In terms of transaction and price mechanism, the scheme is clear that the grid-connected green power direct connection project should participate in the electricity market transaction as a whole in principle, and settle according to the exchange power with the public grid. If the power source and load of the project are not the same investor, they will participate in the electricity market transaction in the form of aggregation. Green power direct connection projects shall pay transmission and distribution fees , system operation fees, policy cross-subsidies, government funds and additional fees in accordance with the price of the State Council and the relevant provisions of the competent financial department. All localities shall not reduce or exempt relevant fees in violation of state regulations. 1. Scope

3. Direct connection type
Direct connection line refers to the special power line directly connected between the power supply and the power user. According to whether the load is connected to the public power grid, it can be divided into grid-connected type and off-grid type.
(1) Grid-connected projects. The project is connected to the public power grid as a whole, forming a clear physical interface and responsibility interface with the public power grid. The power supply shall be connected to the user side of the demarcation point between the user and the public power grid.
(2) Off-grid projects. A small power supply system independent of the public power grid is formed in the operation mode that the power supply and the power user are directly supplied by a dedicated line and the load is not connected to the public power grid. Off-grid projects do not have substantial power exchange with the public power grid, and are generally applicable to areas with local load, off-grid operation conditions, temporary lack of access to the public power grid or limited access conditions to the power grid. The project shall clarify the power balance mechanism, safety protection boundary and operation control responsibilities between the power supply and the load to ensure the independent, safe and stable operation of the system.
4. Key areas
(1) New load direction. We will focus on supporting new projects in green aluminum, silicon photovoltaic, new energy batteries, non-ferrous metals (including rare and precious metals), data centers, hydrogen energy, phosphorus chemical industry, organic silicon, agricultural products processing, biopharmaceuticals and other industries in line with national and provincial industrial policies, as well as new projects in chain extension and chain strengthening, giving priority to supporting industrial projects with strong load regulation capacity.
(2) Direction of stock load. Supporting export-oriented enterprises with rigid demand for carbon reduction to explore the direct connection of green power with stock load by utilizing new energy resources around them.
(3) Other key directions. Other industrial projects planned by States (cities) according to local conditions can only be implemented after being assessed and approved by relevant provincial departments.
5. Implementation path
(1) Strengthen overall planning. The Provincial Development and Reform Commission, the Provincial Department of Industry and Information Technology and the Provincial Energy Bureau have strengthened the overall planning of the green power direct connection project to ensure the orderly development of the green power direct connection mode. The scale of electricity load shall be based on and supported. Direct connection lines and access systems shall be included in the provincial or state (city) energy and power planning according to the voltage level. The connection with the relevant land and space planning and the check of "one map" shall be strengthened. After approval, they shall be included in the "one map" of the land and space planning, and shall be approved or filed in accordance with the provisions of the Measures for the Administration of Approval and Filing of Enterprise Investment Projects. In principle, the access voltage level of the project shall not exceed 220 (330) kV; if it is really necessary to access 220 (330) kV, the provincial energy competent department shall organize the power grid enterprises and project units to carry out special assessment of power system security risks together with the Yunnan Regulatory Office of the National Energy Administration to ensure the safe and stable operation of the power grid. The project should be constructed in a unified way according to the integrated plan and put into operation synchronously.
(2) Innovative construction mode. In principle, the load enterprise is the main responsible unit for the green power direct connection project, and the same investor is encouraged to develop it as a whole. The power supply of the project can be invested by the load enterprise, the power generation enterprise or the joint venture company established by both parties. In principle, the direct special line should be invested by the load and the main body of the power supply.
