Recently, it was learned that the Department of Industry and Information Technology of Henan Province jointly issued the Notice on the Implementation of Peak-Staggered Production in the Cement Industry of Henan Province in 2024-2025.
The notice shows that all cement production enterprises in the province are based on the latest environmental performance rating results of enterprises in key industries issued by the Provincial Department of Ecology and Environment. Class A enterprises implement peak staggering production from November 11, 2024 to February 28, 2025 and from March 11, 2025 to March 31, 2025;
Class B enterprises will implement off-peak production from November 1, 2024 to February 18, 2025 and from March 1, 2025 to March 31, 2025;
other enterprises will implement off-peak production from November 1, 2024 to March 31, 2025. During
the heating season, if A-level and B-level enterprises need to adjust the peak staggering production time, they should formally apply to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment for approval before adjusting the peak staggering production time, but the total number of days of peak staggering production remains unchanged. From November 15, 2024 to March 15, 2025, the cement clinker production line , which
undertakes the heating task for residents, will implement the "fixed production by heat" and operate according to the minimum production load on the premise of guaranteeing the heating task. From March 16, 2025, the number of kilns that should be shut down for peak staggering production shall be supplemented and stopped, and the time of supplementary shutdown and the time of peak staggering shutdown in non-heating season shall not be offset. The domestic waste (including sludge)
treated in the original state is more than 400 tons per day , the total amount of toxic and harmful wastes treated per day is more than 6% of the actual output of cement clinker, and the production line for comprehensive utilization of carbide slag implements 2/3 of the total peak staggering production time. The production line
undertaking residential heating tasks, coordinated disposal and comprehensive utilization of carbide slag shall submit an application through the local competent department of industry and information technology and the Bureau of Ecological Environment (sub-bureau) before November 1, 2024, and shall be verified and confirmed by experts organized by the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment on the spot. It is agreed to adjust the off-peak production time before implementation, and the exemption of off-peak production time corresponding to the environmental performance rating will not be implemented cumulatively. During the warning response period of
heavy pollution weather, the cement powder process (including independent grinding stations) and special cement enterprises such as aluminate, sulphoaluminate and white silicate in the whole province shall limit (stop) production according to the emergency control measures for heavy pollution weather; cement enterprises shall stop using fuel vehicles (including gas vehicles) to transport raw materials and auxiliary materials by road.
During the implementation of peak-shifting production in the cement industry of our province from 2024 to 2025, if the spirit of the national peak-shifting production policy is adjusted and changed, it shall be adjusted and implemented in accordance with the latest national policy. According to the notification spirit of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on the normalization of peak staggering production in the cement industry in the non-heating season of
2025, during the non-heating season from April 1 to October 31, 2025. The provincial building materials industry association can organize the provincial cement enterprises to independently agree on the arrangement of peak staggering production plan, and report the implementation of peak staggering production to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment.
