In order to promote the construction of a new power system, establish and improve the demand response system, guide power users to participate in power regulation, ensure the safe and stable operation of the power system, and promote the effective consumption of new energy, according to the relevant requirements of the state and in combination with the actual situation of our province, we have organized and drafted the Guizhou Power Demand Response Trading Scheme (hereinafter referred to as the Scheme).

1. Formulation basis

2. Necessity and feasibility

At the same time, the power consumption devices of power users have time-sharing metering conditions, which can record the power load and power consumption in real time, and provide technical support for the implementation of power demand response.

Second, the transaction price mechanism can effectively encourage market participants to participate. The transaction scheme is clear that the upper limit of the peak shaving price is 2 yuan per kilowatt-hour, that is, the market participants can reduce the electricity load during the peak shaving demand response period, and the maximum compensation is 2 yuan per kilowatt-hour; The upper limit of invitation-type valley filling price is 0.45 yuan/kWh (the average electricity income of new energy), that is, the market participants increase electricity consumption during the implementation of valley filling demand response period, and the maximum compensation for each additional kilowatt H of electricity is 0.45 yuan. Specific compensation standards are formed through market bidding. The upper limit of compensation price for

real-time peak shaving and real-time valley filling shall be 1.1 times of the upper limit of price for invitation peak shaving and invitation valley filling respectively.
