In order to implement the spirit of the Work Plan for Steady Growth of Building Materials Industry (MIIT Lianyuan [2023] No.129) issued by the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the Ministry of Housing and Urban-Rural Development, the Ministry of Commerce and the General Administration of Financial Supervision, Implement the requirements of the Notice of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on Further Improving the Normalized Peak-Staggered Production of Cement (Ministry of Industry and Information Technology Lianyuan [2020] 201). The notice on how to do a good job of peak-staggering production in Shaanxi cement industry in 2023-2024 is as follows:
I. The peak-staggering production policy
will continue to be implemented by the Provincial Department of Industry and Information Technology, Notice on Normalized Peak-Staggered Production in Cement Industry (SGXF [2021] No.92) and Notice on Optimizing Policies Related to Normalized Peak-Staggered Production in Cement Industry (SGXF [2022] No.222) issued by the Provincial Department of Ecology and Environment.
2. The off-peak production time
is from 0:00 on December 1, 2023 to 24:00 on March 10, 2024.
3. Peak-staggering production scope
All cement clinker production lines in the province carry out peak-staggering production in winter.
4. Work arrangement
(1) The Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment are responsible for the guidance of peak staggering production in the whole province, and timely supervision and inspection shall be carried out according to the needs of the work.
(2) The municipal (district) departments of industry, information technology and ecological environment shall be responsible for the organization and implementation of peak-staggering production in the region, and shall submit the peak-staggering production schedule (see annex) to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment for the record before November 15.
(3) The Provincial Cement Association shall take the initiative to publicize the policy of peak staggering production, provide technical support to the work of peak staggering production in cities (districts), and cooperate with the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment to carry out supervision and inspection of peak staggering production.
(4) Dereliction of duty such as fraud, arbitrary flexibility and slack work in peak staggering production shall be dealt with in accordance with relevant provisions. For production lines that fail to implement peak staggering production in accordance with regulations, the group's production lines will be suspended as capacity replacement indicators within two years, and special funds for air pollution prevention and control will not be declared within three years, and the performance rating of key industries in heavily polluted weather will be downgraded.
(5) During the period of peak staggering production, the requirements of local governments shall be implemented in accordance with the needs of emergency response to heavily polluted weather and the guarantee of major government activities.
