On October 9, the Shanghai Development and Reform Commission issued the Announcement on Organizing and Launching the Price Bidding Mechanism for New Energy Incremental Projects in Shanghai in 2025.
The announcement made it clear that the main body of the bidding declaration was a new energy project with full capacity connected to the grid from June 1, 2025 (including) to December 31, 2026 (including) and not included in the implementation scope of the mechanism tariff. The on-grid electricity quantity of centralized incremental projects is calculated according to the average utilization hours of wind power, photovoltaic and biomass power generation projects of the same type in the city in the past three years, and the power consumption of the plant is deducted."; For the first bidding, the upper limit of the bidding price can be reasonably determined in principle according to the reasonable rate of return of the project or with reference to the benchmark price of coal in this city. The lower limit of
bidding is based on the cost level of advanced power stations in the same period, which is converted into the cost per kilowatt hour without income (only including fixed cost). If necessary, reference can be made to the EPC market quotation of new energy. The Municipal Development and Reform Commission may conduct a cost survey on new energy power generation projects. It is determined
according to the average period of recovering the initial investment of the same type of project (without considering the relevant income), which is generally not more than 12 years. The specific implementation period shall be subject to each announcement. The

1. New energy projects with full capacity connected to the grid from June 1,
2025 (inclusive) to December 31, 2026 (inclusive) and not included in the implementation scope of the mechanism tariff include centralized photovoltaic, centralized wind power, distributed photovoltaic, decentralized wind power, biomass power generation, etc. It does not include projects with large cost differences such as offshore wind power and special new energy projects whose prices have been formed through competitive allocation.
2. Bidding declaration platform
This bidding declaration is operated through the online platform, in which: centralized new energy projects are declared on the "new energy cloud" platform (https://sgnec.sgcc.com.cn/); The distributed new energy project shall be declared through the "Online State Grid" APP or the "95598 Intelligent Interaction" website (see Annex 1, 2 and 3 for the specific declaration operation instructions of the https://www.95598.

3. Bidding procedure arrangement
(1) Submit bidding materials (October 10-October 22)
for new energy projects participating in bidding, and complete project information filling and material submission through the bidding declaration platform. The filling time is from 8:30 on October 10 to 24:00 on October 22. Those who fail to fill in the form on time will be regarded as giving up the bidding qualification. The requirements for
application materials are detailed in Annex 4, the template of bidding information commitment for centralized application projects is detailed in Annex 5, and the template of principal-agent agreement for distributed power aggregator projects is detailed in Annex 6.
(2) Review the bidding materials (October 23-November 11)
, review the project declaration materials, complete the preliminary review before November 3, and complete the full review on November 11. Projects that fail to pass the preliminary examination can be corrected and applied for review before November 6. Failure to resubmit the information within the time limit will be regarded as giving up the bidding qualification. Please pay attention to the audit status of the bidding declaration platform in time.
(3) Publicize the results of the audit (from November 12 to November 18)
on the platforms of "New Energy Cloud", "Internet Network" and "Intelligent Interaction of 95598", respectively, for five working days.
(4) Submission and review of performance guarantee (from November 12 to November 19)
