2024 to 2025 Normalized peak-shifting production of cement is an effective means to promote green and low-carbon development of cement industry and improve quality and efficiency. In order to fulfill the requirement of "normalization of national cement peak staggering production area and time", the specific peak staggering production time in Xinjiang was further clarified. The peak-shifting production plan of Xinjiang cement from 2024 to 2025 is arranged as follows:

I. Peak-shifting production scope

All cement clinker production lines in the autonomous region (including the Corps) should carry out peak-shifting production. Among them, carbide slag cement clinker production enterprises participate in peak staggering production through "peak staggering replacement".

2. Staggered peak shutdown time

in Urumqi, Changji and Shihezi: November 1, 2024 to April 30, 2025; June 1, 2025 to June 30, 2025.

Hami City: November 1, 2024 to April 15, 2025; June 1, 2025 to June 30, 2025; September 1, 2025 to September 15, 2025.

Turpan City: November 1, 2024 to March 15, 2025; June 1, 2025 to June 30, 2025; August 16, 2025 to September 30, 2025.

Yili Prefecture and Bo Prefecture: from November 1, 2024 to April 15, 2025; from June 1, 2025 to June 30, 2025; from August 1, 2025 to August 31, 2025.

Tacheng region and Altay region: November 1, 2024 to April 15, 2025; June 1, 2025 to June 30, 2025.

Bazhou region and Aksu region: November 1, 2024 to March 15, 2025; May 1, 2025 to May 31, 2025; July 1, 2025 to July 31, 2025.

Kezhou, Kashi and Hotan: November 1, 2024 to March 15, 2025; June 1, 2025 to June 30, 2025; August 12, 2025 to August 31, 2025. The peak shifting and kiln shutdown time (excluding the kiln drying time) of the

cement clinker production line is a cycle from 0:00 on the start date to 24:00 on the end date.

Differentiated peak-shifting management

In order to promote the technological innovation and green development level of the cement industry and give full play to the leading and exemplary role of benchmarking enterprises, cement enterprises that have implemented co-disposal, (raw) fuel substitution and ultra-low emission transformation are encouraged to apply for appropriate extension of kiln opening time. Enterprises that meet the requirements of Article (2) and Article (3) below at the same time shall not repeat the application.

(1) Carbide slag cement clinker production enterprises shall sign "peak staggering replacement" agreements with non-carbide slag cement clinker production enterprises, which shall be submitted to the local (state, city), division and municipal departments of industry and information and ecological environment for examination and approval, and to the autonomous region (corps) departments of industry and information and ecological environment for the record. Xinjiang Building Materials Industry Association should actively participate in the coordination of "peak staggering replacement" between military and local enterprises and enterprises across prefectures, and carbide slag cement clinker production lines that have not signed the "peak staggering replacement" agreement must strictly implement the peak staggering time in their respective regions.

(2) Enterprises that coordinate the disposal of municipal solid waste and toxic and harmful wastes and enterprises that use biomass fuels instead of fossil fuels may apply for an extension of the opening time of kilns according to the amount of "waste utilization" in that year, and submit an application to the departments of industry, information and ecological environment of the autonomous region (Corps) before May 1, 2025, which shall be implemented after on-site verification and approval.

1. Cooperative disposal of municipal solid waste and toxic and harmful waste enterprises. Enterprises with the task of coordinated disposal throughout the year may not carry out peak staggering production, but the cement production load should be reduced appropriately. For enterprises that cannot achieve annual disposal, they can be divided into four grades of 40,000 tons, 60,000 tons, 80,000 tons and 100,000 tons according to the amount of collaborative disposal in the current year (the amount of disposal needs to be more than 20,000 tons), and the kiln opening time can be extended by 6 days, 9 days, 12 days and 15 days respectively.

2. Use biomass fuel to replace fossil fuel enterprises. According to the proportion of using biomass fuel to replace fossil fuel in the current year (the substitution rate of biomass fuel shall be greater than 10%), it is divided into four grades of substitution rate of 15%, 30%, 45% and 60%, and the kiln opening time is extended by 6 days, 9 days, 12 days and 15 days respectively. Enterprises are encouraged to implement demonstration pilot projects.

(3) Supporting cement enterprises to implement ultra-low emission transformation. According to the requirements of the Implementation Plan for the Ultra-low Emission Transformation of the Cement Industry in the Autonomous Region, cement enterprises that have completed the ultra-low emission transformation and identified the A-level performance rating can extend the kiln opening time by 8 days.

4. Relevant work requirements

(1) Once the peak staggering production plan is issued, it shall not be changed in principle. For the cement clinker production lines located in the divisions and cities of the Corps, the peak-staggering production shall be carried out with reference to the areas where they are located. Without the approval of the provincial competent department, the kiln shall not be opened in advance without authorization, and the time of stopping the kiln in advance shall not be included in the peak staggering plan.

(2) Xinjiang Building Materials Industry Association organizes carbide slag cement enterprises to sign "peak staggering replacement" agreements, which shall be submitted to the departments of industry and information and ecological environment of prefectures (prefectures, cities), divisions and cities for examination and verification before December 1, 2024, and to the departments of industry and information and ecological environment of autonomous regions (corps) for record and publicity before December 15, 2024.

(3) In principle, non-A-level production enterprises with performance classification shall not apply for change or extension of kiln opening time from November 1, 2024 to March 15, 2025, the peak staggering time stipulated by the state. During the period of kiln opening, due to the local warning of heavy pollution weather, the production enterprises shall implement the corresponding local emission reduction measures, and make up for the insufficient days of kiln opening.

(4) Enterprises that meet the requirements of differentiated peak staggering shall be examined and approved step by step, and the relevant verification materials (hazardous waste permits, the amount of coordinated disposal in the previous year, the proportion of biomass fuels replacing fossil fuels, etc.) Shall be submitted to the local (state, city), Shishi City, and the ecological environment departments for verification and approval before March 1, 2025. Before April 1, 2025, it will be submitted to the industry, information and ecological environment departments of the autonomous region (Corps) for approval and publicity. Enterprises that fail to apply within the time limit shall be regarded as giving up automatically.

(5) Enterprises that do change the time of peak staggering due to special reasons such as market supply need to be examined and approved step by step, and shall form a written application 15 working days ago and fill in Annex 1 to report to the local (state, city), division and city departments of industry, information and ecological environment for preliminary examination, and submit it to the departments of industry, information and ecological environment of the autonomous region (corps) 10 working days ago. See Annex 2 and Annex 1 for details. In principle, each enterprise is only allowed to change once in the annual peak staggering cycle, and the local government will not accept the change if the reason is insufficient. If the regional unified change of peak staggering time is made, the local government (administrative department) jointly organizes the relevant departments and all enterprises within the jurisdiction to apply to the industry, information and ecological environment departments of the autonomous region (corps) before March 1, 2025, and the enterprises in the jurisdiction extend the kiln opening time by no more than 15 days in principle, which will be implemented after examination and approval. The required supporting materials refer to the relevant requirements of Annex 1 and 2. Once approved, the application for peak staggering of enterprises within the jurisdiction will no longer be accepted.

(6) Local (prefectural and municipal) industry and information departments should earnestly fulfill their leading responsibilities, strengthen communication and coordination with relevant departments, coordinate the implementation of peak-staggering production plans by cement enterprises in the region, and organize supervision and inspection of peak-staggering production.
