In 2020, the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment jointly issued the Notice on Further Improving the Normalized Peak-Staggered Production of Cement, which promotes the normalization of the area and time of peak-staggered production of cement in China, and clearly requires that all cement clinker production lines should carry out peak-staggered production. To this end, the Department of Industry and Information Technology of Hunan Province and the Department of Ecology and Environment of Hunan Province have earnestly implemented the work of peak staggering production in the cement industry during the special protection period (from October 16 to March 15 of the next year), which has made positive contributions to reducing air pollutant emissions and improving the quality of the atmospheric environment.

The main purpose is to actively respond to the severe situation of ozone pollution in autumn in recent years, reduce the emission of nitrogen oxides through peak staggering in the cement industry, curb the generation of ozone conversion, reduce the concentration of ozone pollutants in September-October, and ultimately achieve the goal of increasing the proportion of good days. Implementing differential management and control to avoid" one-size-fits-all "governance

Hunan Province insists on performance classification and differentiated management and control, so as to make energy-saving and emission reduction measures and peak-staggering production more precise and scientific, and avoid "one size fits all". For cement enterprises whose hourly concentration of major pollutants can reach the special emission limit steadily, whose performance rating of heavily polluted weather reaches A level, whose comprehensive energy consumption is low, and whose national green factories and co-disposal of municipal solid waste are evaluated, the number of days of peak staggering production will be reduced or exempted on the basis of the base number of peak staggering production, so as to encourage enterprises to implement in-depth treatment and achieve green production. At present, only two cement enterprises in Hunan Province, Linli Jidong Cement Co., Ltd. and Jianghua Conch Cement Co., Ltd., have achieved A-level performance rating for heavy polluted weather.
