On August 4, the Hebei Development and Reform Commission issued the Notice on Organizing the Declaration of Green Power Direct Connection Projects to promote the work of Green Power Direct Connection in an orderly manner. The content of
the document shows that in terms of load conditions, priority will be given to supporting enterprises in key industries such as computing power, steel, cement, chemical industry, hydrogen production, lithium-ion battery manufacturing, biomedicine and so on. It is divided into two categories: new load and stock load. The new load shall be approved (filed) and the procedures for environmental assessment and energy assessment shall be obtained, or the procedures for approval of construction land shall be obtained. There are mainly two types of existing loads that can be directly connected to green power: projects that achieve clean energy substitution by reducing the output of self-owned power plants (renewable energy development funds need to be paid in full); export-oriented enterprises that need to reduce rigidity. In terms of
power supply conditions, priority should be given to supporting projects that have been included in the reserve of wind power and photovoltaic projects to apply for direct connection of green power. New energy projects that have not yet been connected to the grid or cannot be connected to the grid due to the limitation of new energy consumption are encouraged to carry out green power direct connection after fulfilling the change procedures. New energy projects such as wind power, photovoltaic and biomass power generation can be planned around the load center to declare green power direct connection projects. In terms
of source-load matching, grid-connected projects are required to scientifically determine the type and installed capacity of new energy power sources in accordance with the principle of "determining the source by load" . The proportion of on-grid electricity of grid-connected projects in the total available power generation should not exceed 20%, and the northern Hebei power grid area should not be sent back to the public power grid before the spot market is not in continuous operation. The total annual self-generated electricity consumption of new energy in the project accounts for no less than 60% of the total available electricity generation and no less than 30% of the total electricity consumption . Not less than 35% by 2030.
In addition, in terms of project construction, the document clearly States that if the grid-connected project is a new load, the power supply and direct connection project should be put into operation synchronously with the load; if the stock load is involved, the power supply and direct connection project should be started within one year after the approval of the project and put into operation within three years.
In case of load interruption , new stock load or new load shall be matched in time. During the period of load interruption, the proportion of on-grid electricity of grid-connected projects shall not exceed 20%. If the new load cannot be matched within two years, the municipal energy authorities may report to the Provincial Development and Reform Commission, and the provincial power grid companies shall reassess the conditions for grid access and grid-connected absorption of power supply projects . Those who are qualified can be converted to ordinary new energy projects to ensure the stability of the main body of power investment.
