potential tapping and external introduction methods are carried out to optimize the staffing and realize the overall improvement of business and service capabilities. At the same time, we regularly and irregularly carry out staff business learning and training, and constantly improve the ability of the association staff to serve the overall situation, formulate policies, coordinate enterprises and serve members. Strengthen the internal system construction of the association and focus on building an orderly and effective management system. In recent years, the Cement Association has formulated more than 10 management systems, including Party building, personnel management, branch management and so on. Through the system construction to enhance the association's business philosophy, coupled with the incentive effect of salary, the performance of employees and team performance are closely integrated, which effectively mobilizes the enthusiasm of employees, improves the work plan, enhances the initiative and innovation, and comprehensively improves the quality of employees. The work style of the association has been significantly improved, and it has become normal to go deep into the grass-roots cement enterprises and vigorously promote the investigation and research. Over the past six years, the association has organized various symposiums and listened to the opinions of member enterprises on the spot hundreds of times, and has obtained a lot of first-hand information in understanding grass-roots information and grasping the overall situation. On the basis of solid investigation and research, we have successively submitted to the competent government departments the Letter of Suggestions on Regulating the Investment and Operation Behaviors of Overseas Cement Projects of Chinese-funded Enterprises, the Research Report on Strengthening the Self-discipline of the Cement Industry, and the Measures for the Implementation of Capacity Replacement in the Cement and Glass Industry (2024 Edition) (Draft for Comments). Letter of Suggestion on Comrades, looking back on the work of the last Council, the COVID-19 epidemic has been raging for three consecutive years, the international political and economic situation has changed dramatically, and the cement industry is facing a continuous decline in demand and efficiency. The high-quality development of the cement industry can achieve such results, which is the result of the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. It is the result of the correct leadership of the central government and the competent government departments at all levels, and the result of the common unity and struggle of the cement enterprises in the whole industry. While seeing the achievements, we should also see the existing problems and shortcomings. Although we have done a lot of work in eliminating backward production capacity, the situation of serious overcapacity in the industry has not changed; Although the construction of industry culture has made a good start, there are still differences in the cultivation and establishment of good industry culture and in the understanding of major development issues of the industry, so the ideological basis is still unstable, and there is competition for bad behavior at any time, even harmful to others; Especially in recent years, the continuous decline in demand and efficiency has intensified the vicious competition, and it is difficult to achieve the goal of steady growth of the industry. Although the association's own construction has been strengthened, its own leading ability, service function, including its own platform for the service industry, has not yet been truly established, and there is still a lot of work to be done to truly meet the needs of the continuous development of the industry. As a result, the task of the leading group of the association, the president, all the vice-presidents and Secretary-General is still arduous and arduous! Reviewing the work of the association in the past six years, the main experience and understanding are as follows: First, as a basic raw material industry, the cement industry will exist and maintain vigorous vitality no matter how the political and economic situation changes; Second, the cyclical development of the industry is the consensus of all industry practitioners, the current difficulties are short-term, through the joint efforts of all colleagues, the healthy and stable development of the industry is just around the corner; Third, it is a new subject for traditional industry to develop new quality productivity, scientific and technological innovation is endless, and traditional industry should embrace new technology more; fourth, the construction of industry ideology and culture is the fundamental plan for industry governance, which must be adhered to, and good industry values are the basis for the healthy development of the industry; Fifthly, industry self-discipline is a necessary path for the healthy development and governance of any industry. Entrepreneurs should be confident and determined in the face of difficulties, and firmly believe that industry self-discipline is the key to high-quality development; Sixth, we must bear in mind that large enterprises are the anchor and ballast for the stable development of the industry, and must play a leading role; small and medium-sized enterprises are the basic plate for the development of the industry, and must support and rely on small and medium-sized enterprises to achieve common development. It is the result of the cooperation of vice presidents, executive directors, directors and member units, and the joint efforts of local associations at all levels and cement enterprises. Energy conservation, emission reduction and green development have achieved rapid development in recent years, but they are also facing greater challenges. The release of the Opinions on Promoting the Implementation of Ultra-low Emission in the Cement Industry and the Notice on Issuing the Work Plan for the National Carbon Emission Trading Market Covering the Iron and Steel, Cement and Aluminum Smelting Industries has accelerated the development of green and low-carbon industries. In recent years, the cement industry has made bold and innovative breakthroughs in the application of big data, Internet information technology and intelligent technology, and the number of intelligent cement factories is increasing day by day. However, under the new situation, " hopes that the next Council will stand at a new historical starting point, face various contradictions and more complex problems, and dare to challenge and win. The new Council of the Association is about to come into being, and the development of the work of the Association is about to open a new prelude. Faced with the new situation and challenges, I would like to make some suggestions for the future work of the Ninth Council for reference only. Firstly, we should continue to grasp the main line of "reducing production capacity, stabilizing expectations and increasing benefits", actively carry out research and think about countermeasures, ask government departments for policies, form policy promotion, market guidance to promote the withdrawal of backward and excess production capacity from the market, stabilize demand expectations and enhance industry efficiency. Secondly, we should continue to firmly grasp the focus of scientific and technological innovation, pool industry resources, vigorously promote production, education and research, build new productivity of cement industry, continuously improve the overall level of technical equipment in the industry, and vigorously promote the high-quality development of the industry. Third, we should continue to keep a close eye on the bull nose of "market competition and cooperation". The basic law of market economy is the balanced change of competition and cooperation. We should guide orderly competition and cooperation among enterprises and regions, and strictly prevent low-price dumping and disorderly competition. There are expectations for changes in demand, consensus on the development of the industry, balance the relationship between volume and price, promote the steady improvement of industry efficiency, and create a good industry ecology. Fourthly, we should continue to implement and make use of various industrial policies as a starting point, effectively implement them in place, and provide new momentum for improving the quality and efficiency of the industry. Comprehensive use of various policies such as capacity replacement, off-peak production, energy efficiency improvement, ultra-low emissions, carbon trading market, equipment renewal and so on, to form a new situation of cement industry structure adjustment, steady growth, quality improvement and efficiency enhancement. Fifth, we should firmly grasp the development opportunities of "the Belt and Road" and "going out", take a broad view of the scenery, and the international cement industry still has great potential, encourage enterprises to look at the world, look for good opportunities for investment and business, and explore new growth poles of enterprises. China's cement industry should go out in all directions and cover all aspects, including technology, equipment, standards, certification, testing, etc., so as to comprehensively improve the influence and competitiveness of China's cement industry abroad. Sixthly, we should seize the important opportunity of China's continuous deepening of reform, strive to promote the reform and innovation of the association itself, constantly improve the ability of the association to serve the government, the service industry, the service enterprises and the members, and vigorously enhance the economic strength of the association.
