I." Key tasks
(1) Accelerate the transformation of energy consumption structure in the park. We will strengthen the development and utilization of renewable energy in the park and its surrounding areas, support the matching and docking of non-fossil energy power generation resources in the park and its surrounding areas, and scientifically allocate " (2) Vigorously promote energy conservation and carbon reduction in the park. We will promote the establishment of energy use and carbon emission management systems in the park, further promote the diagnosis and evaluation of energy efficiency and carbon efficiency of enterprises, strengthen energy-saving supervision and daily supervision of key energy-using equipment, and eliminate backward production capacity, backward technology and backward products and equipment. We will support enterprises in benchmarking and advanced levels, implement energy-saving and carbon-reducing transformation and energy-using equipment renewal, and encourage enterprises to build extreme energy-efficient factories and zero-carbon factories.
(3) Adjusting and optimizing the industrial structure of the park. The park is encouraged to speed up the optimization and adjustment of its own industrial structure, lay out and develop new industries with low energy consumption, low pollution and high added value, and explore the "green to green" mode of manufacturing green products with green energy. We will support the orderly transfer of high-energy industries to parks with supported resources, guaranteed energy and environmental capacity, and explore ways to reduce carbon emissions in depth.
(4) Strengthen the conservation and intensive use of resources in the park. Plan spatial layout of the park and enterprises as a whole, improve the level of intensive use of land resources, and promote the cascade use of energy and the recycling of water resources. We will improve the waste recycling network in the park and promote the resource utilization of industrial solid waste, residual pressure, residual heat and cold, waste gas, waste liquid and waste residue.
(Five) improve and upgrade the infrastructure of the park. Optimize the planning and design of the park's infrastructure, and systematically promote the construction and transformation of infrastructure such as electricity, heat, gas, hydrogen energy, water supply and drainage, and pollution control. Promote the design and construction of new buildings in accordance with the standards of ultra-low energy consumption buildings and near-zero energy consumption buildings. We will improve the green transportation infrastructure in the park and speed up the low-carbon and zero-carbon substitution of means of transport.
(6) Strengthen the application of advanced and applicable technologies. Supporting the park to carry out in-depth cooperation with enterprises, universities and scientific research institutions, strengthening the transformation and application of scientific and technological achievements, exploring the mechanism of deep integration of green low-carbon technology research and development with industrial development, creating demonstration application scenarios around low-carbon, zero-carbon and negative-carbon advanced applicable technologies, and forming technical solutions with commercial value.
(7) Enhance the carbon management capability of the park. Supporting the park to build an energy and carbon management platform covering major energy-consuming enterprises, strengthening the monitoring, forecasting and allocation capabilities of energy load in the park and enterprises, and providing support for carbon emission accounting, source-network matching and regulation, power demand side management, multi-energy coordination and complementarity, and efficient recycling of resources.
(8) Supporting the park to strengthen reform and innovation. We will support local governments, park enterprises, power generation enterprises, power grid enterprises, energy integrated service providers and other entities to participate in the construction of zero-carbon parks, and explore ways to achieve a high proportion of renewable energy supply and consumption. Conditional parks are encouraged to participate in the electricity market in the form of virtual power plants (load aggregators) to improve the efficiency of resource allocation and the stability of the power system.
2. Safeguard measures
The National Development and Reform Commission will make overall use of existing funding channels to support the construction of zero-carbon parks, encourage all regions to provide financial support for the construction of zero-carbon parks, and support eligible projects through local government special bond funds. Policy banks are encouraged to provide medium- and long-term credit support to eligible projects. Support eligible enterprises to issue bonds for the construction of zero carbon parks. Support the park to introduce external talents, technology and professional institutions to serve enterprises in energy saving and carbon reduction transformation, carbon emission accounting management, product carbon footprint certification, etc. Explore the implementation of "one window" approval system for multi-energy complementary and multi-energy co-supply projects in zero-carbon parks. Strengthen the guarantee of energy consumption factors, innovate the energy-saving review and carbon emission assessment model within the scope of zero-carbon parks, and explore the implementation of regional approval or project filing. We will strengthen the guarantee of land and sea use factors such as new parks, new energy sources and power supply facilities.
3. Organizing and implementing
(1) Strengthening overall coordination. The National Development and Reform Commission promotes the construction of zero-carbon parks as a whole, continuously deepens reform and innovation in relevant fields, and actively supports the construction of zero-carbon parks in pilot exploration, project construction and fund arrangement. The Ministry of Industry and Information Technology guides all regions to promote low-carbon transformation of industrial parks and promote the construction of zero-carbon parks in qualified industrial parks. The National Energy Administration guides all regions to strengthen the construction, reform and innovation of the green energy supply system in zero-carbon parks, and promotes the transformation of the energy supply mode in the parks. The regional development and reform commissions, together with the competent departments of industry, information technology and energy in the region, should carry out the work in accordance with the actual situation.
(2) Organizing the declaration of the park. On the basis of comprehensive consideration of energy endowment, industrial base, safe and reliable supply of electric power, carbon reduction potential and other factors, the regional development and reform commissions, together with the competent departments of industry, information technology and energy in the region, shall recommend the construction of national zero-carbon parks with conditions and willingness (see Annex 1 for basic conditions), and guide the comprehensive analysis of the parks. Calculate the economic, environmental and social benefits, and prepare the declaration as required (see Annex 2 for the outline). The number of recommended parks in each region shall not exceed 2, and the list of recommended parks and the construction plan shall be submitted to the National Development and Reform Commission (Environmental Resources Department) before August 22.
(3) Carry out solid construction. The National Development and Reform Commission, together with relevant parties, will review the construction plans of local recommended parks, take into account factors such as industrial representativeness, comprehensive demonstration and carbon emission reduction potential, and determine the list of the first batch of national zero-carbon parks. For the parks included in the construction list, the regional development and reform commissions should strengthen their work guidance and coordinate the solution of difficult problems. Each region can carry out the construction of provincial zero carbon parks in accordance with the actual situation.
(4) Strengthen evaluation and summary. After the expiration of the construction period of the national zero carbon park, the provincial development and Reform Commission shall organize the self-assessment. If the self-assessment meets the requirements, the National Development and Reform Commission shall organize relevant departments and units to carry out assessment and acceptance (see Annex 3 for the index system), and the park that has passed the assessment and acceptance shall formally become a national-level zero-carbon park. Regional development and reform commissions should work with relevant parties to keep abreast of the progress of zero-carbon park construction in the region, sort out and summarize experience, and explore useful experience for low-carbon transformation of relevant industries, regions and other parks.
