Material Industry is an important basic industry for national economic and social development, and an important support for building a strong manufacturing country. It is also the key industry of energy consumption and carbon emissions in the industrial field. In order to thoroughly implement the major strategic decision-making and deployment of the Party Central Committee and the State Council on carbon peak and carbon neutralization, we should do a good job in the work of carbon peak in the material industry of our city. 1. General requirements

Insist on key breakthroughs. Promote the "double control of energy consumption" to gradually shift to "double control of carbon emissions", focusing on key areas such as iron and steel, building materials, non-ferrous metals, to control carbon emissions in the production process as the main starting point, vigorously implement the substitution of raw materials and fuels, actively promote the recycling of resources, and achieve major breakthroughs in carbon emission reduction.

(3) Main objectives

During the "14th Five-Year Plan" period, the industrial structure of iron and steel, building materials and non-ferrous metals in the whole city will be significantly optimized, energy-saving and low-carbon technologies in the industry will be continuously promoted, the energy consumption and carbon emission intensity per unit product of key varieties will be further reduced, and the comprehensive energy consumption per unit product of cement clinker will be reduced by more than 3%.
