The announcement shows that at 19:00 on October 10-11, Xinjiang participated in the bidding of wind power and centralized photovoltaic projects through the new energy cloud platform. Distributed photovoltaic and distributed new energy project aggregators declare electricity quantity and electricity price through App of "Online State Grid". In terms of the scale of
declared electricity quantity:
the total scale of bidding mechanism electricity quantity of incremental wind power and solar energy projects = the installed capacity of incremental wind power and solar energy projects that have passed the bidding qualification review × the utilization hours of wind power and solar energy in the previous year × the proportion of mechanism electricity quantity specified in the Implementation Plan 50%.
In the previous year (from September 2024 to August 2025), the average utilization hours of wind power were 1897 hours, and solar energy was 1080 hours. The total scale of

Declaration requirements: the declaration unit of electricity quantity is kWh (the declared value is an integer), the minimum declared electricity quantity is 1 kWh, the declaration unit of electricity price is yuan/kWh (the declared value retains 3 decimal places), and the minimum declared electricity price is 0.15 yuan/kWh.
