On June 24, the Development and Reform Commission of Xinjiang Uygur Autonomous Region issued the Notice on the Issuance of the Implementation Plan for the Autonomous Region to Implement and Deepen the Marketization Reform of New Energy Grid Tariff (Trial Implementation).

For incremental projects put into operation on or after June 1, 2025, according to the national reform requirements, the mechanism electricity price shall be formed through bidding; the proportion of mechanism electricity is temporarily 50% of its on-grid electricity. According to
the Plan, incremental projects adopt marginal clearing mode and classified (wind power, solar energy) bidding to form a mechanism price, with a tentative bidding range of 0.150 yuan per kilowatt-hour to 0.
For the electricity included in the mechanism, the State Grid Xinjiang Electric Power Co., Ltd. carries out the differential settlement according to the mechanism price every month, and the difference between the average market transaction price of the same type of project and the mechanism price is included in the system operation fee "the differential settlement fee of the new energy sustainable development price settlement mechanism".

I. The basic principle
is to adhere to market-oriented reform.". To further deepen the market-oriented reform of the on-grid price of new energy, all the on-grid electricity of new energy projects will enter the electricity market, and the on-grid price will be formed through market transactions. Outside the market, a price settlement mechanism for sustainable development of new energy should be established.
Insist on adapting measures to local conditions. Integrating the objectives of new energy development planning, the affordability of power users and the needs of economic development, and combining with the actual situation of our region, we should distinguish the stock projects from the incremental projects, properly link up the original policies of the stock projects, and stabilize the income expectations of the incremental projects.
Insist on overall planning and coordination. Strengthen coordination with power planning, industry management, industrial development, price mechanism, green energy consumption and other policies, improve the power market system, and better support the realization of new energy development planning objectives.
2. Main tasks
(1) Promote the formation
of new energy on-grid electricity price from the market in an all-round way. All new energy projects (wind power, solar power, the same below) enter the electricity market, and the on-grid electricity price is formed through market transactions. (III) Determine the scale of mechanism electricity quantity and the level of electricity price. For the new energy stock projects put into operation before June 1, 2025, the scale of mechanism electricity quantity of subsidized projects shall, in principle, link up with the scale of original priority electricity quantity, and the proportion of mechanism electricity quantity shall be 30%; In principle, the scale of the mechanism electricity quantity of the parity project shall be determined according to the sum of the original priority electricity quantity and the converted electricity quantity of the original target on-grid price support policy, and the proportion of the mechanism electricity quantity shall be 50%. The mechanism electricity price level is linked to the on-grid electricity price of the original priority electricity, namely, 0.25 yuan/kWh for subsidized projects and 0 yuan/kWh for parity projects. For new energy incremental projects put into operation on or after June 1, 2025, the scale of mechanism electricity shall be determined in principle with reference to the proportion of mechanism electricity scale of stock parity projects and the on-grid electricity of incremental projects. The mechanism price is formed by marginal clearing and classified bidding. The upper limit of bidding is linked to the original target on-grid price of new energy, and the lower limit of bidding is set in the initial stage to consider cost factors and avoid disorderly competition. The bidding range is tentatively set at 0.15 yuan/kWh-0. The bidding is organized annually, and the projects that have been put into operation and will be put into operation in the next 12 months and have not been included in the implementation scope of the mechanism voluntarily participate in the bidding. (4) To clarify the way of price difference settlement for the electricity included in the mechanism, the power grid enterprises shall carry out the price difference settlement on a monthly basis, and the difference between the average market transaction price and the mechanism price shall be included in the system operation fee "the price difference settlement fee of the new energy sustainable development price settlement mechanism". When the electricity spot market is not in continuous operation, the average market transaction price shall be determined according to the average monthly centralized bidding transaction price of the same type; when the electricity spot market is in continuous operation, the average market transaction price shall be determined according to the weighted average price of the same type of projects in the real-time market on the monthly generation side. The electricity generated by the new energy project mechanism is decomposed on a monthly basis and liquidated within the year. After the continuous operation of the electricity spot market, the mechanism electricity will not carry out other forms of price difference settlement. (5) Define the execution period and exit rules . The execution period of the stock project shall be the lesser of the corresponding years of the reasonable utilization hours of the remaining life cycle of the project and the remaining years after 20 years of operation. Incremental projects consider the average period of initial investment of recovery projects, and the implementation period is 10 years. New energy projects that have been incorporated into the mechanism may voluntarily apply for withdrawal within the implementation period. If the implementation of new energy projects expires or voluntarily withdraws within the time limit, they will no longer be included in the scope of the implementation of the mechanism. 3. Safeguard measures (1) Improve the market trading system. We will accelerate the construction of the electricity spot market, improve the trading rules of the spot market, adjust the differential settlement to the differential settlement, promote the fair participation of new energy in the real-time market, and accelerate the voluntary participation in the day-ahead market. When the electricity spot market operates continuously, the machine-made electricity does not participate in the settlement of the medium and long-term market and the day-ahead market. In light of the operation of the electricity spot market, the competent price department, together with the relevant departments, will timely study and adjust the upper and lower price limits, and appropriately relax the spot market price limits. Continuously improve the medium and long-term market trading rules, shorten the trading cycle, increase the frequency of trading, and achieve weekly, multi-day, daily opening. According to the characteristics of new energy output, the supply and demand sides reasonably determine and flexibly adjust the volume, price and curve of medium and long-term contracts. (2) Strengthen policy coordination. Do a good job of linking up the priority power generation plan with the mechanism electricity. For the part of electricity that the priority power generation is not enough to cover the priority power purchase, the power grid enterprises can purchase new energy electricity through the market as an agent to supplement the source of power purchase. In order to coordinate the reform with the green certificate policy of green electricity, the declaration and transaction price of green electricity transaction should specify the price of electricity and the corresponding green certificate price respectively. Centralized bidding and rolling matching transactions should not be organized separately in green electricity transaction, and the electricity included in the mechanism should not participate in the settlement of green electricity transaction and obtain the green certificate income repeatedly. (3) Compacting the responsibilities of all parties. The competent price department of the autonomous region, in conjunction with the competent energy department, organizes power grid enterprises to study and propose the scale of incremental project mechanism electricity, and timely adjusts the scale of mechanism electricity and the upper and lower limits of bidding according to the scale of guaranteed electricity, the weight of responsibility for non-water renewable energy power consumption and the affordability of power users. Power grid enterprises shall study and formulate bidding schemes for incremental projects, announce the scale of incremental project mechanism and other specific bidding matters, organize and carry out incremental project bidding and sign contract agreements before November each year, formulate detailed rules for price difference settlement, carry out price difference electricity fee settlement on a monthly basis, and timely announce the settlement situation. Power grid enterprises and power trading institutions shall publish the average transaction price of the new energy market for the settlement of the mechanism electricity price difference on a monthly basis in a timely manner. (4) Do a good job of tracking and monitoring. Competent pricing authorities, competent energy authorities and power grid enterprises shall strengthen policy publicity and interpretation, respond to social concerns in a timely manner, closely track electricity market prices and end-user electricity prices, summarize reform results, optimize policy implementation, cooperate with energy regulatory authorities to strengthen market supervision, ensure fair participation of new energy in transactions, and promote smooth operation of the market. This plan will be implemented from November 1, 2025, and the Notice of the Development and Reform Commission of the Autonomous Region on the Issuance of the Plan for Improving the Price Mechanism of New Energy in Our Region (New Development and Reform Energy Price [2022] 185) will be abolished at the same time. During this period, if the national policy is adjusted, it shall be implemented in accordance with the national regulations.
