On October 11, the Henan Development and Reform Commission issued a public announcement on soliciting opinions on the Implementation Plan for Deepening the Market-oriented Reform of New Energy Grid Tariff in Henan Province (Draft for Opinions).
Among them, in terms of stock items , Machine-made electricity quantity : for poverty alleviation photovoltaic projects and low-voltage distributed photovoltaic projects of 380V and below, the proportion of machine-made electricity quantity is 100%, and all on-grid electricity quantity is included in the machine-made electricity quantity. Wind power, centralized photovoltaic and distributed photovoltaic projects of 10 (6) kV and above: the proportion of machine-made electricity is 80%, and the scale of machine-made electricity of a single project = the grid-connected capacity of the project × the annual utilization hours × (1-the auxiliary power consumption rate) × the proportion of machine-made electricity of the project.
Mechanism electricity price: the current benchmark price of coal-fired power generation in Henan Province ( 0.3779 yuan/kwh ). Execution period: the period corresponding to the conversion of the reasonable utilization hours of the remaining full life cycle and the period after 20 years of operation, whichever is earlier, shall be determined. In terms of
incremental projects , mechanism electricity quantity: the total scale of bidding mechanism electricity quantity is determined by the Provincial Development and Reform Commission taking into account the completion of the annual non-hydropower renewable energy power consumption responsibility weight issued by the state and the economic affordability of users. If it exceeds the weight of the consumption responsibility, the total scale of the electricity included in the mechanism in the next year can be reduced appropriately; if it is not completed, the total scale of the electricity included in the mechanism in the next year can be increased appropriately. According to the principle of " monthly control proportion and annual control scale ", a single project decomposes the mechanism electricity quantity and carries out price difference settlement.
Mechanism electricity price : the upper limit of the declared price shall be determined in consideration of reasonable cost and benefit, green value, power supply and demand situation, user affordability and other factors, and shall not be higher than current benchmark price of coal-fired power generation in Henan Province in principle; In the initial stage, in order to avoid disorderly competition, the lower limit of bidding can be set by considering the cost of electricity converted from the cost level of advanced power stations, and then cancelled as appropriate.
Execution period : It is determined according to the average period of the initial investment recovery of similar projects (without considering the relevant income). For the projects that have been put into production at the time of selection, the starting time of execution is January 1 of the next year after the announcement of the bidding results; for the projects that have not been put into production at the time of selection, the starting time of execution is the first day of the next month after the declaration of the commitment to put into production. At the same time,
the document points out that the new energy projects in the new energy absorption projects such as the integration of source, network, load and storage, the direct connection of green power and the incremental distribution network, as well as the general industrial and commercial distributed photovoltaic projects and large-scale industrial and commercial distributed photovoltaic projects put into operation after June 1, 2025 (inclusive), are not included in the implementation scope of the mechanism tariff.
