Hebei Province issued the Rules for the Implementation of the Development and Construction Management of Distributed Photovoltaic Power Generation (Draft for Opinions) to solicit opinions from the public, aiming at promoting the healthy and sustainable development of the distributed photovoltaic industry and building a new power system. The deadline for feedback is August 21, 2025.

On July 21, the Hebei Development and Reform Commission issued a document on public solicitation of distributed " in Hebei Province, which mentioned that the capacity and voltage level of photovoltaic power generation projects built on fixed building roofs and their appurtenant sites exceed the provisions of Article 5. For projects that can not be promoted beyond the time of grid connection, in principle, they will no longer be connected to the grid. After confirmation by the local energy authorities, the application process for grid connection will be terminated and the access space will be released.
