It is also the key industry of energy consumption and carbon emissions in the industrial field. 1. General requirements

Leading enterprises in iron and steel, non-ferrous metals and building materials industries should strengthen their awareness of low-carbon development, embody their responsibilities, give overall consideration to enterprise development and carbon peak requirements, and formulate implementation plans for carbon peak.

implement relevant laws and regulations on energy conservation, environmental protection, quality and safety, as well as policies such as the Catalogue of Guidance for Industrial Structure Adjustment, and eliminate backward technology, technology and equipment in accordance with the law and regulations. According to the national deployment, enterprises in steel, cement and non-ferrous industries should be guided to actively participate in the national carbon emission trading. We will further standardize and improve the carbon emission trading system in our city, implement the directory management of key emission units, strengthen the control of carbon emission intensity and total amount, and improve the carbon emission credit supervision system.
(3) Strengthen financial support
, actively strive for central financial support, increase the overall planning of local funds, focus on green and low-carbon transformation, and intensify the research and industrial application of green and low-carbon technologies in the material industry. We will implement incentive policies for special energy-saving equipment, technological transformation and comprehensive utilization of resources, as well as preferential tax policies. Social capital is encouraged to participate in the construction of ecological civilization, and financial institutions are encouraged to develop green financial services such as green credit, green insurance and green bonds. We should strengthen the research and application of carbon measurement technology and establish and improve the carbon emission measurement system. Enterprises are encouraged to install carbon emission measurement and monitoring devices in key carbon emission processes to enhance the ability of real-time monitoring and measurement of carbon emissions. Enterprises are encouraged to actively participate in the research and formulation of carbon emission quota standards for key industries and products, energy consumption quota standards for unit products in key areas, and actively participate in the formulation of standards for new technologies, new processes and new equipment for energy conservation and carbon reduction in the industry. In accordance with the guidelines for the implementation of energy-saving and carbon-reducing transformation and upgrading in iron and steel, non-ferrous metal smelting, cement, flat glass and other industries and the technical guidelines for carbon emission reduction formulated and issued by the state, enterprises are effectively guided to implement energy-saving and carbon-reducing transformation and upgrading.
(5) To create a good environment
, relevant departments at the municipal level, districts and counties should intensify publicity efforts, establish a green and low-carbon awareness of the overall situation, form a working pattern of communication, horizontal cooperation and joint management, and create a working atmosphere of full participation. Strengthen the supporting role of the professional advisory committee on carbon peak and carbon neutralization in the industrial field in strategic consultation, technical support, policy recommendations and other aspects of the think tank. Enterprises are encouraged to participate in the construction of a public service platform for green and low-carbon industrial development, providing professional services in emission accounting, technical verification, analysis and testing, green evaluation, personnel training and financial investment in key areas. Leading enterprises are encouraged to actively participate in the Carbon Peak and Carbon Neutralization Summit Forum, hold regular industry conferences and exchange experiences extensively. Give full play to the role of various media and industry associations, actively publicize typical cases of energy saving and carbon reduction in building materials industry, promote advanced experience and practices, and create a good social atmosphere.
