Since 2024, under the strong leadership of the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment, and with the strong support of the municipal departments of industry and information technology and ecological environment, the cement clinker enterprises in the province have adhered to the original intention and cohesion, and earnestly implemented the normal peak-staggering production policy. While doing a good job of peak staggering production in heating season, it actively carried out peak staggering production in non-heating season, effectively promoted the structural reform of supply side of cement industry in the province, alleviated the contradiction between supply and demand in the market, and made positive contributions to energy saving and emission reduction.
1. Overall situation
of peak-staggering production in 2024-2025 (1) Implementation of
peak-staggering production in 2024 In 2024, the association organized clinker enterprises in the whole province to strictly implement peak-staggering production in heating season. In April-May, June, July-August and September-October, 85 days of off-peak production in non-heating season were carried out respectively, and the total time of off-peak production in the whole year reached 207 days, an increase of 26 days over 2023. From the actual implementation, there are 66 clinker enterprises (including 5 special clinker enterprises) and 81 clinker production lines in the province, which should shut down kilns for 16767 days, prevent the total shutdown days from being 19493 days, and the overall shutdown rate reaches 116%, which maximizes the control of capacity release and provides strong support for maintaining the overall stability of market order.
But at the same time, there are still 10 enterprises and 10 clinker production lines in the province that have not completed the total task of peak staggering production, and there are 6 enterprises whose single production line has not been stopped for more than 50 days.
With regard to the implementation of
peak-staggering production in the heating season of 2024-2025, in order to efficiently carry out the peak-staggering production in the heating season of 2024-2025, According to the relevant requirements of the Notice of the Department of Industry and Information Technology of Shandong Province and the Department of Ecological Environment of Shandong Province on Organizing the Normalized Peak-staggering Production of Cement in 2024-2025 (Lu Gong Xin yuan (2024) No.235), The Association issued the Notice on Issuing the Implementation Plan of Peak-Staggered Production in the Heating Season of Shandong Cement Clinker Enterprises from 2024 to 2025 (Lushui Xie Zi [2024] 25), which fully arranged the peak-staggered production plan in the heating season from November 15, 2024 to March 15, 2025. In view of the clinker production lines which undertake special tasks such as residential heating and hazardous waste disposal during the declared heating season, the expert group was organized to conduct on-site verification one by one, and the provincial clinker enterprises were organized to make comments, and finally approved to undertake five clinker production lines for residential heating, one for agricultural ecological heating and one for phased disposal of solid waste and hazardous waste. The other four special cement production lines undertake the supply of key projects and the development of key models, totaling 18. At the same time, according to the consensus reached by the provincial industry conference on the plan of stopping kilns, a detailed plan of stopping kilns has been formulated.
From the analysis of the completion of each enterprise, there are 66 clinker enterprises (including special clinker enterprises) in the province, 81 clinker production lines, 79 production lines, accounting for 97.5%, which strictly carry out the peak staggering production task in the heating season according to the plan, and 2 production lines, accounting for 2.5%, which do not fully carry out the peak staggering production task in the heating season according to the plan (see Table 2). The implementation rate of peak-shifting production plan in heating season is higher than that in the previous heating season.
2. The implementation effect
of peak-shifting production (1) Reducing pollutant emissions has made positive contributions to the prevention and control of air pollution.
In 2024, the total output of clinker will be reduced by 60.56 million tons, coal consumption will be reduced by 7.87 million tons, carbon dioxide emissions will be reduced by 52.35 million tons, nitrogen oxide emissions will be reduced by 7.3 tons, and dust emissions will be reduced by 0.
(2) The contradiction between supply and demand will be alleviated, and the market order will be effectively stabilized.
Reasonable control of production capacity, although the clinker output of enterprises has been reduced, the cement market demand of the whole province has been guaranteed by adjusting the inventory, and the market order has been significantly improved through industry self-discipline. In 2024, the market demand of the whole province has declined by more than 15 percentage points, which has played an important role in maintaining the market order. In particular, the 25-day peak-shifting production in September-October 2024 is the best one in the non-heating season of the whole year, which lays a solid foundation for the price recovery in October and the price stabilization in the fourth quarter, and makes a positive contribution to the overall annual loss reduction of the industry in the province.
(3) Regulation and control of production time has effectively improved the fine management level of enterprises.
After many years of implementation of peak staggering production and rational deployment of peak staggering production time, we have accumulated rich experience in adjusting production plans, which is conducive to optimizing production plans, organizing and implementing fine management, and enabling enterprises to better optimize equipment maintenance, technical renovation project implementation plans, and rationally arrange staff skills training. Effective control of equipment maintenance time and cost can improve the effective operation rate of equipment and enhance the overall efficiency of enterprises. It is also conducive to organizing technical forces to increase high-end product research and development, optimize product structure, improve product quality and enhance comprehensive competitiveness.
Three、 Highlights and shortcomings

On November 11, 2024, the Provincial Department of Industry and Information Technology and the Department of Ecology and Environment jointly issued the "On Organizing Well". The Notice on Cement Normalized Peak-Staggered Production in 2024-2025 (Lu Gong Xin (2024) No.235) provides a strong policy to follow for the efficient development of peak-staggered production in heating season. During the implementation of peak-staggering production, the Provincial Department of Industry and Information Technology and the Department of Ecological Environment actively coordinated, and the municipal departments of industry and information technology and ecological environment did a good job of supervision, interviewed enterprises that did not implement the peak-staggering production policy as required, thus maximizing the effect of peak-staggering emission reduction.

After the peak-staggering production in the heating season of 2024-2025 was jointly supported by the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment, the Association formulated and issued detailed implementation rules, implem ented strict approval procedures for production lines undertaking special tasks, and urged enterprises to formulate detailed plans for repairing and stopping kilns. It not only takes full account of the actual situation of the enterprise, but also maintains the seriousness and fairness of the peak staggering policy.During the period of
peak staggering production, the association will report the implementation of enterprises in the whole province to the Provincial Department of Industry and Information Technology, the Provincial Department of Ecological Environment and the municipal departments of industry and information technology and ecological environment before the 5th day of each month, and notify all member enterprises with a total of 5 circulars. Prompt letters of violation were sent to enterprises that violated the regulations by maintaining operation without approval, and the two departments of the Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment were requested to coordinate with the local departments of industry and information technology and environment to give interviews and supervise the implementation. Prompt letters and interview letters were sent to enterprises and provincial and municipal departments of industry and information technology and environment for 7 times, which effectively enhanced the consciousness of enterprises to implement the peak staggering production plan.

Large enterprise groups such as Shanshui, Zhonglian and Quanxing took the initiative to implement peak-staggering production. In 2024, the annual shutdown time of some kiln lines far exceeded the peak-staggering time of the unified organization of the whole province. At the same time, during the peak-staggering period, the individual enterprises with clinker shortage were actively adjusted to solve the worries of these enterprises. The implementation rate of peak-staggering production plan and the overall task completion rate of the whole province have reached the best record in history: First, there are only two illegal kiln opening enterprises in peak-staggering production in the heating season of 2024-2025, which is the least in the past years (4 in 2023-2024), and the number of illegal kiln opening days is 25 days. The peak decreased by 26 days compared with the same period last year, and decreased by 65 days compared with the heating season in 2022-2023. Especially, there was no illegal kiln opening for three consecutive months from December 2024 to February 2025. Second, the completion rate of peak staggering production tasks in 2024 was the highest in Shandong Province since the implementation of peak staggering production in 2017; The completion rate should be 94.4% for 47 days in 2017, 89.4% for 160 days in 2018, 95.4% for 160 days in 2019, 94.2% for 160 days in 2020, and 106.8% for 160 days in 2021. In 2022, it should be suspended for 205 days, with a completion rate of 104.4%, and in 2023, it should be suspended for 181 days, with a completion rate of 110.
The linkage of peak-staggering production in adjacent provincial regions has consolidated the effect of peak-staggering production. The four provinces of
Shanxi, Hebei, Shandong and Henan adopt the linkage peak staggering, exchange information and mutual supervision. First, the rigid peak staggering production is carried out synchronously in the heating season, and the planned kiln shutdown rate is more than 95%. Second, the peak staggering production in the non-heating season is basically synchronized, except that the peak staggering production days in Shanxi Province exceed 230 days, the other three provinces are about 210 days; Thirdly, a four-province peak-staggering production linkage supervision group has been set up, which has effectively promoted the implementation of enterprises in various regions. A series of linkage measures not only achieve the common goal of "energy saving, emission reduction and carbon reduction" in the four provinces, but also jointly promote the structural reform of the supply side of regional industries, and play an exemplary role in the structural reform of the supply side of the national industries and the ecological construction of the industries.

The supervisory team of the association insists on daily on-site supervision throughout the year, without holidays, and has established a daily report of peak-staggering production information and an annual information account of peak-staggering production. Every day, the information of peak staggering supervision is published publicly in the work group of peak staggering production, and the violations are found to be supervised and reported in time, thus ensuring the orderly implementation of the peak staggering production plan. The mainstream media in the
industry strongly supported and created a good atmosphere of public opinion supervision.
The Association has established a regular communication mechanism with the mainstream media, timely fed back the provincial peak-staggering production and industry dynamic information to the mainstream media such as China Cement Network, actively publicized the peak-staggering production policies and achievements of Shandong Province, guided cement enterprises to actively implement peak-staggering production, and guided all sectors of society to pay attention to, care for and support peak-staggering production. While
seeing the achievements, we should also be soberly aware that compared with the policy requirements, compared with the expectations of the competent government departments, and compared with our own expectations. There are still some gaps in the implementation of the peak-shifting production policy in the whole province:
1. A small number of enterprises are not rigid enough and conscious enough to implement the peak-shifting production policy. In 2024, they failed to complete the annual peak-shifting production task and enjoyed the dividend of the peak-shifting production policy, but failed to fulfill the social responsibility of peak-shifting emission reduction. The reason is the lack of responsibility spirit and the overall awareness of the industry;
2. There are still too many clinker production lines that undertake special tasks such as protecting people's livelihood in the heating season, and there is a big gap in the implementation of the task of repairing and stopping kilns (mainly the task of repairing and stopping kilns in the heating season of 2023-2024). The reason is the lack of honesty and self-discipline;

Fourth, the overall arrangement
of peak staggering production in 2025 (1) Guiding ideology
2025 is the closing year of the 14th Five-Year Plan and the key year to lay a solid foundation for the good start of the 15th Five-Year Plan. Under the general keynote of "seeking progress in stability, promoting stability through progress, upholding integrity and innovation, first establishing and then breaking, system integration and coordination" of the Central Committee of the Communist Party of China, and with the support of heteronomous policies such as comprehensive regulation of "involution" vicious competition, implementation of capacity verification and filing, and incorporation into the carbon trading management system, the cement industry will usher in new development opportunities. In accordance with the Shandong Provincial Department of Industry and Information Technology, Notice of Shandong Provincial Department of Ecology and Environment on Strictly Implementing Normalized Peak-Staggered Production of Cement (LGXY (2021) No.212), Notice of Shandong Provincial Department of Industry and Information Technology and Shandong Provincial Department of Ecology and Environment on Organizing Normalized Peak-Staggered Production of Cement in 2024-2025 (LGXY (2024) No.235), Seven departments, such as the Provincial Office of Industry and Information Technology, jointly issued the Notice on the Steady and Orderly Development of the Cement Industry (Lu Gong Xin yuan (2024) 250), which requires that while implementing the 120-day rigid peak-staggering production in the heating season, the time nodes should be reasonably determined and the peak-staggering production in the non-heating season should be carried out in a timely manner to ensure that the inventory is always maintained. Maintain the dynamic balance of supply and demand in the market to the maximum extent, and provide strong support for stabilizing the market order.

First, the provincial cement industry association will continue to do a good job in building the platform, play the role of bridge and link, timely reflect the demands of enterprises and convey the requirements of government policies; second, further play the main role of enterprises, strengthen the leading role of large groups and the active follow-up of individual enterprises, and ensure the joint implementation of the whole industry; The third is to further strengthen the communication and linkage with the provincial and municipal departments of industry and information and ecological environment, timely feedback the implementation information of peak-staggering production, and take interviews and other corrective measures for the enterprises violating the regulations; the fourth is to further optimize the construction of supervision team, improve the supervision mechanism, and strengthen the role of supervision and guarantee; the fifth is to continue to strengthen the linkage with the surrounding provinces to stagger the peak and improve the effect of peak-staggering; Sixthly, we should strengthen cooperation with the mainstream media in the industry, deepen media publicity, guidance and supervision, dig deep into positive models, and expose enterprises that do not implement the rules and regulations, do not keep their promises, and do not carry out wrong production.

Firstly, we should continue to strengthen theoretical and policy learning, accurately grasp the spirit and requirements of peak-staggering production policy, timely summarize the experience and lessons of peak-staggering production at all stages, actively learn from the highlights of peak-staggering production in other provinces, and enhance the ability and level of organizing peak-staggering production; Secondly, according to the authorization of the competent department, the association will play its role and optimize the work procedures of peak-shifting production; thirdly, the big data platform of peak-shifting production will be further improved, the file management will be refined, and the implementation of peak-shifting production will be regularly reported to the provincial and municipal competent departments of industry, information and environment; fourthly, the communication with enterprises will be strengthened to enhance mutual understanding and maintain a fair and just peak-shifting environment.

The existing production lines will be integrated, technically reformed, upgraded, energy consumption and emission levels will be reduced, and the pace of carbon neutralization of the cement industry in our province will be accelerated.
