According to the Implementation Opinions of the General Office of the People's Government of Inner Mongolia Autonomous Region on Accelerating the Development of New Energy Storage (Jiji Ban Fa [2021] No.86) and the Detailed Rules for the Implementation of the Independent New Energy Storage Power Station Project in Inner Mongolia Autonomous Region (Interim) (Nei Neng Dian Dian Zi [2023] No.1101) and other documents, The Energy Bureau of the Autonomous Region organized a third-party organization to evaluate and demonstrate the projects submitted by the League cities for inclusion in the planning of independent new energy storage power stations in the Autonomous Region, and determined that two projects, such as the Inner Mongolia Energy Tuquan Independent New Energy Storage Power Station Project, should be included in the planning of independent new energy storage power stations in the Autonomous Region, thus forming the third batch of independent new energy storage construction projects in 2025. I. Project Information
There are two projects included in the planning of independent new energy storage power stations in the autonomous region, with a total installed capacity of 800,000 kilowatts/3.2 million kilowatt-hours, all of which adopt electrochemical energy storage technology, with a total investment of 2.67 billion yuan. (See Annex for details)
2. Relevant requirements
(1) The competent energy departments of the League City shall implement their territorial responsibilities and urge the owners of energy storage projects to implement the project filing procedures as soon as possible. According to the relevant requirements of the state, the project filing authority should clarify the main responsibility of safety production of the electrochemical energy storage project unit and implement the responsibility of project safety supervision. The competent energy departments of the League City shall coordinate the forestry and grass, natural resources, ecological environment, power grid companies and other departments as a whole, carry out the preliminary work in a down-to-earth manner, start construction according to the plan and put into operation on schedule. The competent energy departments of the League City shall strengthen the dispatching management of energy storage projects and timely report the construction and operation of the projects to the Energy Bureau of the Autonomous Region. For projects that have not formed actual workload within three months from the date of issuance of this document, the competent energy department of the League City shall promptly apply for the transfer of the list of independent new energy storage power station planning and construction projects in the autonomous region; If a project cannot be put into operation before the promised date of the declaration document, the competent energy department of the League City shall promptly apply for the abolition of the project or the adjustment of the main body of implementation.
(2) The owner of the independent new energy storage power station project shall start the preliminary work of the project as soon as possible, start the construction in time after completing the relevant procedures such as project filing, take the initiative to negotiate with the grid enterprises about the access scheme and the construction sequence of the outgoing project, and complete the access system design within 45 days from the date of issuance of this document. The independent new energy storage power station transmission project in the list of independent new energy storage construction projects in the autonomous region shall be constructed by the power grid enterprises. Power grid enterprises shall reply to specific opinions within 15 days from the date when the owner of the new energy storage power station project submits the design of the access system, and carry out the construction of the supporting transmission project as soon as possible in combination with the planning and site selection of the new energy storage power station and the access conditions of the power grid, so as to ensure that the transmission project and the energy storage power station are put into operation synchronously.
(3) The owner of an independent new energy storage power station project shall carry out engineering design and construction in strict accordance with the approved technical scheme of the project and the relevant provisions of the state and autonomous regions, shall not adjust the technical scheme without authorization, and shall not transfer shares or change the main body of investment without authorization during the construction period and within two years after completion.
(4) The owner of the independent new energy storage power station project shall strictly standardize the project construction process, and do a good job in the inspection and testing of the new energy storage power station equipment in accordance with the relevant provisions of the state and the autonomous region, so as to ensure the safe and reliable operation of the new energy storage power station after putting into operation. Electrochemical energy storage project units implement the main responsibility of safety production, and coordinate the safety management of the whole process of project planning, design, construction, operation and decommissioning.
(5) Power grid enterprises shall, in conjunction with the competent energy departments of the League cities, carry out the acceptance of independent new energy storage power station projects in strict accordance with the relevant provisions of the state and autonomous regions to ensure that the projects meet the relevant technical requirements, and that the independent new energy storage power station projects can be connected to the grid only after the acceptance is passed. The loss caused by the failure to meet the grid-connected conditions shall be borne by the owner of the independent new energy storage power station project.
(6) The project delivery project incorporated into the planning of the independent new energy storage power station in the autonomous region shall be undertaken by the power grid enterprise. If the owner of the independent new energy storage power station project has negotiated with the power grid enterprise to clarify the main body of the supporting transmission project construction, it will still be constructed according to the negotiation plan.
(7) The independent energy storage power stations in the list of the third batch of independent new energy storage construction projects in 2025 shall be included in the planning of the autonomous region, and the compensation for the discharge of public power grids shall be implemented, and the compensation standards and compensation time shall be implemented in accordance with the relevant requirements of the autonomous region.
