mechanism electricity is 5 billion kilowatt-hours (calculated by the whole year). The upper limit of the proportion of bidding electricity declaration for distributed photovoltaic projects with voltage levels below 110 kilovolts is 80% . The upper limit of declaration proportion of other distributed photovoltaic projects is 70% . The upper limit of bidding for
photovoltaic projects is 0.40 yuan per kilowatt hour, and the lower limit of bidding is 0.20 yuan per kilowatt hour . The implementation period of
photovoltaic project mechanism tariff is 12 years.

According to the Implementation Plan of Guangdong Energy Bureau of Guangdong Development and Reform Commission on Deepening the Market-oriented Reform of New Energy On-grid Tariff and Promoting the High-quality Development of New Energy (Guangdong Development and Reform Price [2025] 263) and supporting rules and other documents, decided to carry out the new energy project mechanism price bidding work in 2025. Relevant matters are hereby notified as follows:
I. Scope
of Bidding Projects Distributed photovoltaic projects that are put into operation or committed to be put into operation from June 1, 2025 to October 31, 2026 and are not included in the mechanism.
2. Bidding parameters
(1) Electricity scale. The initial bidding scale of mechanism electricity is 5 billion kilowatt-hours (calculated by the whole year). In order to ensure the effectiveness of the bidding results, the competition effectiveness test is carried out before the price clearing. The clearing scale of the mechanism bidding transaction is determined by dividing the initial bidding scale of the mechanism electricity quantity and the declared electricity quantity by the smaller value of the competition effectiveness coefficient. The competition effectiveness coefficient is 1.2 this time.
(2) Proportion of mechanism electricity. The upper limit of the proportion of bidding electricity declaration for distributed photovoltaic projects below 110 kV is 80%, and the upper limit of the proportion of other distributed photovoltaic projects is 70%.
(3) The upper and lower limits of bidding. The upper limit of bidding for photovoltaic projects is 0.40 yuan per kilowatt hour, and the lower limit of bidding is 0.20 yuan per kilowatt hour.
(4) Time limit for execution. The implementation period of photovoltaic project mechanism tariff is 12 years.
(5) The formula for calculating the mechanism electricity quantity of a single project. Distributed photovoltaic project mechanism power ≤ installed capacity × annual average power generation hours of this type of power supply × upper limit of declaration proportion (including self-generated power consumption). The specific settlement of electricity quantity shall be implemented according to the actual grid electricity quantity of the project and the requirements of the price difference settlement rules.
3. For other matters
, Guangdong Electric Power Trading Center shall issue a bidding announcement according to the requirements to clarify the bidding process, time arrangement and other specific matters. Guangdong Power Grid, Shenzhen Power Supply Bureau and Guangdong Electric Power Trading Center are requested to do a good job in bidding according to their respective responsibilities. The final results of the bidding will be released separately by the Provincial Development and Reform Commission and the Provincial Energy Bureau. Matters not covered herein shall be implemented in accordance with the Bidding Rules for the Sustainable Development Price Settlement Mechanism of Guangdong New Energy Incremental Projects.
