Recently, the National Development and Reform Commission and the National Energy Administration issued the Notice on the Weight of Responsibility for Renewable Energy Power Consumption in 2025 and Related Matters, and issued the weight of responsibility for Renewable Energy Power Consumption in 2025 and 2026 and the proportion of green power consumption in key energy-using industries.
"Notice" points out that on the basis of electrolytic aluminium industry, the proportion of green power consumption in steel, cement, polysilicon industry and new data centers of national hub nodes will be added in 2025. The accounting of the proportion of green power consumption in key energy-using industries is mainly based on green certificates, and the provinces (autonomous regions and municipalities directly under the Central Government) will assess the proportion of green power consumption in electrolytic aluminium industry in 2025. The proportion of green power consumption in new data centers of steel, cement, polysilicon and national hub nodes is only monitored and not assessed .
Specifically, in 2025, Inner Mongolia, Jilin, Heilongjiang, Henan, Gansu, Qinghai and Ningxia have the highest weight of 30% .
In 2026, Beijing, Tianjin, Inner Mongolia, Jilin, Heilongjiang, Henan, Yunnan, Gansu, Qinghai and Ningxia have the highest weight of 30% in the expected weight of non-hydropower consumption responsibility.
According to the proportion of green power consumption in key energy-using industries in 2026, the proportion of green power consumption in steel, polysilicon and cement industries is 25.2% -70% . Sichuan, Qinghai and Yunnan require 70% , while Hunan, Guangxi and Gansu all require more than 50% .
