In order to thoroughly implement the Implementation Opinions of the Party Committee of the Autonomous Region on the Construction of the Yellow River Basin Ecological Protection and High-quality Development Pioneer Area and the Implementation Plan of Ningxia Hui Autonomous Region Carbon Peak, According to the Notice of the Ministry of Industry and Information Technology and the Ministry of Ecology and Environment on Further Improving the Normalized Peak-Staggered Production of Cement (MIIT Lian yuan [2020] No.201) and the Work Plan on Eliminating Heavily Polluted Weather Issued by the General Office of the People's Government of the Autonomous Region In the spirit of documents such as the Notice of Special Documents on Environmental Renovation in 14 construction of ecological civilization Areas (Ningdang Office [2023] 61), we will continue to promote the improvement of air environmental quality in the whole region, reduce energy consumption and air pollutant emissions, promote the development of pollution reduction, carbon reduction and green low-carbon cycle in the industry, and promote the development of green low-carbon industry. The relevant matters concerning peak-staggering production in the winter and spring of 2023-2024 in some key industries in our region are hereby notified as follows:
I. The peak-staggering production time
is from November 1, 2023 to March 31, 2024.
II. Key industries
for peak-shifting production (I) Metallurgical industry.
1. Iron and steel enterprises: under the condition of not affecting the safe operation of the production line (main equipment) of the enterprise, it shall be determined by each city according to the actual situation.
2. Ferroalloy and carbon enterprises: the peak-shifting production plan shall be determined by each city according to the local actual situation.
(II) Building materials industry.
1. Cement enterprises: All cement clinker production enterprises in the region shall have 150 days of off-peak production, and the number of days of off-peak production not completed within the time limit shall be supplemented by the end of 2024.
2. Brick and tile enterprises: except for the enterprises that use fly ash and coal gangue as the main raw materials and natural gas as the fuel and meet the emission standards in line with the policy of comprehensive utilization of resources, the peak-staggering production of other enterprises shall be determined by the municipalities in accordance with the actual situation.
(3) Chemical industry.
Calcium carbide, coke, activated carbon, dyestuff and other enterprises shall determine the peak staggering production plan according to the local actual situation.
3. Work requirements
(1) Strictly implement policies and regulations. Municipalities should focus on the implementation of the "double control" responsibility, strive to promote the "double carbon" target landing, formulate differentiated peak-staggering production plans according to the actual emissions of different industries and enterprises, clarify the peak-staggering production sequence, resolutely limit production and stop production for industries and enterprises with inadequate pollution reduction and carbon reduction measures and insignificant results, and resolutely prevent and eliminate "one size fits all". We should strictly implement the relevant energy consumption standards, pollutant emission standards, energy consumption quota of 10000 yuan output value, energy consumption quota of 10000 yuan added value and other related indicators in the autonomous region, so as to ensure that the peak staggering production plan is refined and implemented to each production line, process and equipment. Combined with the monthly ambient air quality forecast results, the peak staggering production scheme should be adjusted flexibly in time.
(2) Active publicity and guidance. Each city shall implement account-based management on the list of peak-staggering production enterprises, the equipment for production suspension and restriction, the maximum daily output, the time limit for production suspension and restriction, and the mode of production suspension and restriction, and announce them on the portal website to accept social supervision; combine the implementation of peak-staggering production with the fulfillment of social responsibilities, the improvement of the environment, and the satisfaction of the people's livelihood, strengthen policy publicity, and enhance self-discipline awareness; Support industry associations and other social organizations to take the lead in formulating rules and regulations, carry out industry supervision, coordinate and urge enterprises to strengthen self-discipline, and promote the implementation of peak staggering production.
(3) Strengthen supervision and inspection. Each city shall establish a coordination mechanism, strengthen the supervision and inspection of the implementation of peak-shifting production by means of electricity monitoring, inspection and unannounced visits, establish and improve the reporting system, strengthen social supervision, timely handle complaint information, interview the enterprise legal person who does not implement the peak-shifting plan, and expose the enterprises that fail to rectify through the media; To urge the peak-staggering enterprises in the jurisdiction to make provention and control plans for the possible risks, so as to reduce the impact of peak-staggering production on the operation and safety of enterprises. The Department of Industry and Information Technology and the Department of Ecology and Environment of the Autonomous Region will carry out special supervision and inspection on the implementation of peak staggering production and the discharge of pollutants up to the standard from time to time.
(4) Strict accountability. Municipalities should earnestly fulfill their main responsibilities, further clarify their objectives and tasks, and seriously hold accountable those responsible for the inadequate arrangement of industrial enterprises within their jurisdiction, inadequate supervision and inspection, and ineffective implementation plans for limiting production. After verification by the Office of Industry and Information Technology of the Autonomous Region, the list of cement clinker production lines updated and announced annually indicates that the transaction of capacity replacement indicators is restricted and included in the list of dishonest enterprises.
The five municipal people's governments and the Ningdong Base Management Committee should comprehensively promote steady growth, control energy consumption and reduce emissions, strengthen communication and coordination, and form joint efforts to ensure the smooth and orderly development of peak staggering production. After the completion of peak staggering production, the work should be carefully summarized and reported to the Department of Industry and Information Technology of the Autonomous Region and the Department of Ecological Environment of the Autonomous Region before April 20, 2024.
