Recently, Fujian Building Materials Industry Association issued a notice on the normalization of peak staggering production in the cement industry.
In order to continuously implement the spirit of the Notice of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on Further Improving the Normalized Peak-Staggered Production of Cement (Ministry of Industry and Information Technology Lianyuan [2020] 201), according to the requirements of Fujian Provincial Department of Industry and Information Technology and the Department of Ecology and Environment, Fujian Provincial Department of Industry and Information Technology and the Ministry of Ecology and Environment issued the Notice. The notice on the peak-shifting production of the cement industry in Fujian Province in 2024 is as follows:
I. Peak-shifting scope:
All cement clinker production lines in Fujian Province (regardless of the target market) must participate in peak-shifting production.
2. Peak staggering time:
1. It is estimated that the peak staggering time for the whole year will be 155 days. On the premise of meeting the market supply, the peak will be staggered for 65 days from January to April, 30 days in May and June, 30 days in the third quarter (to be determined by the meeting in the middle and late June), 30 days in the fourth quarter (to be determined by the meeting in the middle and late September), and adjusted in time according to market changes.
2、 the peak-shifting production arrangement in May and June of the second quarter, each enterprise shall report to Fujian Building Material Industry Association before May 15, 2024, and other peak-shifting production arrangement shall be reported by each enterprise according to the time and requirements determined by the meeting, which shall be uniformly summarized and announced by Fujian Building Material Industry Association.
3. Specific requirements:
stagger the peak for 30 days in January, May and June, from May 1 to June 30, and stop for 30 days in total;
2、 enterprises must strictly follow the reported peak staggering plan, and the unplanned kiln shutdown must be reported to Fujian Building Materials Industry Association three days in advance, and the shutdown time should exceed 72 hours before it can be included in the peak staggering time; Calculate that kiln stopping time of the
3、, uniformly take the stopping time of feeding the raw materials enter the kiln as the starting time of the kiln stopping, taking the starting time of feeding the raw materials entering the kiln as the time of recovering the production, and calculating the kiln stopping time according to the time, wherein the kiln stopping time is accurate to hours; During the off-peak period of
4、, the amount of cement clinker from other provinces entering Fujian must be controlled by 50% of the normal year. Conch Cement shall count the amount of cement clinker of various brands entering Fujian and report it to Fujian Building Material Industry Association before the 10th day of each month. The Secretariat and the regional group leaders shall find the Maritime Safety Administration and other departments for verification;
5、, enterprises that have obtained the Permit for Coordinated Disposal of Municipal Domestic Waste issued by the Department of Housing and Urban-Rural Development of Fujian Province will be exempted from 10 days of off-peak shutdown; enterprises that have obtained the Permit for Hazardous Waste Business issued by the Department of Ecological Environment of Fujian Province will be exempted from 5 days of off-peak shutdown, and the days of exemption must be used up at one time;
6、, the Fujian Building Materials Industry Association will make monthly statistics on the completion of peak staggering and the situation of entering Fujian outside the province, and report them to the Office of Industry and Information Technology before the 10th. Enterprises that have not completed peak staggering shall report to the Office of Industry and Information Technology for notification and interview, and take further measures.
4. Supervision and inspection:
1. During the peak shifting period, the information such as the shutdown time of each production line and the opening time of the kiln must be released by each enterprise in the peak shifting group within 12 hours, and those not released within the time limit shall not be included in the peak shifting shutdown time. When the enterprise releases the information of stopping and opening the kiln, the
2、 is responsible for checking the enterprise's immediate follow-up inspection and verification, and timely releasing the inspection and verification in the staggered peak group.
The 3、 is organized by Fujian Building Materials Industry Association, including Huarun Cement, Hongshi Cement , Fujian Cement, Jinniu Cement , Longlin Cement , Chunchi Cement will form a supervision team (other cement enterprises can also be selected as required), and the supervision team will check and verify the peak staggering situation, and release the inspection and verification results before the 5th of each month.
