Article 2 These Measures shall apply to grid-connected wind power and photovoltaic projects , excluding market-oriented grid-connected projects and distributed new energy projects, which are clearly stipulated by the State to determine the main body of investment through competitive allocation. All the on-grid electricity of such projects enters the electricity market, the on-grid price is formed through market transactions, and the investment risk of the project is borne by the investment enterprise independently. Article 3 The term "competitive allocation" as mentioned in these Measures refers to the selection of new energy projects and related development enterprises for annual on-grid consumption by means of competitive comparison and optimization. Encourage all kinds of central enterprises, state-owned enterprises and private enterprises to participate in competitive allocation as required, further optimize the business environment and promote fair competition. Chapter II The Autonomous Region determines the scale and layout of development as a whole. Article 4 Fully implements the requirements of the state on the deployment of photovoltaic sand control , and the Energy Bureau of the Autonomous Region coordinates the land resources, new energy absorption space and power grid planning and construction in the Shago wasteland area. Priority should be given to photovoltaic sand control projects. The Energy Bureau of the Autonomous Region, in conjunction with the relevant departments, has issued the target tasks of photovoltaic sand control in stages, and the relevant League cities have selected the development enterprises and organized their implementation according to the requirements, and encouraged large energy enterprises and ecological control enterprises to form a consortium to carry out the construction of photovoltaic sand control projects. Article 5 Provincial power grid enterprises shall, in accordance with the total scale of new energy in the operating area, the current situation and objectives of the utilization rate of new energy, the growth rate of electricity load, the construction of regulated power sources, and the planning and construction of power grid projects. In principle, by the end of November each year, relevant suggestions on the annual construction scale, the capacity of accessible stations, the proportion of wind and solar energy, and the construction sequence of new energy projects in the League cities for the next year will be put forward. Article 6 The Energy Bureau of the Autonomous Region shall, in principle, study and determine the total scale of approval for new energy consumption on the Internet in the next year before the end of December each year in accordance with the development plan of renewable energy in the whole region and the weight target of responsibility for power consumption of non-water renewable energy. In the first quarter and the third quarter of each year, the construction plan of new energy projects for online consumption is issued in two batches, and the construction scale, proportion of wind and solar energy, access stations and related requirements of the annual batch projects in the sub-league cities are determined. Article 7 The annual construction scale of new energy consumption on the grid in the sub-league cities shall take into account the resource endowment, grid access space and regional new energy consumption capacity. Power grid enterprises should strengthen the construction of power grids and enhance the access capacity of new energy; each league and city should strengthen the investment attraction and the construction of key load projects to enhance the regional capacity of new energy consumption. Alliance cities with small-scale development resources and high pressure of online consumption are encouraged to give priority to market-oriented consumption of new energy projects, so as to maximize the comprehensive benefits of resource development and industrial development. Chapter III Determination of Projects by League Cities and Optimization of Development Enterprises Article 8 The competent energy departments of League Cities shall, in accordance with the construction plan of new energy projects for grid consumption in autonomous regions, study and determine the scale and site selection of specific projects in annual batches in the region in conjunction with provincial power grid enterprises according to the scale of a single project not less than 100000 kilowatts. Article 9 After determining the scale and site selection of the annual batch projects, each league city shall issue the announcement of the preferred development enterprises on the relevant platforms at the autonomous region level, formulate the preferred rules and organize the preferred project development enterprises in accordance with the principles of fairness, impartiality, science and objectivity. Article 10 The investment enterprises participating in the optimization shall prepare the project construction plan according to the requirements, clarify the conditions of wind and solar resources of the station, the construction plan of the power station, the network connection plan, the economic calculation and analysis, and the advanced technology, and attach the opinions on the site of the power station and the restrictive factors of the delivery project issued by the relevant departments, and submit them to the competent energy departments of the League City step by step. Article 11 The competent energy departments of the leagues and municipalities shall be responsible for the optimization of the development enterprises of new energy projects in their respective regions in annual batches. Based on the comprehensive consideration of the candidate enterprises' implementation of the deployment requirements of the people's government of the autonomous region, investment strength, project construction plan, new energy investment and construction performance, and the construction and operation of approved new energy projects, a list of annual batch projects and development enterprises in the region is formed, which is submitted to the Energy Bureau of the autonomous region after obtaining the support opinions of the provincial power grid and being approved by the municipal government of the League. Article 12 The League cities are encouraged to strengthen communication and cooperation, and to plan and construct new energy mutual aid cooperation projects across the League cities according to their development needs. Supporting the alliance cities with limited resources and insufficient space for new energy development, breaking through geographical restrictions on the premise of consensus, cooperating with other alliance cities, clarifying rights and obligations through consultation, jointly declaring projects and optimizing development enterprises, and jointly promoting the development of new energy industry. Article 13 The Energy Bureau of the Autonomous Region shall be responsible for organizing and examining the technical schemes and construction conditions of the projects declared by the League cities, forming an annual list of batch projects, which shall be issued and implemented by the Energy Bureau of the Autonomous Region after being submitted to the People's Government of the Autonomous Region for the record. Article 14 The project regulations shall focus on the examination and verification of the authenticity and integrity of the declaration materials and the feasibility of the technical schemes, and shall strictly prohibit the projects with fraudulent declaration materials, technical schemes inconsistent with the actual situation, and serious dishonesty in the development enterprises from passing the examination and being included in the construction scale. Chapter V Requirements for Project Construction and Supervision Article 15 After a project is incorporated into the annual batch construction scale, the competent energy departments of the League cities shall perform the approval (filing) procedures in accordance with the law and regulations, prohibit the approval (filing) of projects exceeding the construction scale, and prohibit the approval (filing) of projects splitting the scale. Article 16 The project shall substantially start construction within the validity period of two years of approval (filing). If it is really necessary to postpone the start of construction, the extension formalities shall be fulfilled in accordance with the provisions. The approval (filing) can only be extended once, and the extension time is up to one year. If the approval (filing) fails to start within the time limit, the competent energy department of the League City shall promptly clean up and abolish it. Article 17 After the project is included in the construction scale, the development enterprise shall carry out the project construction in strict accordance with the approved scheme and the approval (filing) requirements, and shall not transfer the project or equity within five years; if it is really necessary to change the project investment subject or equity proportion for business adjustment within the same group, the competent energy department of the League city shall perform the relevant procedures in accordance with the provisions. Article 18 The competent energy departments of the League cities shall implement their territorial responsibilities to ensure that the projects are connected to the grid on schedule. With the consent of the people's government of the autonomous region, the League cities with weak promotion and supervision of project construction will cancel the scale of new energy consumption on the Internet in the next year. Article 19 The competent energy departments of the League cities shall optimize the business environment, standardize the development order, and do a good job in the approval (filing), grid-connected production and operation supervision of new energy projects in the region according to regulations. Chapter VI Supplementary Provisions Article 20 The Energy Bureau of the Autonomous Region shall be responsible for the interpretation of these Measures. If the national policy is adjusted and inconsistent with the national policy, it shall be implemented in accordance with the national policy. Article 21 These Measures shall be implemented as of the date of promulgation.
