Recently, the Guizhou Provincial Department of Industry and Information Technology and the Department of Ecological Environment jointly issued the Notice on Staggered Peak Production of Cement Industry in 2024. All new dry process cement clinker production lines in the province are required to implement peak staggering production, and the kiln shutdown time of each line is 180 days, of which the first quarter is not less than 60 days, the second quarter is not less than 30 days, the third quarter is not less than 30 days, and the fourth quarter is not less than 60 days. The provincial cement association shall closely track and analyze the cement market of the whole province, adjust the days of kiln shutdown in real time according to factors such as environmental protection, energy consumption, emission reduction, environmentally sensitive period and market conditions, and increase the time of kiln shutdown by no more than 50 days in principle.
1. Arrangement
of Kiln Shutdown Time All new dry process cement clinker production lines in the province are subject to peak-shifting production. The kiln shutdown time of each line is 180 days, including no less than 60 days in the first quarter, no less than 30 days in the second quarter, no less than 30 days in the third quarter and no less than 60 days in the fourth quarter. The provincial cement association shall closely track and analyze the cement market of the whole province, adjust the days of kiln shutdown in real time according to factors such as environmental protection, energy consumption, emission reduction, environmentally sensitive period and market conditions, and increase the time of kiln shutdown by no more than 50 days in principle.
2. The implementation of precise peak-shifting production
combines the energy-saving and emission reduction measures of cement enterprises in the province with the actual market supply and demand, adheres to the performance classification, orderly adjusts the shutdown time of cement kilns in enterprises, and implements more precise and scientific peak-shifting production on the basis of meeting the effective market supply. Through precise peak staggering production, enterprises can accelerate the pace of upgrading and transformation, and improve the quality and efficiency of industry development. On the basis of 180 days of kiln shutdown, it is necessary to increase the time period of kiln shutdown, and the provincial cement association shall formulate specific implementation rules. In principle, the kiln shutdown time shall not be increased if the ultra-low emission transformation has been completed.
3. Encourage capacity optimization
and encourage cement enterprises to carry out capacity optimization docking work. On the basis of strict implementation of peak staggering production, enterprises with large production capacity, energy efficiency and environmental protection emission indicators are encouraged to sign long-term clinker supply agreements with enterprises with small production capacity, energy efficiency and environmental protection emission indicators, so as to supply cement clinker at a price better than market price, reduce the opening time of some cement kilns, reduce excessive production. Gradually achieve the goal of optimizing production capacity. Provincial cement associations should formulate guidance plans for capacity optimization docking, urge all parties to comply with the implementation, and accelerate the work of capacity optimization.
4. Strengthen management, supervision and inspection
(1) The Provincial Department of Industry and Information Technology and the Provincial Department of Ecology and Environment are responsible for supervising the implementation of peak-staggering production in cities (prefectures) and carrying out supervision and inspection from time to time. Enterprises that do not implement the rules and regulations, do not keep their promises, do not carry out peak staggering production or fail to implement peak staggering production shall be interviewed when necessary. For those who refuse to make corrections, the qualification of enterprises and their personnel to obtain the annual evaluation and recommendation at the government and association levels shall be cancelled, the special funds for industrial and information development declared by enterprises shall not be supported, and the list of cement clinker production lines in the region updated and announced annually by the provincial competent departments of industry and information technology shall indicate and restrict their production lines as capacity replacement indicators.
(2) The industrial and information technology departments of each city (prefecture) shall, in conjunction with the local ecological environment departments, organize the relevant cement enterprises in the region to formulate precise peak-staggering production and kiln shutdown plans in accordance with the actual situation of each region and the needs of urban environmental air quality control, and supervise their strict implementation. The time of kiln shutdown not included in the plan shall not be included in the time of peak-staggering kiln shutdown; Dispatch the production data of enterprises on a monthly basis, and report the completion of peak staggering production to the Provincial Department of Industry and Information Technology and the Provincial Department of Ecological Environment on a quarterly basis. For enterprises that have not completed the task of peak staggering production, relevant departments around the country should urge them to rectify within a time limit.
(3) All relevant trade associations shall urge relevant enterprises to strengthen self-discipline and consciously abide by the relevant provisions on cement peak staggering production. By collecting environmental monitoring, electricity consumption data and field research, the Provincial Cement Industry Association and the Provincial Resource Conservation and Comprehensive Utilization Association grasp the implementation of peak staggering production and energy saving and emission reduction in cement enterprises, assist the industrial and information departments to coordinate and solve related problems in a timely manner, and assist the ecological environment departments to accelerate the process of ultra-low emission transformation of enterprises.
(4) Each cement enterprise shall implement the precise peak-staggering production plan on a monthly basis, report the implementation to the local departments of industry, information and ecological environment, and copy it to the Provincial Cement Industry Association. Cement enterprises should plan ahead, organize scientifically, formulate precise peak-staggering production plans and strictly implement them. At the same time, they should ensure the supply of cement market and the wages and benefits of employees, realize the organic combination of enterprise production capacity and total environmental emission control, and ensure the market supply during peak-staggering kiln shutdown. During the peak-staggered production period, cement kilns, environmental protection facilities maintenance and ultra-low emission transformation should be coordinated, focusing on the overall goal of carbon peak in the industry, taking low-carbon technology innovation as the driving force, comprehensively improving the level of green low-carbon development in the industry, and achieving the unity of economic and social benefits.
(5) All localities should make use of traditional media, new media and other channels to vigorously publicize the great significance of peak staggering production in resolving excess capacity, energy saving and emission reduction, green and low-carbon development, and promoting the quality and efficiency of the industry, enhance the sense of responsibility, honor and self-discipline of cement enterprises, and create a good atmosphere of public opinion.
