Shandong 2023-2024 Cement Normalized Staggered Peak Production Work Notice Issued

Recently, Shandong Province issued the Notice on Organizing Normal Peak Staggering Production of Cement in 2023-2024.

1. Staggered peak production time

strictly complies with the provisions of the documents of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment. Staggered peak production in the heating season lasts from November 15, 2023 to March 15, 2024, totaling 120 days. Where the state has other provisions, such provisions shall prevail. According to the actual market supply and demand situation, the provincial cement industry association can appropriately increase the number of off-peak production days in non-heating season through consultation within the industry, and implement it through industry self-discipline.

2. The implementation scope

is all clinker production lines (including special cement clinker production lines) of cement clinker enterprises in the province. Production lines that undertake the tasks of protecting people's livelihood, such as residential heating, co-disposal of municipal solid waste and toxic and harmful waste, can reasonably adjust the peak staggering time by means of "peak staggering replacement" and make up for the peak staggering time in the non-heating season.

3. Work requirements

(1) Strengthen organizational leadership. Municipal bureaus of industry and information technology and ecological environment should earnestly strengthen organizational leadership, urge municipal cement clinker enterprises to conscientiously implement peak staggering production plans, and maintain a fair and orderly market environment. Enterprises that fail to implement the staggered peak production plan shall promptly interview the person in charge of the enterprise and order immediate correction. For enterprises that refuse to make corrections or fail to make corrections in place, it shall be indicated in the list of cement clinker production lines in the next year that their production lines shall be restricted to be traded as capacity replacement indicators. The Provincial Department of Industry and Information Technology, together with the Department of Ecological Environment, regularly inspects and supervises the implementation of normal peak staggering production of cement in each city.

(2) Implementing the main responsibility. Each cement clinker enterprise is the main body to implement the peak-shifting production, and should conscientiously implement the peak-shifting production plan. At the same time, we should consciously fulfill the main responsibility of enterprises for safe production and environmental protection, and comprehensively organize equipment maintenance, facilities maintenance, energy-saving upgrading, ultra-low emission technology transformation and staff training during peak staggering production, so as to ensure the safety of personnel and equipment.

(3) Strengthen the guidance of public opinion. Use traditional media, new media and other channels to vigorously publicize the significance of peak staggering production in resolving excess capacity, saving energy and reducing emissions, and promoting the quality and efficiency of the industry, enhance the sense of responsibility, honor and self-discipline of cement enterprises, and create a good atmosphere of public opinion. Publicly expose the enterprises that do not implement the rules and regulations, do not keep their promises, do not carry out peak staggering production and fail to implement peak staggering production, and widely publicize the good experiences, good practices and outstanding enterprises that urge enterprises to implement peak staggering production plans in various cities.

(4) Give full play to the role of associations. The Provincial Cement Industry Association is specifically responsible for the organization, implementation and supervision of peak staggering production, timely publication of detailed rules for the implementation of peak staggering production in cement clinker enterprises throughout the province, strengthening policy publicity and interpretation, improving the supervision mechanism for the implementation of peak staggering production, and establishing information management accounts. The implementation of peak staggering production shall be reported regularly to the provincial and municipal departments in charge of industry, information technology and ecological environment before the 5th day of each month. For the production lines that apply to undertake the task of protecting people's livelihood during the peak-staggered production period in the heating season, the association will take the lead in organizing the qualification verification, evaluation and publicity.
