Recently, the Chongqing Economic and Credit Commission and the Bureau of Ecology and Environment jointly issued the Notice of the Work Program of Differentiated and Accurate Peak-Staggered Production of Chongqing Cement Industry from 2024 to 2025. Peak

Peak-shifting time: the peak-shifting task base of a single cement clinker production line in 2024 is 180 days, and the peak-shifting task base of a single cement clinker production line in 2025 is 190 days, of which the peak-shifting task from October 2024 to March 2025 is 110 days.

On this basis, we will focus on the adverse weather conditions this winter and next spring, and implement differentiated, classified and precise management and control according to the following situations:

(1) Increase the number of peak

staggering days 1. For cement clinker production lines of enterprises that did not reach the energy efficiency benchmark level in the previous year, the annual peak staggering production benchmark task will be increased by 10%;

2. The cement clinker production line, which has been rated as a D-level enterprise in key industries with heavy pollution weather by the Municipal Bureau of Ecology and Environment, has increased its annual peak staggering production benchmark task by 10%.

(2) Reduction and exemption of peak staggering days

1. Cement clinker production lines that use cement kilns to co-dispose of municipal solid waste throughout the year may not participate in peak staggering after confirmation, but the production load should be reduced appropriately;

2. It has been appraised by the Municipal Bureau of Ecology and Environment as an A-level enterprise in the key industries of heavily polluted weather, and the annual peak staggering production benchmark task has been reduced by 40%;

3. Cement clinker production lines with special cement production accounting for 50% or more of the enterprises with special cement production licenses in the previous year will be exempted from the annual peak-shifting production benchmark task by 20% after confirmation;

4. Non-group enterprises with single line will be exempted from the annual peak-shifting production benchmark task by 10%;

5. If an enterprise has a self-use wharf and the power supply of the State Grid Corporation does not exceed 30%, the annual peak staggering production benchmark task of its cement clinker production line shall be reduced by 20%;

6. If it is really necessary to reduce or exempt the production days due to meeting the special circumstances of major projects at the national level, the enterprise shall submit a formal application, which shall be jointly examined by the competent economic and information departments of the districts and counties and the ecological environment departments, approved by the people's governments of the districts and counties where it is located, and submitted to the Municipal Economic Information Commission and the Municipal Bureau of Ecological Environment for approval.

Enterprises can only apply for a staggered peak relief, and can not be superimposed. Enterprises enjoying off-peak reduction and exemption shall be reduced and exempted in proportion every month. Enterprises that were punished by the market supervision department and the ecological environment department in the previous year, as well as those that have increased the number of days of peak staggering, shall not be exempted from stopping kilns at peak staggering.
